Document has been reformatted to meet World Wide Web specifications.)A joint ResolutionTO CREATE A STUDY COMMITTEE TO STUDY the cost andfeasibility of installing fencing, netting, or other safety barriers on highwaybridges to deter people from climbing onto and subsequently jumping from thesestructures and taking their lives.Be it enacted by theGeneral Assembly of the State of South Carolina:SECTION 1. (A) There is created a study committee to study thecost and feasibility of installing fencing, netting, or other safety barrierson highway bridges to deter people from climbing onto and subsequently jumpingfrom these structures and taking their lives.(B) The studycommittee shall provide a report that addresses the installation of highway bridgesafety barriers designed to discourage and prevent suicidal behavior.(C)(1) The studycommittee is composed of six members, consisting of:(a) the Secretaryof Transportation, or his designee;(b) theChairman of the Commission of the Department of Transportation, or hisdesignee;(c) amember of the House of Representatives, appointed by the Speaker of the Houseof Representatives;(d) amember of the Senate, appointed by the President of the Senate;(e) amember of the House of Representatives, appointed by the House Minority Leader;and(f) amember of the Senate, appointed by the Senate Minority Leader.(2) A vacancyin membership of the study committee must be filled in the manner of originalappointment.(3) Members ofthe committee shall serve without per diem, mileage, or other compensationgenerally provided to members of boards and commissions.(D)(1) The HouseEducation and Public Works Committee and the Senate Transportation Committee shallprovide appropriate staffing for the study committee.(2) The studycommittee may obtain data or other information from state agencies that isrelevant to the purposes of this study committee; provided, however, onlyaggregated data with no personally identifiable data may be obtained by thestudy committee. Any state agency that receives a request pursuant to thisjoint resolution shall respond promptly and provide the requested data or otherinformation.(E) The studycommittee shall provide a report with findings and recommendations to theGeneral Assembly by January 1, 2027. The study committee shall dissolve uponproviding its report to the General Assembly or on January 1, 2027, whicheveroccurs first.SECTION 2.
