Provides that the governing body of a community mental health board may from time to time fix, by ordinance, compensation for board members. Permits such compensation to be computed on a per diem basis, on an annual basis, or on a combined per diem and annual basis. Provides that until compensation is fixed by the governing board, members of the community mental health board shall serve without compensation. Provides that, after compensation is established, no change in the compensation of any member, or the basis therefore, shall take effect during the term of office for which such member has been appointed. Provides that compensation for board members shall be charged on the board and paid out of the Community Mental Health Fund. Prohibits a board member's spouse or immediate family member from receiving any compensation for the board member's service on the board.LRB104 17637 KTG 31068 bA BILL FORSB3418 LRB104 17637 KTG 31068 b1 AN ACT concerning mental health.2 Be it enacted by the People of the State of Illinois,3 represented in the General Assembly:4 Section 5. The Community Mental Health Act is amended by5 changing Section 3d as follows:6 (405 ILCS 20/3d) (from Ch. 91 1/2, par. 303d)7 Sec. 3d. The expenses incurred by any community mental8 health board in the performance of duties imposed upon it or9 its members shall be a charge on the board and shall be paid10 out of the "Community Mental Health Fund" hereinafter11 established.12 The governing body may from time to time fix, by13 ordinance, compensation for members of the community mental14 health board. Such compensation may be computed on a per diem15 basis, on an annual basis, or on a combined per diem and annual16 basis.17 Until compensation is fixed by the governing body as18 provided in this Section, members of the community mental19 health board shall serve without compensation. Once fixed, no20 change in the compensation of any member, or the basis21 therefore, shall take effect during the term of office for22 which such member has been appointed.23 Any compensation provided for by the governing body underSB3418 - 2 - LRB104 17637 KTG 31068 b1 this Section shall be a charge on the board and shall be paid2 out of the "Community Mental Health Fund".3 Notwithstanding any other provision of this Section, no4 person who is the spouse of or an immediate family member5 living with any member of the governing body may receive any6 compensation whatsoever for his or her service on a community7 mental health board.
