PeckSenate Sponsor: Heidi Balderree23 LONG TITLE4 General Description:5This bill directs the attorney general to seek a three-digit dialing code for the National6 Human Trafficking Hotline.7 Highlighted Provisions:8This bill:9▸ no later than December 31, 2026, requires the attorney general, in coordination with the10 Department of Health and Human Services (DHHS), to petition the Federal11 Communications Commission (FCC) to initiate a rulemaking regarding the designation12 or use of a three-digit dialing code to access the National Human Trafficking Hotline13 (hotline);14▸ if the FCC approves a three-digit dialing code for the hotline:15● requires DHHS to coordinate with a federal agency and nonprofit entity to support16 implementation of three-digit access to the hotline; and17● authorizes the attorney general to coordinate with telecommunications providers and1st Sub. H.B. 41118 to conduct public education and outreach regarding the availability of the dialing19 code; and20▸ clarifies that the state is not authorized to control numbering resources or require call21 routing, except as permitted under federal law.22 Money Appropriated in this Bill:23None24 Other Special Clauses:25None26 Utah Code Sections Affected:27 ENACTS:2867-5-41, Utah Code Annotated 1953291st Sub. (Buff) H.B. 411 02-24 11:2230 Be it enacted by the Legislature of the state of Utah:31Section 1. Section 67-5-41 is enacted to read:3267-5-41 . National Human Trafficking Hotline -- Three-digit access.33 (1) As used in this section:34(a) "Department" means the Department of Health and Human Services created in35Section 26B-1-201.36(b) "National Human Trafficking Hotline" means the federally established, nationally37available hotline that:38(i) provides assistance to victims of human trafficking and individuals seeking to39report suspected human trafficking; and40(ii) is accessible through a 10-digit telephone number.41 (2) No later than December 31, 2026, the attorney general shall, in coordination with the42department, petition the Federal Communications Commission, in accordance with the43federal Administrative Procedure Act, 5 U.S.C. Sec. 551 et seq., and 47 C.F.R. Sec.441.401, to initiate a rulemaking for the designation, reservation, or use of a three-digit45dialing code to provide access to the National Human Trafficking Hotline.46 (3) If the Federal Communications Commission authorizes a three-digit dialing code for47access to the National Human Trafficking Hotline:48(a) the department shall coordinate with the United States Department of Health and49Human Services and the nonprofit entity that operates the National Human50Trafficking Hotline to support implementation of access to the hotline through the51three-digit dialing code; and52(b) the attorney general may:53(i) coordinate with telecommunications providers operating in the state to facilitate54call routing in compliance with federal requirements; and55(ii) conduct public education and outreach to inform residents of the availability of56the three-digit dialing code.57 (4) Nothing in this section authorizes the state to:58(a) exercise authority over numbering resources, including the designation or reservation59of a three-digit dialing code; or60(b) require call routing to the National Human Trafficking Hotline, except as authorized61under federal law.62Section 2. Effective Date.63 This bill takes effect on May 6, 2026.-2-
