4To make an appropriation of $169,633 from the State
5 General Fund to the Coalition Against Domestic Violence for
6 the fiscal year ending September 30, 2027, to require an
7 operations plan and an audited financial statement prior to
8 the release of any funds, and to require quarterly and end of
9 the year performance reports.
10 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
11Section 1. For the fiscal year ending September 30,
12 2027, there is hereby appropriated to the Coalition Against
13 Domestic Violence from the State General Fund the sum of
14 $169,633. In addition, the appropriation made herein shall be
15 budgeted and allotted pursuant to the Budget Management Act
16 and Article 4 of Title 41 of the Code of Alabama, 1975, and
17 specifically Section 41-4-93, Section 41-4-95 and Section
18 41-4-96.
19Section 2. Prior to the release of any funds
20 appropriated under this bill for fiscal year 2027, an
21 operations plan for fiscal year 2027 and an audited financial
22 statement for all operations during fiscal year 2025 must be
23 forwarded to the Director of Finance. It is the intent to
24 release fiscal year 2027 funds following receipt of these
25 reports.
26Section 3. In addition, quarterly reports for fiscal
27 year 2027 shall be made to the Director of Finance relating to
28 planned expenditures and accomplishments. An end of year

29 performance report for the fiscal year 2027 shall be made to
30 the Director of Finance stating the work accomplished and
31 services provided and the costs of accomplishing the work and
32 providing the services, citing meaningful measures of program
33 effectiveness and costs, as is required for state agencies in
34 Code of Alabama 1975, Section 41-19-11. The Director of
35 Finance shall forward a copy of all required reports to the
36 Legislative Council in a timely manner.
37Section 4. This act shall become effective October 1,
38 2026.
