h0716/introduced.txtBILL AS INTRODUCED H.7162026 Page 1 of 21H.7162 Introduced by Representative Morrow of Weston3 Referred to Committee on4 Date:5 Subject: Public service; energy; renewable energy; solar energy; net metering6 Statement of purpose of bill as introduced: This bill proposes to freeze the7 negative adjustor on net metering and eliminate the negative adjustor on8 behind-the-meter consumption.9 An act relating to the net metering formula10 It is hereby enacted by the General Assembly of the State of Vermont:11 Sec. 1. 30 V.S.A. § 8010 is amended to read:12 § 8010. SELF-GENERATION AND NET METERING13***14 (c) In accordance with this section, the Commission shall adopt and15 implement rules that govern the installation and operation of net metering16 systems.17***18(2) The rules shall include provisions that govern:19***VT LEG #385617 v.2BILL AS INTRODUCED H.7162026 Page 2 of 21(F) the amount of the credit to be assigned to each kWh of electricity2 generated by a net metering customer in excess of the electricity supplied by3 the interconnecting provider to the customer, the manner in which the4 customer’s credit will be applied on the customer’s bill, and the period during5 which a net metering customer must use the credit, after which the credit shall6 revert to the interconnecting provider.7***8(iii) In determining the amount of the credit, the negative adjustor9 on net-metered solar production shall not exceed -$0.04 and there shall be no10 adjustor on behind-the-meter consumption. As used in this section, “behind-11 the-meter consumption” means electricity that is used or stored on-site without12 first passing through the provider’s electric meter or otherwise reaching the13 grid.14***15 Sec. 2. EFFECTIVE DATE16 This act shall take effect on July 1, 2026.VT LEG #385617 v.2
