Statement of purpose of bill as introduced: This bill proposes to clarify and
enable, to the extent not already granted, the Attorney General’s and State’s
Attorneys’ enforcement authority to conduct civil investigations into alleged
violations of statute concerning election-related misconduct, election
interference, campaign finance, and lobbying. This authority would include
issuing civil investigative demands and conducting sworn depositions and
enforcing respondents’ obligation to provide information. This bill also
proposes to require the investigating authority to share aggregate information
about these investigations and enforcement actions in a public report to the
Secretary of State’s office.

It is hereby enacted by the General Assembly of the State of Vermont:
