7 Statement of purpose of bill as introduced: This bill proposes to clarify that
8 mobile billboards are prohibited.
9    An act relating to prohibiting mobile billboards
10 It is hereby enacted by the General Assembly of the State of Vermont:
11 Sec. 1. 10 V.S.A. § 481 is amended to read:
12 § 481. DEFINITIONS
13    As used in this chapter, the following terms are defined as follows:

15(6) A “sign” is any structure, display, device, or representation, either
16 temporary or permanent, portable, mobile, vehicle-mounted, or ground-
17 mounted, that is designed or used to advertise or call attention to any thing,
18 person, business, activity, or place and is visible from any highway or other
19 right-of-way. It does not include the flag, pennant, or insignia of any nation,

1 state, or town. Whenever dimensions of a sign are specified, they shall include
2 panels and frames.

4 Sec. 2. 10 V.S.A. § 494 is amended to read:
5 § 494. EXEMPT SIGNS
6    The following signs are exempt from the requirements of this chapter
7 except as indicated in section 495 of this title:

9(2) Signs on registered and inspected motor vehicles, except those that
10 are determined by the Travel Information Council to be circumventing the
11 intent purpose of this chapter. Circumvention includes signs that are
12 continuously in the same location or signs that extend beyond the height,
13 width, or length of the vehicle.

15 Sec. 3. 10 V.S.A. § 503 is amended to read:
16 § 503. PENALTY
17    (a) A person who violates this chapter shall be assessed a civil penalty of
18 not more than $50.00 subject to a civil penalty of:
19(1) $150.00 for a first offense;
20(2) $250.00 for a second offense; and
21(3) $500.00 for a third or subsequent offense.

1    (b) Each day the violation of this chapter continues shall be a separate
2 offense.
3 Sec. 4. EFFECTIVE DATE
4    This act shall take effect on July 1, 2026.
