sr546/introduced.txt6693S.01ISENATE RESOLUTION NO. 546BE IT RESOLVED by the Senate of the One Hundred ThirdGeneral Assembly, Second Regular Session, that Senate Rule 50 beamended to read as follows:"Rule 50. Referrals of bills and appointments tocommittee shall be made by the president pro tem. Thereferral of a bill to a committee by the president pro temshall be made to a committee designated by the sponsor ofthe bill; and no bill shall be considered for final passageunless it has been reported on by a committee and printedfor the use of the senators. A report of all billsrecommended "do pass" by a committee shall be submitted tothe senate by the chairman and all committee amendmentsaccompanying the report shall be printed in the Journal.After a bill has been referred to a committee, one-third of the senators elected has the power to relieve acommittee of further consideration of a bill and place it onthe calendar for consideration. In any case where acommittee has been relieved of further consideration of abill as herein provided, a majority of the senators presentbut not less than one-third of the senators elected, may, atany time before final passage thereof, again refer the billto the same or some other committee for consideration. Nobill or resolution shall be reported adversely by anycommittee until the author of the bill or resolution hasbeen given an opportunity to appear and be heard before thecommittee to which it is referred.One-third of the senators elected may relieve acommittee of an appointment and a motion to grant advice andconsent of the Senate to that appointment is then in orderupon a vote of the majority of the Senate.".1
