2  RELATING TO THE LEGISLATIVE BRANCH OF GOVERNMENT; MAKING
3  APPROPRIATIONS FOR THE EXPENSE OF THE FIFTY-SEVENTH
4  LEGISLATURE, SECOND SESSION, 2026, AND FOR OTHER LEGISLATIVE
5  EXPENSES, INCLUDING THE LEGISLATIVE COUNCIL SERVICE, THE
6  LEGISLATIVE FINANCE COMMITTEE, THE LEGISLATIVE EDUCATION
7  STUDY COMMITTEE, THE SENATE RULES COMMITTEE, THE HOUSE CHIEF
8  CLERK'S OFFICE, THE SENATE CHIEF CLERK'S OFFICE AND OTHER
9  EXPENSES OF THE LEGISLATURE; DECLARING AN EMERGENCY.

11 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
12      SECTION 1.    SESSION EXPENSES.--
13A.   There is appropriated from the general fund for
14 the expense of the legislative department of the state of New
15 Mexico for the second session of the fifty-seventh
16 legislature for per diem and mileage of its members, for
17 salaries of employees and for other expenses of the
18 legislature, seven million two hundred forty-one thousand
19 four hundred dollars ($7,241,400) or so much thereof as may
20 be necessary for such purposes.
21B.   The expenditures referred to in Subsection A of
22 this section are as follows:
23(1)   per diem for senators . . . .   $254,600;
24(2)   per diem for members of the house of
25 representatives . . . . . . . . . . . . . . . . . .     $424,200; HB 1/ec

1(3)    mileage traveled by members of the
2  senate going to and returning from the seat of government by
3  the usually traveled route, one round trip. . . . . .    $8,000;
4(4)    mileage traveled by members of the house
5  of representatives going to and returning from the seat of
6  government by the usually traveled route, one round trip. . .
7  . . . . . . . . . . . . . . . . . . . . . . . . . .      $13,500;
8(5)    salaries and employee benefits of senate
9  employees . . . . . . . . . . . . . . . . . . . .     $1,700,000;
10(6)    salaries and employee benefits of house
11 of representatives employees. . . . . . . . . . .    $2,275,000;
12(7)    for expense of the senate not itemized
13 above, five hundred thousand dollars ($500,000).     No part of
14 this item may be transferred to salaries or employee
15 benefits;
16(8)    for expense of the house of
17 representatives not itemized above, four hundred sixty-six
18 thousand one hundred dollars ($466,100).   No part of this
19 item may be transferred to salaries or employee benefits; and
20(9)    for session expenses of the legislative
21 council service, the joint billroom and mailroom and joint
22 legislative switchboard, one million six hundred thousand
23 dollars ($1,600,000) to be disbursed upon vouchers signed by
24 the director of the legislative council service or the
25 director's designee.  HB 1/ec

1C.   The expenditures for the senate shall be
2  disbursed on vouchers signed by the chair of the committees'
3  committee and the chief clerk of the senate or the chief
4  clerk's designee.    The expenditures for the house of
5  representatives shall be disbursed on vouchers signed by the
6  speaker and chief clerk of the house or the chief clerk's
7  designee.   Following adjournment of the session, expenditures
8  authorized pursuant to Paragraphs (1) through (8) of
9  Subsection B of this section shall be disbursed upon vouchers
10 signed by the director of the legislative council service or
11 the director's designee.
12D.   Under the printing contracts entered into for
13 the second session of the fifty-seventh legislature, the
14 chair of the committees' committee of the senate, subject to
15 the approval of the committee, and the speaker of the house
16 of representatives are authorized and directed to provide for
17 the printing of all bills, resolutions, joint resolutions,
18 memorials and joint memorials introduced in the senate or
19 house, the printing of the bill locator and the printing of
20 all necessary stationery required for use in the respective
21 houses.   They are further directed to provide for the
22 purchase of all supplies necessary for use in the respective
23 houses within the appropriation provided.    The orders for
24 printing, stationery and supplies shall be approved by the
25 chair of the committees' committee in the senate or by the       HB 1/ec

1  speaker of the house.
2SECTION 2.     BILLS AND OTHER PRINTED MATERIALS.--For the
3  second session of the fifty-seventh legislature, bills,
4  resolutions, joint resolutions, memorials and joint memorials
5  delivered to the printer shall be returned by the printer to
6  the joint billroom within forty-two hours after they are
7  ordered to be printed.     The billroom personnel shall supply a
8  complete file of bills, resolutions, joint resolutions,
9  memorials, joint memorials and other printed distribution
10 materials to the following:
11A.   upon request, one copy to each member of the
12 house of representatives and the senate;
13B.   upon written request, one copy to each county
14 clerk, district judge, radio or television station and
15 newspaper and to the general library of each state-supported
16 institution of higher learning; and
17C.   upon written request, one copy to each state
18 department, commission, board, institution or agency, each
19 elected state official, each incorporated municipality, each
20 district attorney, each ex-governor, each member of the New
21 Mexico congressional delegation and each school district in
22 the state.
23      SECTION 3.     LEGISLATIVE COUNCIL SERVICE.--There is
24 appropriated from the general fund to the legislative council
25 service for expenditure in fiscal year 2027, to be disbursed       HB 1/ec

1  upon vouchers signed by the director of the legislative
2  council service or the director's designee, the following:
3Personal Services & Employee Benefits     $10,916,300
4Contractual Services  $485,000
5Other Costs  $1,403,800
6Total  $12,805,100.
7SECTION 4.   LEGISLATURE.--There is appropriated from the
8  general fund, unless otherwise indicated, for the expense of
9  the legislative department, not provided for in Section 1 of
10 this act, for expenditure in fiscal year 2027, unless
11 otherwise indicated, to be disbursed on vouchers signed by
12 the director of the legislative council service or the
13 director's designee, the following:
14A.   for travel expenses of legislators other than
15 New Mexico legislative council members, on legislative
16 council business, for committee travel, staff and other
17 necessary expenses for other interim committees and for other
18 necessary legislative expenses, three million five hundred
19 thousand dollars ($3,500,000); provided that the New Mexico
20 legislative council may transfer amounts from the
21 appropriation in this subsection, during the fiscal years for
22 which appropriated, to any other legislative appropriation
23 where they may be needed;
24B.   for pre-session expenditures and for necessary
25 contracts, supplies and personnel for interim session  HB 1/ec

1  preparation, five hundred sixty thousand dollars ($560,000);
2C.   for a statewide legislative intern program,
3  sixty-one thousand eight hundred dollars ($61,800);
4D.   for dues and fees of national organizations of
5  which the legislature is a member, four hundred seventy-nine
6  thousand three hundred dollars ($479,300);
7E.   for the legislative information system, for
8  fiscal years 2026 and 2027, three million five hundred
9  twenty-nine thousand eight hundred dollars ($3,529,800);
10F.   for the interim duties of the senate rules
11 committee, thirty-five thousand dollars ($35,000);
12G.   for the contractual services of the capitol
13 buildings planning commission, two hundred fifty-seven
14 thousand five hundred dollars ($257,500);
15H.   for expenditure in fiscal years 2026 through
16 2028 for the planning, output development and design of an
17 integrated capital outlay data system, two million one
18 hundred thousand dollars ($2,100,000);
19I.   for legislative district staff, including
20 salaries and benefits, information technology equipment and
21 software, furniture, supplies, office space and other
22 necessary support, thirteen million two hundred thousand
23 dollars ($13,200,000).   Any unexpended balance remaining at
24 the end of fiscal year 2027 from the appropriation in this
25 subsection shall revert to the general fund;  HB 1/ec

1J.   for expenditure in fiscal years 2027 through
2  2029 from legislative cash balances for equipment, furniture,
3  upgrades and repairs for the state capitol complex, two
4  million six hundred thousand dollars ($2,600,000); and
5K.   for expenditure in fiscal years 2026 and 2027
6  from legislative cash balances for the ongoing planning,
7  output development and design of a legislative processing
8  system, one million dollars ($1,000,000).
9SECTION 5.      LEGISLATIVE FINANCE COMMITTEE.--
10A.   There is appropriated from the general fund to
11 the legislative finance committee, to be disbursed upon
12 vouchers signed by the chair of the committee or the chair's
13 designated representative:
14(1)   for expenditure in fiscal year 2027, the
15 following:
16Personal Services & Employee Benefits       $6,980,700
17Contractual Services  $386,000
18Other Costs  $584,600
19Total  $7,951,300;
20 and
21(2)   for expenditure in fiscal years 2027 and
22 2028, one hundred seventy thousand dollars ($170,000) for
23 economic analysis subscription costs and data analysis
24 equipment.
25B.   Up to fifty thousand dollars ($50,000) of the        HB 1/ec

1  unexpended balance of the appropriation in Laws 2025 (2nd
2  S.S.), Chapter 1, Section 7 may be expended from any
3  category.
4SECTION 6.     LEGISLATIVE EDUCATION STUDY COMMITTEE.--
5  There is appropriated from the general fund to the
6  legislative education study committee for expenditure in
7  fiscal year 2027, to be disbursed on vouchers signed by the
8  chair of the committee or the chair's designated
9  representative, the following:
10Personal Services & Employee Benefits     $1,824,300
11Contractual Services  $40,000
12Other Costs  $160,000
13Total  $2,024,300.
14      SECTION 7.     HOUSE CHIEF CLERK.--There is appropriated
15 from the general fund to the legislative council service for
16 expenditure in fiscal year 2027 for the operation of the
17 house chief clerk's office, to be disbursed on vouchers
18 signed by the director of the legislative council service,
19 the following:
20Personal Services & Employee Benefits     $3,716,700
21Contractual Services  $397,300
22Other Costs  $87,900
23Total  $4,201,900.
24      SECTION 8.     SENATE CHIEF CLERK.--There is appropriated
25 from the general fund to the legislative council service for        HB 1/ec

1  expenditure in fiscal year 2027 for the operation of the
2  senate chief clerk's office, to be disbursed on vouchers
3  signed by the director of the legislative council service,
4  the following:
5Personal Services & Employee Benefits       $3,361,500
6Contractual Services  $467,600
7Other Costs  $120,900
8Total  $3,950,000.
9SECTION 9.    CENSUS REDISTRICTING DATA PROGRAM.--There is
10 appropriated from the legislative cash balances to the
11 legislative council service for the first and second phases
12 of the 2030 census redistricting data program and to perform
13 such functions as are necessary to prepare for redistricting
14 in 2031, five hundred thousand dollars ($500,000) for
15 expenditure in fiscal years 2026 through 2028.
16      SECTION 10.    OFFICIAL MASTER DATABASE OF LAWS--SELF-
17 PUBLICATION--FREE ACCESS TECHNOLOGY--HARD-COPY PUBLICATION.--
18 There is appropriated from the legislative cash balances for
19 the legislative department's share of the continued
20 development required for the master database of official
21 annotated laws of the state, markup language and tagging and
22 its use for legislative document systems and a tagged
23 database of the session laws and for the costs associated in
24 collaborating with the New Mexico compilation commission on
25 the ongoing development and expanding partnership role with  HB 1/ec

1  the New Mexico compilation commission in the self-publication
2  of the New Mexico Statutes Annotated 1978, including
3  technology for freely accessible laws and hard-copy
4  publication, four hundred thousand dollars ($400,000) for
5  expenditure during fiscal years 2026 and 2027.
6SECTION 11.   CATEGORY TRANSFER.--Amounts set out in
7  Sections 3 through 8 of this act are provided for
8  informational purposes only and may be transferred among
9  categories.
10SECTION 12.   PERFORMANCE MEASURES.--Each legislative
11 agency shall adhere to the performance measures specified in
12 its strategic plan and shall make reports as required in that
13 plan.
14SECTION 13.   EMERGENCY.--It is necessary for the public
15 peace, health and safety that this act take effect
