The Department of Professional Regulation Law5of the Civil Administrative Code of Illinois is amended by6changing Section 2105-15.7 as follows:7 (20 ILCS 2105/2105-15.7)8 Sec. 2105-15.7. Implicit bias awareness training.9 (a) As used in this Section:10 "Health care professional" means a person licensed or11registered by the Department of Financial and Professional12Regulation under the following Acts: Medical Practice Act of131987, Nurse Practice Act, Clinical Psychologist Licensing Act,14Illinois Dental Practice Act, Illinois Optometric Practice Act15of 1987, Pharmacy Practice Act, Illinois Physical Therapy Act,16Physician Assistant Practice Act of 1987, Acupuncture Practice17Act, Illinois Athletic Trainers Practice Act, Clinical Social18Work and Social Work Practice Act, Dietitian Nutritionist19Practice Act, Home Medical Equipment and Services Provider20License Act, Naprapathic Practice Act, Nursing Home21Administrators Licensing and Disciplinary Act, Illinois22Occupational Therapy Practice Act, Illinois Optometric23Practice Act of 1987, Podiatric Medical Practice Act of 1987,SB3325 Enrolled - 2 - LRB104 19451 AAS 32899 b1Respiratory Care Practice Act, Professional Counselor and2Clinical Professional Counselor Licensing and Practice Act,3Sex Offender Evaluation and Treatment Provider Act, Illinois4Speech-Language Pathology and Audiology Practice Act,5Perfusionist Practice Act, Registered Surgical Assistant and6Registered Surgical Technologist Title Protection Act, and7Genetic Counselor Licensing Act.8 "Maternal health care services" means prenatal care or9postnatal care.10 "Menopause" means the time of life when ovaries stop11producing estrogen and menstrual periods stop.12 "Perimenopause" means the span of time that begins with13the onset of menstrual cycle changes and other14menopause-related symptoms and extends through one year15post-menopause.16 "Postnatal care" means an office visit to a health care17professional for the purposes of care related to18post-pregnancy that occurs within 12 months after a person has19given birth, with reference to the person who has given birth.20 "Prenatal care" has the meaning given to that term in the21Maternal Mental Health Conditions Education, Early Diagnosis,22and Treatment Act.23 (b) A health care professional who has continuing24education requirements must complete at least a one-hour25course in training on implicit bias awareness per renewal26period. On and after July 1, 2026, for health careSB3325 Enrolled - 3 - LRB104 19451 AAS 32899 b1professionals who report to the Department that they provide2maternal health care services and seek to renew a license or3registration, the one-hour course in training on implicit bias4awareness shall include training in potential maternal health5risk factors associated with childbearing individuals who are6part of a marginalized racial or ethnic group with increased7maternal mortality rates. A health care professional may count8this one hour for completion of this course toward meeting the9minimum credit hours required for continuing education. On and10after January 1, 2027, a course covering the topics of11perimenopause and menopause may count toward the one-hour12course in training on implicit bias requirement under this13Section. Any training on implicit bias awareness applied to14meet any other State licensure requirement, professional15accreditation or certification requirement, or health care16institutional practice agreement may count toward the one-hour17requirement under this Section.18 (c) The Department may adopt rules for the implementation19of this Section.20(Source: P.A. 104-61, eff. 1-1-26.)21 Section 99. Effective date. This Act takes effect January221, 2027.
Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. In provisions concerning implicit bias awareness training, provides that, on and after January 1, 2027, a course covering the topics of perimenopause and menopause may count toward the requirement that a health care professional who has continuing education requirements complete at least a one-hour course in training on implicit bias awareness per renewal period. Defines "menopause" and "perimenopause". Effective January 1, 2027.
