yeachapplicantwasnotadmitted.32b.Thenumberofapplicantswhowere,priortoapplying33tothecollege,enrolledinaneligiblepostsecondary34institutionasdefinedinsection261E.2,andthenumberof35-3-LSB5188HH(6)91da/jh3/5H.F.2209thoseapplicantsthatwereadmittedandnotadmitted,including1asapercentage.Thereportshallincludeabriefstatement2explainingwhyeachapplicantwasnotadmitted.3c.Thenumberofapplicantswhodeclaredanintentionto4electamixedanimaloptiontrackofcollegecoursesandthe5numberofthoseapplicantsthatwereadmittedandnotadmitted,6includingasapercentage.Thereportshallincludeabrief7statementexplainingwhyeachapplicantwasnotadmitted.8d.Thenumberofapplicantswhodeclaredanintentionto9enterprivatepracticeinanIowaruralcommunityandthe10numberofthoseapplicantsthatwereadmittedandnotadmitted,11includingasapercentage.Thereportshallincludeabrief12statementexplainingwhyeachapplicantwasnotadmitted.133.Personalinformationregardinganapplicantinan14annualreportsubmittedpursuanttothissectionshallbekept15confidentialasrequiredunderthefederalFamilyEducational16RightsandPrivacyAct,20U.S.C.§1232g,andinthesame17manneraspersonalinformationinstudentrecordsmaintained,18created,collected,orassembledbyorforaschoolcorporation19oreducationalinstitutioninaccordancewithsection22.7,20subsection1.21Sec.7.DIRECTIONSTOCODEEDITOR.TheCodeeditoris22directedtoarrangethefollowingsectionsinchapter266,as23enactedbythisAct,intoanewsubchapterVI:24Sections266.61through266.70.25EXPLANATION26Theinclusionofthisexplanationdoesnotconstituteagreementwith27theexplanation’ssubstancebythemembersofthegeneralassembly.28GENERAL.Thisbillprovidesfortheadmissionofstudents29totheIowastateuniversityofscienceandtechnology(ISU)30collegeofveterinarymedicine(college).Thebillisbasedon31provisionsenactedin2025IowaActs,chapter164,requiring32similarpoliciesfortheadmissionofstudentstothecollege33ofmedicineorthecollegeofdentistryatthestateuniversity34ofIowa.35-4-LSB5188HH(6)91da/jh4/5H.F.2209OBJECTIVE.Underthebill,theboardofregentsandISU1arerequiredtoadoptpoliciesgoverningtheadmissionof2Iowastudentstothecollege’sfour-yearveterinarymedicine3professionaldegreeprogram(DVMprogram)toaccomplishthe4objectiveofgraduatingveterinarianswhowillenterprivate5practiceinanIowaruralcommunity(havingapopulationof6lessthan25,000).7PERCENTAGEREQUIREMENT.Thebillrequiresthatnotless8than80percentofstudentswhoareadmittedtothecollege’s9DVMdegreeprogrambeIowaresidentsorindividualswho,10priortoapplyingtothecollege,wereenrolledinanIowa11postsecondaryinstitution.12APPLICATIONREQUIREMENTS.Thebillrequirestheboardof13regentsandISUtoadoptapolicyprovidingapreferencein14admittingstudentstothecollege’sDVMdegreeprogramwho15declareanintentionto(1)electamixedanimaloptiontrack16ofcollegecoursesand(2)enterprivatepracticeinanIowa17ruralcommunity.Inaddition,considerationcannotbegiven18toatestthatpurportstoassessnoncognitiveskills,ethics,19andinterpersonaltraits(e.g.,theCASPertest).Thebill20providesthatanapplicantmustattesttofactsregardingthe21applicant’sIowabackgroundanddeclarewhethertheapplicant22intendstoelectamixedanimaloptioncollegecoursetrack23andaftergraduationenterprivatepracticeinanIowarural24community.25REPORT.ISUisrequiredtosubmitanannualreportto26thegovernorandgeneralassemblydescribingitsprogress27inmeetingthestatutoryobjective.Personalinformation28regardinganapplicantisrequiredtobeconfidential.29-5-LSB5188HH(6)91da/jh5/5
