1Human Trafficking Hotline Amendments

3   LONG TITLE
4   General Description:
5This bill directs the attorney general to seek a three-digit dialing code for the National
6   Human Trafficking Hotline.
7   Highlighted Provisions:
8This bill:
9▸ no later than December 31, 2026, requires the attorney general, in coordination with the
10   Department of Health and Human Services (DHHS), to petition the Federal
11   Communications Commission (FCC) to initiate a rulemaking regarding the designation
12   or use of a three-digit dialing code to access the National Human Trafficking Hotline
13   (hotline);
14▸ if the FCC approves a three-digit dialing code for the hotline:
15●    requires DHHS to coordinate with a federal agency and nonprofit entity to support
16   implementation of three-digit access to the hotline; and
17●    authorizes the attorney general to coordinate with telecommunications providers and

18   to conduct public education and outreach regarding the availability of the dialing
19   code; and
20▸ clarifies that the state is not authorized to control numbering resources or require call
21   routing, except as permitted under federal law.

30   Be it enacted by the Legislature of the state of Utah:
31Section 1. Section 67-5-41 is enacted to read:
3267-5-41 . National Human Trafficking Hotline -- Three-digit access.
33   (1) As used in this section:
34(a) "Department" means the Department of Health and Human Services created in
35Section 26B-1-201.
36(b) "National Human Trafficking Hotline" means the federally established, nationally
37available hotline that:
38(i) provides assistance to victims of human trafficking and individuals seeking to
39report suspected human trafficking; and
40(ii) is accessible through a 10-digit telephone number.
41   (2) No later than December 31, 2026, the attorney general shall, in coordination with the
42department, petition the Federal Communications Commission, in accordance with the
43federal Administrative Procedure Act, 5 U.S.C. Sec. 551 et seq., and 47 C.F.R. Sec.
441.401, to initiate a rulemaking for the designation, reservation, or use of a three-digit
45dialing code to provide access to the National Human Trafficking Hotline.
46   (3) If the Federal Communications Commission authorizes a three-digit dialing code for
47access to the National Human Trafficking Hotline:
48(a) the department shall coordinate with the United States Department of Health and
49Human Services and the nonprofit entity that operates the National Human
50Trafficking Hotline to support implementation of access to the hotline through the
51three-digit dialing code; and
52(b) the attorney general may:
53(i) coordinate with telecommunications providers operating in the state to facilitate
54call routing in compliance with federal requirements; and
55(ii) conduct public education and outreach to inform residents of the availability of
56the three-digit dialing code.
57   (4) Nothing in this section authorizes the state to:
58(a) exercise authority over numbering resources, including the designation or reservation
59of a three-digit dialing code; or
60(b) require call routing to the National Human Trafficking Hotline, except as authorized
61under federal law.
62Section 2. Effective Date.
63   This bill takes effect on May 6, 2026.
