1    AN ACT concerning education.
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4    Section 5. The School Code is amended by changing Section
510-20.14 as follows:
6    (105 ILCS 5/10-20.14)  (from Ch. 122, par. 10-20.14)
7    Sec. 10-20.14. Student discipline policies; parent-teacher
8advisory committee.
9    (a) As used in this Section, "parent-teacher advisory 
10committee" means a committee composed of representation by a 
11school district, its parents, and its teachers.
12    To establish and maintain a parent-teacher advisory
13committee to develop with the school board or governing body
14of a charter school policy guidelines on student discipline,
15including school searches and bullying prevention as set forth
16in Section 22-110 of this Code. Teachers must be selected for 
17the parent-teacher advisory committee in cooperation with the 
18school district's teachers or, if applicable, the exclusive 
19bargaining representative of the district's teachers.
20    School authorities shall furnish a copy of the policy to
21the parents or guardian of each student within 15 days after
22the beginning of the school year, or within 15 days after
23starting classes for a student who transfers into the district

1during the school year, and the school board or governing body
2of a charter school shall require that a school inform its
3students of the contents of the policy. School boards and the
4governing bodies of charter schools, along with the
5parent-teacher advisory committee, must annually review their
6student discipline policies and the implementation of those
7policies, including, but not limited to, the impact of student 
8behavior, specifically that which is considered gross 
9disobedience or misconduct, on students and school personnel,
10and any other factors related to the safety of [their] schools,
11students, and school personnel.
12    (a-5) On or before September 15, 2016, each elementary and
13secondary school and charter school shall, at a minimum, adopt
14student discipline policies that fulfill the requirements set
15forth in this Section, subsections (a) and (b) of Section
1610-22.6 of this Code, Section 34-19 of this Code if
17applicable, and federal and State laws that provide special
18requirements for the discipline of students with disabilities.
19    (b) The parent-teacher advisory committee in cooperation
20with local law enforcement agencies shall develop, with the
21school board, policy guideline procedures to establish and
22maintain a reciprocal reporting system between the school
23district and local law enforcement agencies regarding criminal
24and civil offenses committed by students, including attacks on 
25school personnel in accordance with Section 10-21.7 of this 
26Code. School districts are encouraged to create memoranda of

1understanding with local law enforcement agencies that clearly
2define law enforcement's role in schools, in accordance with
3Sections 2-3.206 and 10-22.6 of this Code. In consultation
4with stakeholders deemed appropriate by the State Board of
5Education, the State Board of Education shall draft and
6publish guidance for the development of reciprocal reporting
7systems in accordance with this Section on or before July 1,
82025.
9    (c) The parent-teacher advisory committee, in cooperation
10with school bus personnel, shall develop, with the school
11board, policy guideline procedures to establish and maintain
12school bus safety procedures. These procedures shall be
13incorporated into the district's student discipline policy. In
14consultation with stakeholders deemed appropriate by the State
15Board of Education, the State Board of Education shall draft
16and publish guidance for school bus safety procedures in
17accordance with this Section on or before July 1, 2025.
18    (d) As used in this subsection (d), "evidence-based
19intervention" means intervention that has demonstrated a
20statistically significant effect on improving student outcomes
21as documented in peer-reviewed scholarly journals.
22    The school board, in consultation with the parent-teacher
23advisory committee and other community-based organizations,
24must include provisions in the student discipline policy to
25address students who have demonstrated behaviors that put them
26at risk for aggressive behavior, including, without

1limitation, bullying, as defined in the policy. These
2provisions must include procedures for notifying parents or
3legal guardians and intervention procedures based upon
4available community-based and district resources.
5    In consultation with behavioral health experts, the State
6Board of Education shall draft and publish guidance for
7evidence-based intervention procedures, including examples, in
8accordance with this Section on or before July 1, 2025.
