hb332/enrolled.txt1AN ACT2 RELATING TO CAPITAL EXPENDITURES; REAUTHORIZING OR3 REAPPROPRIATING BALANCES, EXPANDING OR CHANGING PURPOSES,4 EXTENDING EXPENDITURE PERIODS AND CHANGING AGENCIES;5 ESTABLISHING CONDITIONS FOR THE REVERSION OR TRANSFER OF6 UNEXPENDED BALANCES OF APPROPRIATIONS MADE BY THE LEGISLATURE7 IN PRIOR YEARS.89 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:10SECTION 1. SEVERANCE TAX BONDS--REAUTHORIZATION AND11 REAPPROPRIATION OF PROCEEDS.--For a prior year severance tax12 bond appropriation for a capital outlay project as provided13 in this act, the legislature may reauthorize or reappropriate14 the unexpended balance of the severance tax bond proceeds,15 expand or change the project purpose, extend the expenditure16 period, change the recipient agency or establish conditions17 for the reversion or transfer of the unexpended balance due18 to:19A. the inability of a project to use the proceeds20 of the severance tax bonds for the purpose originally21 authorized by law;22B. the completion of a project without the use of23 the appropriated severance tax bond proceeds;24C. unanticipated delays in the need for or25 expenditure of the severance tax bond proceeds for the HTRC/HB 332/a/woecPage 11 purpose originally authorized by law; or2D. required compliance with the federal Internal3 Revenue Code of 1986, as amended.4SECTION 2. SEVERANCE TAX BONDS--REVERSION OF5 PROCEEDS.--6A. Except as otherwise provided in another section7 of this act:8(1) the unexpended balance from the proceeds9 of severance tax bonds issued for a project that has been10 reauthorized in this act shall revert to the severance tax11 bonding fund:12(a) at the end of the expenditure13 period as set forth in this act, if the expenditure period is14 changed in this act; or15(b) if the expenditure period is not16 changed in this act, pursuant to the time frame set forth in17 the law that originally authorized the severance tax bonds or18 the time frame set forth in any law that has previously19 reauthorized the expenditure of the proceeds, whichever is20 later; and21(2) all remaining balances from the proceeds22 of severance tax bonds issued for a project that has been23 reauthorized in this act shall revert to the severance tax24 bonding fund three months after the reversion date for the25 unexpended balances. HTRC/HB 332/a/woecPage 21B. For the purpose of this section, "unexpended2 balance" means the remainder of an appropriation after3 reserving for unpaid costs and expenses covered by binding4 written obligations to third parties.5SECTION 3. GENERAL FUND AND OTHER FUND APPROPRIATIONS--6 REVERSIONS.--7A. Except as otherwise provided in another section8 of this act:9(1) the unexpended balance of an10 appropriation from the general fund or other state fund that11 has been changed in this act shall revert:12(a) at the end of the expenditure13 period as set forth in this act, if the expenditure period is14 changed in this act; or15(b) if the expenditure period is not16 changed in this act, pursuant to the time frame set forth in17 the law in which the original appropriation was made or the18 time frame set forth in any law that has previously changed19 the appropriation, whichever is later; and20(2) all remaining balances of an21 appropriation from the general fund or other state fund that22 has been changed in this act shall revert three months after23 the reversion date for the unexpended balance.24B. Except as provided in Subsection C of this25 section, the balance of an appropriation made from the HTRC/HB 332/a/woecPage 31 general fund or other state fund shall revert pursuant to2 Subsection A of this section to the originating fund.3C. The balance of an appropriation made from the4 general fund or other state fund to the Indian affairs5 department or the aging and long-term services department for6 a project located on lands of an Indian nation, tribe or7 pueblo shall revert pursuant to Subsection A of this section8 to the tribal infrastructure project fund.9D. For the purpose of this section, "unexpended10 balance" means the remainder of an appropriation after11 reserving for unpaid costs and expenses covered by binding12 written obligations to third parties.13 SECTION 4. LOS OJOS MUTUAL DOMESTIC WATER CONSUMERS'14 AND SEWAGE WORKS ASSOCIATION AND BRAZOS MUTUAL DOMESTIC WATER15 CONSUMERS ASSOCIATION WATER SYSTEM IMPROVEMENT--EXTEND TIME--16 SEVERANCE TAX BONDS.--The time of expenditure for the17 department of environment project in Subsection 75 of Section18 22 of Chapter 53 of Laws 2022 to plan, design, construct and19 renovate wells in Los Ojos mutual domestic water consumers'20 and sewage works association and Brazos mutual domestic water21 consumers association in Rio Arriba county is extended22 through fiscal year 2028.23 SECTION 5. ATRISCO DRIVE CONSTRUCTION--EXTEND TIME--24 SEVERANCE TAX BONDS.--The time of expenditure for the25 department of transportation project in Subsection 2 of HTRC/HB 332/a/woecPage 41 Section 36 of Chapter 53 of Laws 2022 to plan, design,2 construct and improve Atrisco drive, including drainage, curb3 and gutter and sidewalks, in Bernalillo county is extended4 through fiscal year 2028.5SECTION 6. BERNALILLO COUNTY TOWN OF ATRISCO LAND6 GRANT-MERCED MONUMENT AND MEMORIAL PLAZA PARK--EXTEND TIME--7 SEVERANCE TAX BONDS.--The time of expenditure for the local8 government division project in Subsection 9 of Section 35 of9 Chapter 81 of Laws 2020 for which the time of expenditure was10 previously extended in Laws 2024, Chapter 65, Section 35 to11 acquire land and to plan, design and construct an Atrisco12 land grant-merced monument and memorial plaza park in the13 Atrisco community in Bernalillo county is extended through14 fiscal year 2028.15 SECTION 7. ATRISCO VISTA BOULEVARD CONSTRUCTION--EXTEND16 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the17 department of transportation project in Subsection 3 of18 Section 36 of Chapter 53 of Laws 2022 to acquire rights of19 way for and to plan, design and construct the realignment of20 Atrisco Vista boulevard, from Double Eagle airport to paseo21 del Norte boulevard NW, including the intersection of Atrisco22 Vista boulevard and paseo del Norte boulevard NW, in23 Bernalillo county is extended through fiscal year 2028.24 SECTION 8. ATRISCO VISTA BOULEVARD EXTENSION25 IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The time of HTRC/HB 332/a/woecPage 51 expenditure for the department of transportation project2 originally authorized in Subsection 1 of Section 38 of3 Chapter 81 of Laws 2020 for which the time of expenditure was4 previously extended in Laws 2024, Chapter 65, Section 3 to5 acquire rights of way for and to plan, design, construct,6 extend and improve Atrisco Vista boulevard, including bike7 lanes, in Bernalillo county is extended through fiscal year8 2028.9SECTION 9. BERNALILLO COUNTY AFFORDABLE HOUSING PROJECT10 IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The time of11 expenditure for the department of transportation project in12 Subsection 5 of Section 36 of Chapter 53 of Laws 2022 to13 plan, design, construct and equip sanitary sewer, storm14 drainage and required road infrastructure for an affordable15 housing project at 98th street and Gibson boulevard SW in16 Bernalillo county is extended through fiscal year 2028.17SECTION 10. BERNALILLO COUNTY SENIOR AFFORDABLE HOUSING18 CONSTRUCTION--CHANGE TO AFFORDABLE HOUSING COMPLEX19 CONSTRUCTION--CHANGE AGENCY--EXTEND TIME--GENERAL FUND.--The20 unexpended balance of the appropriation to the aging and21 long-term services department in Subsection 1 of Section 1622 of Chapter 159 of Laws 2025 to acquire and to plan, design23 and construct affordable housing complexes for low-to-24 moderate-income senior citizens in Bernalillo county shall25 not be expended for the original purpose but is appropriated HTRC/HB 332/a/woecPage 61 to the local government division to acquire property for and2 to plan, design, purchase, construct, improve and equip3 affordable housing complexes for low-to-moderate-income4 residents in Bernalillo county. The time of expenditure is5 extended through fiscal year 2028.6SECTION 11. BERNALILLO COUNTY ALAMEDA DRAIN TRAIL7 CONSTRUCTION--EXTEND TIME--GENERAL FUND.--The time of8 expenditure for the local government division project in9 Subsection 9 of Section 33 of Chapter 159 of Laws 2025 to10 plan, design, construct and renovate the Alameda drain trail11 in Bernalillo county is extended through fiscal year 2028.12 SECTION 12. BERNALILLO COUNTY CENTRO SAVILA BUILDING13 PURCHASE--EXTEND TIME--SEVERANCE TAX BONDS.--The time of14 expenditure for the local government division project in15 Subsection 7 of Section 30 of Chapter 53 of Laws 2022 to16 purchase a building and to plan, design, construct and17 renovate a mental health and suicide prevention facility for18 immigrant and refugee families in Bernalillo county is19 extended through fiscal year 2028.20 SECTION 13. BERNALILLO COUNTY FLAMENCO EDUCATION21 PROGRAM VEHICLE AND EQUIPMENT PURCHASE--EXTEND TIME--GENERAL22 FUND.--The time of expenditure for the local government23 division project in Subsection 15 of Section 28 of Chapter 6624 of Laws 2024 to purchase, deliver and equip vehicles and25 storage containers for a statewide flamenco educational HTRC/HB 332/a/woecPage 71 program in Bernalillo county is extended through fiscal year2 2028.3SECTION 14. BERNALILLO COUNTY HEALTH CARE SERVICE4 PLAN--CHANGE TO HEALTH CARE FACILITY EQUIPMENT AND5 INFORMATION TECHNOLOGY PURCHASE--EXTEND TIME--GENERAL6 FUND.--The unexpended balance of the appropriation to the7 local government division in Subsection 18 of Section 28 of8 Chapter 66 of Laws 2024 to plan and design a health care9 facility in Bernalillo county shall not be expended for the10 original purpose but is changed to purchase and install11 equipment and information technology at a health care12 facility in Bernalillo county. The time of expenditure is13 extended through fiscal year 2028.14SECTION 15. BERNALILLO COUNTY EAST MOUNTAIN FOOD PANTRY15 EQUIPMENT PURCHASE--EXTEND TIME--GENERAL FUND.--The time of16 expenditure for the local government division project in17 Subsection 23 of Section 28 of Chapter 66 of Laws 2024 to18 purchase and deliver equipment for a food pantry serving low-19 income, food-insecure individuals in the East Mountain area20 in Bernalillo county is extended through fiscal year 2028.21SECTION 16. BERNALILLO COUNTY PARADISE HILLS LITTLE22 LEAGUE GROUNDS AND FACILITY IMPROVEMENT--EXTEND TIME--23 SEVERANCE TAX BONDS.--The time of expenditure for the local24 government division project in Subsection 17 of Section 30 of25 Chapter 53 of Laws 2022 to plan, design, construct, install HTRC/HB 332/a/woecPage 81 and equip improvements to the facilities and grounds used by2 the Paradise Hills little league, including a concrete3 entryway, playground, bleachers, shade structures, field and4 parking lighting, pavilion, landscaping and walking trails,5 in Bernalillo county is extended through fiscal year 2028.6SECTION 17. BERNALILLO COUNTY ROAD TRAFFIC CALMING7 INSTALLATION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of8 expenditure for the department of transportation project in9 Subsection 10 of Section 36 of Chapter 53 of Laws 2022 to10 plan, design, construct and install traffic calming devices11 for roads in Bernalillo county is extended through fiscal12 year 2028.13 SECTION 18. BERNALILLO COUNTY ROAD IMPROVEMENT--EXTEND14 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the15 department of transportation project in Subsection 7 of16 Section 36 of Chapter 53 of Laws 2022 to plan, design,17 construct and improve county roads in Bernalillo county is18 extended through fiscal year 2028.19 SECTION 19. BERNALILLO COUNTY SHERIFF'S OFFICE INFRARED20 CAMERAS PURCHASE--EXTEND TIME--GENERAL FUND.--The time of21 expenditure for the local government division project in22 Subsection 36 of Section 28 of Chapter 66 of Laws 2024 to23 purchase, equip and install color infrared cameras for the24 sheriff's office metropolitan air support unit in Bernalillo25 county is extended through fiscal year 2028. HTRC/HB 332/a/woecPage 91SECTION 20. BERNALILLO COUNTY SHERIFF'S DEPARTMENT2 INFORMATION TECHNOLOGY PURCHASE--EXTEND TIME--GENERAL3 FUND.--The time of expenditure for the local government4 division project in Subsection 37 of Section 28 of Chapter 665 of Laws 2024 to purchase, equip and install information6 technology and crime prevention technology for the sheriff's7 office in Bernalillo county is extended through fiscal year8 2028.9SECTION 21. BERNALILLO COUNTY SUBSTANCE ABUSE RECOVERY10 SERVICE EQUIPMENT PURCHASE--EXTEND TIME--GENERAL FUND.--The11 time of expenditure for the local government division project12 in Subsection 40 of Section 28 of Chapter 66 of Laws 2024 to13 purchase, deliver and equip kitchen appliances, information14 technology, furniture and equipment for a substance abuse15 recovery program in Bernalillo county is extended through16 fiscal year 2028.17SECTION 22. BERNALILLO COUNTY TRAFFIC SIGNALS18 REPLACEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The time of19 expenditure for the department of transportation project in20 Subsection 12 of Section 36 of Chapter 53 of Laws 2022 to21 plan, design, construct, replace, purchase, equip and install22 traffic signals for roads in Bernalillo county is extended23 through fiscal year 2028.24SECTION 23. BERNALILLO COUNTY VETERANS TRANSITIONAL25 HOUSING PURCHASE--CHANGE TO TRANSITIONAL HOUSING HTRC/HB 332/a/woecPage 101 IMPROVEMENT--GENERAL FUND.--The unexpended balance of the2 appropriation to the local government division originally3 authorized in Subsection 155 of Section 28 of Chapter 199 of4 Laws 2023 and reauthorized in Laws 2025, Chapter 158, Section5 14 to purchase and install furnishings and equipment for6 transitional housing at the veterans integration centers in7 Albuquerque in Bernalillo county shall not be expended for8 the original or reauthorized purpose but is changed to plan,9 design, construct, furnish, equip and improve transitional10 housing, including security systems, sidewalks and11 landscaping, at the veterans integration centers in12 Bernalillo county.13 SECTION 24. BERNALILLO COUNTY INDOOR AND OUTDOOR KENNEL14 PURCHASE--CHANGE TO VOCATIONAL TRAINING EQUIPMENT PURCHASE--15 GENERAL FUND.--The unexpended balance of the appropriation to16 the local government division in Subsection 20 of Section 2817 of Chapter 66 of Laws 2024 to purchase, equip and install18 indoor and outdoor kennels for a program to assist military19 veterans and shelter animals in Bernalillo county shall not20 be expended for the original purpose but is changed to21 purchase equipment, including food pantry and transport22 equipment and animal kenneling and handling systems, for a23 vocational training program for veterans in Bernalillo24 county.25 SECTION 25. CHILILI LAND GRANT-MERCED SKID STEER HTRC/HB 332/a/woecPage 111 PURCHASE--EXTEND TIME--GENERAL FUND.--The time of expenditure2 for the local government division project in Subsection 2143 of Section 28 of Chapter 66 of Laws 2024 to purchase and4 equip a skid steer, including attachments, for the Chilili5 land grant-merced in Bernalillo county is extended through6 fiscal year 2028.7SECTION 26. CENTRAL NEW MEXICO COMMUNITY COLLEGE8 BUILDINGS DEMOLITION--CHANGE TO MAIN CAMPUS IMPROVEMENT--9 GENERAL FUND.--The unexpended balance of the appropriation to10 the higher education department in Subsection 1 of Section 2411 of Chapter 159 of Laws 2025 to demolish and remove existing12 facilities, including Ted Chavez hall and the buildings on13 the west campus, at central New Mexico community college in14 Bernalillo county shall not be expended for the original15 purpose but is changed to plan, design, construct, improve16 and equip spaces at the main campus in preparation for the17 demolition and removal of the west building and Ted Chavez18 hall at central New Mexico community college in Bernalillo19 county.20 SECTION 27. MCMAHON BOULEVARD IMPROVEMENT BERNALILLO21 COUNTY--EXTEND TIME--SEVERANCE TAX BONDS.--The time of22 expenditure for the department of transportation project in23 Subsection 11 of Section 38 of Chapter 81 of Laws 2020 for24 which the time of expenditure was previously extended in Laws25 2024, Chapter 65, Section 45 to acquire rights of way and to HTRC/HB 332/a/woecPage 121 plan, design and construct road, signal and safety2 improvements to McMahon boulevard from Rockcliff drive to3 Anasazi Ridge avenue and Kayenta street in Albuquerque in4 Bernalillo county is extended through fiscal year 2028.5SECTION 28. QUAIL HOLLOW MUTUAL DOMESTIC WATER USERS6 ASSOCIATION WATER SYSTEM IMPROVEMENT--EXTEND TIME--SEVERANCE7 TAX BONDS.--The time of expenditure for the department of8 environment project in Subsection 3 of Section 22 of Chapter9 53 of Laws 2022 to plan, design and construct water system10 improvements, including service connections, wells, water11 storage systems, repairs to electrical systems and well and12 pump house buildings, for the Quail Hollow mutual domestic13 water users association in Bernalillo county is extended14 through fiscal year 2028.15 SECTION 29. QUIET LANE SOUTHWEST RIGHTS OF WAY ROAD AND16 DRAINAGE IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The17 time of expenditure for the department of transportation18 project originally authorized in Subsection 7 of Section 3819 of Chapter 81 of Laws 2020 for which the time of expenditure20 was previously extended in Laws 2024, Chapter 65, Section 1021 to acquire rights of way and to plan, design and construct22 road and storm drainage improvements on Quiet lane SW from23 Goff boulevard to the end of the road in the Atrisco24 community and for other road projects in house district 14 in25 Bernalillo county is extended through fiscal year 2028. HTRC/HB 332/a/woecPage 131SECTION 30. RIVERSIDE DRIVE SW IMPROVEMENT--EXTEND2 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the3 department of transportation project in Subsection 20 of4 Section 36 of Chapter 53 of Laws 2022 to acquire rights of5 way and to plan, design, construct, replace and improve the6 road and storm drainage along Riverside drive SW between7 Nashville avenue and La Vega drive in the Atrisco community8 and for other road projects in Bernalillo county is extended9 through fiscal year 2028.10 SECTION 31. SAN YGNACIO ROAD SW CONSTRUCTION--EXTEND11 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the12 department of transportation project in Subsection 21 of13 Section 36 of Chapter 53 of Laws 2022 to acquire rights of14 way and to plan, design, construct, replace and improve the15 road and storm drainage along San Ygnacio road SW from Pear16 drive to Goff boulevard and Tapia boulevard SW from San17 Ygnacio road to Goff boulevard in the Atrisco community and18 for other road projects in Bernalillo county is extended19 through fiscal year 2028.20 SECTION 32. ALBUQUERQUE MESA DEL SOL EAST PLAT LIFT21 STATION CONSTRUCTION--CLARIFYING PROJECT--EXTEND TIME--22 SEVERANCE TAX BONDS.--The time of expenditure for the23 department of environment project in Subsection 4 of Section24 22 of Chapter 53 of Laws 2022 to plan, design and construct a25 lift station on the east plat of the Mesa del Sol economic HTRC/HB 332/a/woecPage 141 development hub in Bernalillo county for the Albuquerque-2 Bernalillo county water utility authority in Bernalillo3 county is extended through fiscal year 2028.4SECTION 33. ALBUQUERQUE MESA DEL SOL NORTH PLAT LIFT5 STATION CONSTRUCTION--CLARIFICATION--EXTEND TIME--SEVERANCE6 TAX BONDS.--The time of expenditure for the department of7 environment project in Subsection 5 of Section 22 of Chapter8 53 of Laws 2022 to plan, design and construct a lift station9 on the north plat of the Mesa del Sol economic development10 hub in Bernalillo county for the Albuquerque-Bernalillo11 county water utility authority in Bernalillo county is12 extended through fiscal year 2028.13 SECTION 34. ALBUQUERQUE-BERNALILLO COUNTY WATER UTILITY14 AUTHORITY SOUTHSIDE WATER RECLAMATION PLANT OUTFALL15 REALIGNMENT PROJECT D--EXTEND TIME--SEVERANCE TAX BONDS.--The16 time of expenditure for the department of environment project17 in Subsection 2 of Section 22 of Chapter 53 of Laws 2022 to18 plan, design, construct, improve and equip the southside19 water reclamation plant outfall realignment, including20 additional bosque habitat, siting, trails, riparian21 vegetation and root wad revetments along the Rio Grande, for22 the Albuquerque-Bernalillo county water utility authority in23 Bernalillo county is extended through fiscal year 2028.24 SECTION 35. ALBUQUERQUE AFFORDABLE HOUSING8 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of9 expenditure for the local government division project in10 Subsection 35 of Section 30 of Chapter 53 of Laws 2022 to11 acquire land and rights of way and to plan, design, construct12 and improve affordable housing in Albuquerque in Bernalillo13 county is extended through fiscal year 2028.14 SECTION 39. ALBUQUERQUE ASIAN AND PACIFIC ISLANDER3 COMMUNITY CENTER CONSTRUCTION--EXTEND TIME--SEVERANCE TAX4 BONDS.--The time of expenditure for the local government5 division project in Subsection 41 of Section 30 of Chapter 536 of Laws 2022 to acquire land for and to plan, design and7 construct a community and resource center for the Asian and8 Pacific Islander community in Albuquerque in Bernalillo9 county is extended through fiscal year 2028.10 SECTION 44. ALBUQUERQUE FLAMENCO WORKS DANCE SCHOOL23 EQUIPMENT PURCHASE--EXTEND TIME--SEVERANCE TAX BONDS.--The24 time of expenditure for the local government division project25 in Subsection 66 of Section 30 of Chapter 53 of Laws 2022 to HTRC/HB 332/a/woecPage 201 plan, design, construct, install, furnish and equip a2 portable stage, including audio and lighting equipment and3 information technology, for the Flamenco Works dance school4 in Albuquerque in Bernalillo county is extended through5 fiscal year 2028.6SECTION 49. BERNALILLO COUNTY SOUTH VALLEY LITTLE3 LEAGUE FACILITY IMPROVEMENTS--EXTEND TIME--SEVERANCE TAX4 BONDS.--The time of expenditure for the local government5 division project in Subsection 25 of Section 30 of Chapter 536 of Laws 2022 to plan, design, construct, purchase and equip7 improvements to facilities used by the South Valley little8 league, including fields and drainage, a pedestrian bridge,9 trails, sidewalks and parking lots, at Rio Bravo park in10 Bernalillo county is extended through fiscal year 2028.11 SECTION 78. BROADWAY BOULEVARD CONSTRUCTION--EXTEND12 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the13 department of transportation project in Subsection 32 of14 Section 36 of Chapter 53 of Laws 2022 to acquire property,15 easements and rights of way and to plan, design, construct,16 furnish and equip road and pedestrian improvements, including17 landscaping, medians, multi-use paths and a protected18 signalized pedestrian crossing, on Broadway boulevard NE19 between Lomas boulevard and Dr. Martin Luther King Jr. avenue20 in Albuquerque in Bernalillo county is extended through21 fiscal year 2028.22 SECTION 79. COORS BOULEVARD SAFETY AND PEDESTRIAN23 INFRASTRUCTURE IMPROVEMENTS--CLARIFYING LOCATION--EXTEND24 TIME--SEVERANCE TAX BONDS.--The location for the department25 of transportation project in Subsection 34 of Section 36 of HTRC/HB 332/a/woecPage 321 Chapter 53 of Laws 2022 to plan, design and construct safety2 and pedestrian improvements, including sidewalks and street3 lighting, is on Coors boulevard SW between Central avenue and4 Gun Club road in Albuquerque in Bernalillo county. The time5 of expenditure is extended through fiscal year 2028.6SECTION 80. ALBUQUERQUE SINGING ARROW PARK7 IMPROVEMENT--CHANGE TO COORS ROAD NORTHWEST MEDIANS8 IMPROVEMENT--CHANGE AGENCY--EXTEND TIME--GENERAL FUND.--The9 unexpended balance of the appropriation to the local10 government division in Subsection 190 of Section 33 of11 Chapter 159 of Laws 2025 to plan, design, construct, equip12 and improve Singing Arrow park in Albuquerque in Bernalillo13 county shall not be expended for the original purpose but is14 appropriated to the department of transportation to plan,15 design, construct, equip, repair and improve medians and16 median landscaping on Coors road NW in Albuquerque in17 Bernalillo county. The time of expenditure is extended18 through fiscal year 2028.19 SECTION 81. DEPARTMENT OF PUBLIC SAFETY METRO20 ADMINISTRATION BUILDING CONSTRUCTION--EXTEND TIME--SEVERANCE21 TAX BONDS.--The time of expenditure for the capital program22 fund project in Subsection 2 of Section 8 of Chapter 53 of23 Laws 2022 to acquire land for and to plan, design, construct,24 furnish and equip a new administrative complex for the25 department of public safety in Albuquerque in Bernalillo HTRC/HB 332/a/woecPage 331 county is extended through fiscal year 2028.2SECTION 82. LEAD AVENUE SE AND COAL AVENUE SE3 IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The time of4 expenditure for the department of transportation project in5 Subsection 36 of Section 36 of Chapter 53 of Laws 2022 to6 plan, design and construct improvements for road7 functionality and safety on Lead avenue SE and Coal avenue SE8 in Albuquerque in Bernalillo county is extended through9 fiscal year 2028.10 SECTION 83. MCMAHON BOULEVARD NW IMPROVEMENT--EXTEND11 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the12 department of transportation project in Subsection 37 of13 Section 36 of Chapter 53 of Laws 2022 to acquire land for and14 to plan, design, construct and improve McMahon boulevard NW15 from Kayenta boulevard NW to Rockcliff drive NW, including16 four lanes, sidewalks and street lighting, in Albuquerque in17 Bernalillo county is extended through fiscal year 2028.18 SECTION 84. EASTERN PLAINS COUNCIL OF GOVERNMENTS19 HOMELESS SHELTER RENOVATION--CHANGE TO MENAUL SCHOOL20 COMMERCIAL KITCHEN EQUIPMENT PURCHASE--GENERAL FUND.--The21 unexpended balance of the appropriation to the local22 government division in Subsection 263 of Section 28 of23 Chapter 66 of Laws 2024 to plan, design, construct, renovate,24 furnish and equip transitional housing for the homeless in25 Curry county shall not be expended for the original purpose HTRC/HB 332/a/woecPage 341 but is changed to purchase and install commercial kitchen2 equipment at Menaul school to expand food service capacity in3 Albuquerque in Bernalillo county. The time of expenditure is4 extended through fiscal year 2028.5SECTION 85. MESA DEL SOL BOULEVARD CONSTRUCTION--CHANGE6 TO MESA DEL SOL TOWN CENTER ROADS CONSTRUCTION--EXTEND TIME--7 SEVERANCE TAX BONDS.--The unexpended balance of the8 appropriation to the department of transportation in9 Subsection 38 of Section 36 of Chapter 53 of Laws 2022 to10 plan, design and construct a road from the Mesa del Sol11 interchange to the Mesa del Sol town center in Albuquerque in12 Bernalillo county shall not be expended for the original13 purpose but is changed to plan, design and construct roads in14 the Mesa del Sol town center in Albuquerque in Bernalillo15 county. The time of expenditure is extended through fiscal16 year 2028.17 SECTION 86. TRANSITIONAL HOUSING RENOVATION--CHANGE18 AGENCY--GENERAL FUND.--The agency for the mortgage finance19 authority project originally authorized in Section 36 of20 Chapter 159 of Laws 2025 to plan, design, construct and21 renovate a former medical and dental clinic for use as22 affordable and transitional housing in the International23 district in Albuquerque is changed to the local government24 division of the department of finance and administration for25 the mortgage finance authority. HTRC/HB 332/a/woecPage 351SECTION 87. NATIONAL HISPANIC CULTURAL CENTER2 IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The time of3 expenditure for the cultural affairs department project in4 Subsection 2 of Section 9 of Chapter 53 of Laws 2022 to plan,5 design, construct, repair and improve exhibits and facilities6 at the national Hispanic cultural center in Albuquerque in7 Bernalillo county is extended through fiscal year 2028.8SECTION 88. ALBUQUERQUE PASEO DEL NORTE AND UNSER9 BOULEVARD EXPANSION--EXTEND TIME--SEVERANCE TAX BONDS.--The10 time of expenditure for the department of transportation11 project in Subsection 42 of Section 36 of Chapter 53 of Laws12 2022 to acquire rights of way and to plan, design, construct,13 landscape and improve roads, including Unser boulevard and14 paseo del Norte, in Albuquerque in Bernalillo county is15 extended through fiscal year 2028.16 SECTION 89. SOUTHWESTERN INDIAN POLYTECHNIC INSTITUTE17 WATER LINE AND ROOF REPLACEMENT--CHANGE TO IMPROVE CAMPUS18 INFRASTRUCTURE--EXTEND TIME--SEVERANCE TAX BONDS.--The19 unexpended balance of the appropriation to the higher20 education department in Subsection 3 of Section 37 of Chapter21 53 of Laws 2022 to plan, design, construct, renovate, improve22 and replace water lines and roofs campuswide at the23 southwestern Indian polytechnic institute in Albuquerque in24 Bernalillo county shall not be expended for the original25 purpose but is changed to plan, design, construct and improve HTRC/HB 332/a/woecPage 361 campus infrastructure, including the replacement and2 rehabilitation of water lines and associated asbestos3 abatement, structural safety enhancements, improvements to4 pedestrian pathways and related site and utility5 improvements, at the southwestern Indian polytechnic6 institute in Albuquerque in Bernalillo county. The time of7 expenditure is extended through fiscal year 2028.8SECTION 90. SUNSET ROAD SW CONSTRUCTION--EXTEND TIME--9 SEVERANCE TAX BONDS.--The time of expenditure for the10 department of transportation project in Subsection 22 of11 Section 36 of Chapter 53 of Laws 2022 to acquire rights of12 way and to plan, design, construct, replace and improve the13 road and storm drainage along Sunset road SW from Gonzales14 road to Neetsie drive in the Atrisco community and for other15 road projects in Bernalillo county is extended through fiscal16 year 2028.17 SECTION 91. TIERRA ADENTRO OF NEW MEXICO VEHICLE18 PURCHASE--CHANGE TO VEHICLE PURCHASE AND INFRASTRUCTURE19 IMPROVEMENT--EXTEND TIME--GENERAL FUND.--The unexpended20 balance of the appropriation to the public education21 department in Subsection 22 of Section 25 of Chapter 159 of22 Laws 2025 to purchase and equip a vehicle and trailer for23 Tierra Adentro of New Mexico charter school in Albuquerque in24 Bernalillo county shall not be expended for the original25 purpose but is changed to purchase and equip a vehicle and HTRC/HB 332/a/woecPage 371 trailer and to plan, design, construct, equip and improve2 buildings and grounds, infrastructure and security systems at3 the Tierra Adentro of New Mexico charter school in4 Albuquerque in Bernalillo county. The time of expenditure is5 extended through fiscal year 2028.6SECTION 92. ALBUQUERQUE TRAMWAY BOULEVARD IMPROVEMENT--7 CHANGE TO TRAMWAY BOULEVARD LANDSCAPING IMPROVEMENT--CHANGE8 AGENCY--EXTEND TIME--SEVERANCE TAX BONDS.--The unexpended9 balance of the appropriation to the department of10 transportation in Subsection 23 of Section 36 of Chapter 5311 of Laws 2022 to plan, design and construct improvements on12 Tramway boulevard, including landscaping and the adjoining13 Tramway recreational trail, in Albuquerque in Bernalillo14 county shall not be expended for the original purpose but is15 appropriated to the local government division of the16 department of finance and administration to plan, design,17 purchase and equip improvements to Tramway boulevard,18 including landscaping and trails, in Albuquerque in19 Bernalillo county. The time of expenditure is extended20 through fiscal year 2028.21 SECTION 93. TRAMWAY ROAD LANDSCAPE CONSTRUCTION--CHANGE22 TO PURCHASE, EQUIP AND IMPROVE LANDSCAPING--CHANGE AGENCY--23 EXTEND TIME--SEVERANCE TAX BONDS.--The unexpended balance of24 the appropriation to the department of transportation in25 Subsection 43 of Section 36 of Chapter 53 of Laws 2022 to HTRC/HB 332/a/woecPage 381 plan, design, construct and upgrade landscaping on Tramway2 road from United States interstate highway I-40 to Manitoba3 avenue in Albuquerque in Bernalillo county shall not be4 expended for the original purpose but is appropriated to the5 local government division of the department of finance and6 administration to plan, design, purchase, equip, install and7 improve landscaping on Tramway road NE from United States8 interstate highway I-40 to Manitoba drive in Albuquerque in9 Bernalillo county. The time of expenditure is extended10 through fiscal year 2028.11 SECTION 94. UNIVERSITY OF NEW MEXICO QUANTUM MATERIALS12 AND TECHNOLOGIES LABORATORY RENOVATION--EXTEND TIME--13 SEVERANCE TAX BONDS.--The time of expenditure for the14 university of New Mexico project in Subsection 11 of Section15 43 of Chapter 53 of Laws 2022 to plan, design, construct,16 purchase, furnish, equip, install and renovate the quantum17 materials and technologies laboratory at the center for high18 technology materials at the university of New Mexico in19 Albuquerque in Bernalillo county is extended through fiscal20 year 2028.21 SECTION 95. UNIVERSITY OF NEW MEXICO SCHOOL OF22 ENGINEERING SAFETY INFRASTRUCTURE IMPROVEMENT--EXTEND TIME--23 SEVERANCE TAX BONDS.--The time of expenditure for the24 university of New Mexico project in Subsection 13 of Section25 43 of Chapter 53 of Laws 2022 to plan, design, purchase, HTRC/HB 332/a/woecPage 391 renovate, install and equip safety and security2 infrastructure in the school of engineering buildings at the3 university of New Mexico in Albuquerque in Bernalillo county4 is extended through fiscal year 2028.5SECTION 96. ALICE KING COMMUNITY SCHOOL FACILITY6 RENOVATION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of7 expenditure for the public education department project in8 Subsection 37 of Section 18 of Chapter 53 of Laws 2022 to9 plan, design, construct, renovate and equip classrooms to10 improve the acoustics at Alice King community school in the11 Albuquerque public school district in Bernalillo county is12 extended through fiscal year 2028.13 SECTION 97. EAST MOUNTAIN HIGH SCHOOL EQUIPMENT14 PURCHASE--EXTEND TIME--GENERAL FUND.--The time of expenditure15 for the public education department project in Subsection 5416 of Section 16 of Chapter 66 of Laws 2024 to purchase and17 install meals equipment and other equipment at East Mountain18 high school in the Albuquerque public school district in19 Bernalillo county is extended through fiscal year 2028.20 SECTION 98. RIO GRANDE HIGH SCHOOL BUILDING AND GROUNDS21 RENOVATION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of22 expenditure for the public education department project in23 Subsection 120 of Section 18 of Chapter 53 of Laws 2022 to24 plan, design, construct and renovate the grounds, parking25 lots and bus lane areas, including fencing, resurfacing, HTRC/HB 332/a/woecPage 401 striping, shade structures, drainage improvements, traffic2 signs, landscaping and the purchase and installation of3 related equipment, at Rio Grande high school in the4 Albuquerque public school district in Bernalillo county is5 extended through fiscal year 2028.6SECTION 99. RIO GRANDE HIGH SCHOOL GYMNASIUM7 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of8 expenditure for the public education department project in9 Subsection 25 of Section 18 of Chapter 53 of Laws 2022 to10 plan, design, construct, renovate, purchase and install11 gymnasium equipment, including furniture, carpeting, fitness12 equipment, sound and lighting and signage, at Rio Grande high13 school in the Albuquerque public school district in14 Bernalillo county is extended through fiscal year 2028.15 SECTION 100. SUNSET VIEW ELEMENTARY SCHOOL OUTDOOR16 CLASSROOM CONSTRUCTION--EXTEND TIME--SEVERANCE TAX17 BONDS.--The time of expenditure for the public education18 department project in Subsection 128 of Section 18 of Chapter19 53 of Laws 2022 to plan, design, construct, purchase, equip20 and furnish infrastructure, shade structures, benches and21 landscaping related to an outdoor classroom, including22 equipment and infrastructure needed for wi-fi connectivity23 for outdoor learning spaces, at Sunset View elementary school24 in the Albuquerque public school district in Bernalillo25 county is extended through fiscal year 2028. PINE VIEW ROAD IMPROVEMENT--EXTEND TIME--23 SEVERANCE TAX BONDS.--The time of expenditure for the24 department of transportation project in Subsection 45 of25 Section 36 of Chapter 53 of Laws 2022 to plan, design and HTRC/HB 332/a/woecPage 421 construct road improvements, including Pine View road, in2 Tijeras in Bernalillo county is extended through fiscal year3 2028.4SECTION 104. TIJERAS HYDRO EXCAVATION TRUCK AND5 SNOWPLOW PURCHASE--EXTEND TIME--GENERAL FUND.--The time of6 expenditure for the local government division project in7 Subsection 218 of Section 28 of Chapter 66 of Laws 2024 to8 purchase and equip vehicles, including hydro excavation9 trucks, snowplows and spreader attachments, for Tijeras in10 Bernalillo county is extended through fiscal year 2028.11SECTION 105. TIJERAS WELL CONSTRUCTION--CHANGE TO19 TIJERAS WATER AND WASTEWATER SYSTEMS IMPROVEMENT--EXTEND20 TIME--SEVERANCE TAX BONDS.--The unexpended balance of the21 appropriation to the department of environment originally22 authorized in Subsection 5 of Section 26 of Chapter 81 of23 Laws 2020 and reauthorized in Laws 2024, Chapter 65, Section24 51 to plan, design and construct a third well and related25 infrastructure in Tijeras in Bernalillo county that may HTRC/HB 332/a/woecPage 431 include planning, designing and constructing a storage tank2 shall not be expended for the original or reauthorized3 purpose but is changed to plan, design, construct and improve4 water and wastewater systems and related infrastructure in5 Tijeras in Bernalillo county. The time of expenditure is6 extended through fiscal year 2028.7SECTION 107. TIJERAS WASTEWATER SYSTEM CONSTRUCTION--8 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure9 for the department of environment project in Subsection 10 of10 Section 22 of Chapter 53 of Laws 2022 to plan, design and11 construct a wastewater system for Tijeras in Bernalillo12 county is extended through fiscal year 2028.13 SECTION 108. TO'HAJIILEE CHAPTER BATHROOM14 CONSTRUCTION--EXTEND TIME--GENERAL FUND.--The time of15 expenditure for the Indian affairs department project in16 Subsection 2 of Section 47 of Chapter 53 of Laws 2024 to17 plan, design and construct bathroom additions and renovations18 in the To'hajiilee chapter of the Navajo Nation in Bernalillo19 county is extended through fiscal year 2028.20 SECTION 109. TO'HAJIILEE CHAPTER BATHROOM21 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of22 expenditure for the Indian affairs department project in23 Subsection 4 of Section 26 of Chapter 53 of Laws 2022 to24 plan, design and construct bathroom additions and renovations25 in the To'hajiilee chapter of the Navajo Nation in Bernalillo HTRC/HB 332/a/woecPage 441 county is extended through fiscal year 2028.2SECTION 110. TO'HAJIILEE CHAPTER POWER LINE EXTENSION--3 EXTEND TIME--GENERAL FUND.--The time of expenditure for the4 Indian affairs department project in Subsection 4 of Section5 70 of Chapter 81 of Laws 2020 for which the time of6 expenditure was previously extended in Laws 2024, Chapter 65,7 Section 123 to plan, design, construct and extend a power8 line at Platero's community in the To'hajiilee chapter of the9 Navajo Nation in Bernalillo county is extended through fiscal10 year 2028.11 SECTION 111. RESERVE FIRE DEPARTMENT EXPANSION--EXTEND12 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the13 local government division project in Subsection 156 of14 Section 30 of Chapter 53 of Laws 2022 to plan, design,15 construct, expand, improve, equip and furnish fire department16 buildings and facilities in Reserve in Catron county is17 extended through fiscal year 2028.18 SECTION 112. CHAVES COUNTY ACCESSIBLE VANS PURCHASE--19 CHANGE TO COUNTY DEPARTMENT VEHICLES PURCHASE--EXTEND TIME--20 GENERAL FUND.--The unexpended balance of the appropriation to21 the local government division in Subsection 382 of Section 2822 of Chapter 66 of Laws 2024 to purchase and equip fully23 accessible vans for the southeast New Mexico veterans24 transportation network in Chaves, Lea and Eddy counties shall25 not be expended for the original purpose but is changed to HTRC/HB 332/a/woecPage 451 purchase and equip vehicles for county departments in Chaves2 county. The time of expenditure is extended through fiscal3 year 2028.4SECTION 113. HAGERMAN MUNICIPAL SCHOOL DISTRICT5 ADMINISTRATIVE BUILDING ROOF REPLACEMENT--CHANGE TO FOOTBALL6 FIELD IMPROVEMENT--EXTEND TIME--GENERAL FUND.--The unexpended7 balance of the appropriation to the public education8 department in Subsection 157 of Section 16 of Chapter 66 of9 Laws 2024 for which the purpose was expanded in Laws 2025,10 Chapter 158, Section 93 shall not be expended for the11 original or reauthorized purpose but is changed to plan,12 design, construct and improve the football field, including13 security fencing, in the Hagerman municipal school district14 in Chaves county. The time of expenditure is extended15 through fiscal year 2028.16 SECTION 114. ROSWELL INTERNATIONAL AIR CENTER23 IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The time of24 expenditure for the local government division project in25 Subsection 161 of Section 30 of Chapter 53 of Laws 2022 to HTRC/HB 332/a/woecPage 461 plan, design and construct hangars and infrastructure2 improvements at the Roswell international air center in3 Chaves county is extended through fiscal year 2028.4SECTION 116. ROSWELL MUSEUM PHASE 1 RENOVATION--EXPAND5 PURPOSE--EXTEND TIME--SEVERANCE TAX BONDS.--The local6 government division project in Subsection 168 of Section 307 of Chapter 53 of Laws 2022 to plan, design, construct,8 furnish and equip phase 1 of the internal modification and9 upgrades at the Roswell museum and art center in Roswell in10 Chaves county may include flood remediation and recovery.11 The time of expenditure is extended through fiscal year 2028.12 SECTION 117. ROSWELL CHAPARRAL SKEET FACILITY23 IMPROVEMENT--CHANGE TO ROSWELL SOUTHEAST REGION SHOOTING24 RANGE--EXTEND TIME--GENERAL FUND.--The unexpended balance of25 the appropriation to the public education department HTRC/HB 332/a/woecPage 471 originally authorized in Subsection 156 of Section 16 of2 Chapter 66 of Laws 2024 and reauthorized in Laws 2025,3 Chapter 158, Section 94 to the local government division to4 purchase equipment and to plan, design, construct and upgrade5 facilities, technology and equipment at the Roswell Chaparral6 skeet club shooting range in Roswell in Chaves county shall7 not be expended for the original or reauthorized purpose but8 is changed to purchase equipment and to plan, design,9 construct and renovate facilities for the Roswell southeast10 region shooting range in Roswell in Chaves county. PUEBLO OF LAGUNA K'AWAIKA LIBRARY10 RENOVATION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of11 expenditure for the Indian affairs department project in12 Subsection 8 of Section 26 of Chapter 53 of Laws 2022 to13 plan, design, construct, renovate, furnish and equip the14 K'awaika library in the Pueblo of Laguna in Cibola county is15 extended through fiscal year 2028.16 SECTION 122. RAMAH CHAPTER TRUCK PURCHASE--EXTEND17 TIME--GENERAL FUND.--The time of expenditure for the Indian18 affairs department project in Subsection 13 of Section 25 of19 Chapter 66 of Laws 2024 to purchase and equip a truck for the20 Ramah chapter of the Navajo Nation in Cibola county is21 extended through fiscal year 2028.22 SECTION 123. RAMAH CHAPTER VEHICLE PURCHASE--EXTEND23 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the24 Indian affairs department project in Subsection 14 of Section25 25 of Chapter 66 of Laws 2024 to purchase and equip vehicles HTRC/HB 332/a/woecPage 491 for the Ramah chapter of the Navajo Nation in Cibola county2 is extended through fiscal year 2028.3SECTION 124. SUGARITE CANYON STATE PARK VISITOR CENTER4 CONSTRUCTION--CHANGE TO ACQUIRE BUCK RIDGE RANCH--GENERAL5 FUND.--The unexpended balance of the appropriation to the6 local government division in Subsection 263 of Section 33 of7 Chapter 159 of Laws 2025 to plan, design and construct a8 visitor center at Sugarite Canyon state park for Raton in9 Colfax county shall not be expended for the original purpose10 but is changed to acquire Buck Ridge ranch near Raton in11 Colfax county.12 SECTION 125. CLOVIS FOOD BANK BUILDING RENOVATION--13 CHANGE TO FOOD BANK FACILITY IMPROVEMENT--EXTEND TIME--14 GENERAL FUND.--The unexpended balance of the appropriation to15 the local government division in Subsection 266 of Section 3316 of Chapter 159 of Laws 2025 to replace the roof and gutter at17 a food bank in Clovis in Curry county shall not be expended18 for the original purpose but is changed to plan, design,19 construct, improve and equip a food bank facility, including20 paving and fencing, in Clovis in Curry county. The time of21 expenditure is extended through fiscal year 2028.22 SECTION 126. CURRY COUNTY RECREATION COMPLEX23 CONSTRUCTION--CHANGE TO NED HOUK MEMORIAL PARK IMPROVEMENTS--24 EXTEND TIME--GENERAL FUND.--The unexpended balance of the25 appropriation to the local government division in Subsection HTRC/HB 332/a/woecPage 501 192 of Section 28 of Chapter 199 of Laws 2023 to plan, design2 and construct a recreation and sports complex in Curry county3 shall not be expended for the original purpose but is changed4 to plan, design, construct and equip playgrounds, sidewalks,5 shelters, lighting and benches at Ned Houk memorial park in6 Clovis in Curry county. The time of expenditure is extended7 through fiscal year 2028.8SECTION 127. EASTERN PLAINS COUNCIL OF GOVERNMENTS20 BUILDING SECURITY IMPROVEMENT--CHANGE TO BUILDING21 IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The22 unexpended balance of the appropriation to the local23 government division in Subsection 192 of Section 30 of24 Chapter 53 of Laws 2022 to plan, design, construct, purchase,25 equip and install security improvements to the eastern plains HTRC/HB 332/a/woecPage 511 council of governments office building in Clovis in Curry2 county shall not be expended for the original purpose but is3 changed to plan, design, construct and improve the eastern4 plains council of governments office building in Clovis in5 Curry county. The time of expenditure is extended through6 fiscal year 2028.7SECTION 129. GRADY PARK RESTROOM AND LIGHTING8 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of9 expenditure for the local government division project in10 Subsection 193 of Section 30 of Chapter 53 of Laws 2022 to11 plan, design and construct restrooms and to purchase and12 install lighting at a park in Grady in Curry county is13 extended through fiscal year 2028.14 SECTION 130. ALTO DE LAS FLORES MUTUAL DOMESTIC WATER15 CONSUMERS ASSOCIATION ADMINISTRATION BUILDING CONSTRUCTION--16 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure17 for the department of environment project in Subsection 20 of18 Section 22 of Chapter 53 of Laws 2022 to acquire land for and19 to plan, design, purchase, renovate, construct, furnish and20 equip a building, including building relocation, for the Alto21 de las Flores mutual domestic water consumers association in22 Dona Ana county is extended through fiscal year 2028.23 SECTION 131. DONA ANA COUNTY BRAHMAN DIVERSION CHANNEL24 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of25 expenditure for the office of the state engineer project in HTRC/HB 332/a/woecPage 521 Subsection 1 of Section 21 of Chapter 53 of Laws 2022 to2 plan, design, acquire, construct and equip a flood control3 structure to convey surface water runoff to the west to4 Isaack lake in Dona Ana county is extended through fiscal5 year 2028.6SECTION 132. DONA ANA COUNTY DOMESTIC VIOLENCE SHELTER7 CONSTRUCTION--CHANGE TO DOMESTIC VIOLENCE SHELTER LAND8 ACQUISITION AND CONSTRUCTION--GENERAL FUND.--The unexpended9 balance of the appropriation to the local government division10 in Subsection 294 of Section 33 of Chapter 159 of Laws 202511 to plan, design and construct a domestic violence shelter in12 Las Cruces in Dona Ana county shall not be expended for the13 original purpose but is changed to acquire land for and to14 plan, design, construct, renovate, furnish and equip a15 domestic violence shelter in Las Cruces in Dona Ana county.16 SECTION 133. DONA ANA COUNTY FLOOD CONTROL17 IMPROVEMENTS--EXTEND TIME--SEVERANCE TAX BONDS.--The time of18 expenditure for the department of transportation project in19 Subsection 52 of Section 36 of Chapter 53 of Laws 2022 to20 acquire land, easements and rights of way for and to plan,21 design, construct and equip drainage improvements throughout22 the Dona Ana area in Dona Ana county is extended through23 fiscal year 2028.24 SECTION 134. DONA ANA COUNTY MAGISTRATE COURT PLAN--25 EXPAND PURPOSE--EXTEND TIME--SEVERANCE TAX BONDS.--The HTRC/HB 332/a/woecPage 531 administrative office of the courts project in Subsection 22 of Section 4 of Chapter 81 of Laws 2020 for which the time of3 expenditure was previously extended in Laws 2024, Chapter 65,4 Section 69 to plan, design and construct a magistrate court5 building in Anthony in Dona Ana county may include the6 acquisition of property. The time of expenditure is extended7 through fiscal year 2028.8SECTION 135. DONA ANA COUNTY DELORES C. WRIGHT PARK9 SPLASH PADS CONSTRUCTION--EXTEND TIME--SEVERANCE TAX10 BONDS.--The time of expenditure for the local government11 division project in Subsection 217 of Section 30 of Chapter12 53 of Laws 2022 to plan, design, construct and equip splash13 pads, including landscaping, benches, fencing, lighting,14 sidewalks, parking lot and a gray-water septic tank with pump15 for irrigation, at Delores C. Wright memorial park in16 Chaparral in Dona Ana county is extended through fiscal year17 2028.18SECTION 136. DONA ANA COUNTY DE LA O VISITOR'S CENTER19 IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The time of20 expenditure for the local government division project in21 Subsection 201 of Section 30 of Chapter 53 of Laws 2022 to22 plan, design, construct, purchase and install improvements to23 the De La O visitor's center in Dona Ana county is extended24 through fiscal year 2028.25SECTION 137. DONA ANA COUNTY SOLAR LIGHT CONSTRUCTION-- HTRC/HB 332/a/woecPage 541 EXPAND PURPOSE--EXTEND TIME--GENERAL FUND.--The department of2 transportation project in Subsection 45 of Section 39 of3 Chapter 159 of Laws 2025 to plan, design, construct, purchase4 and equip solar lighting and street signage in Dona Ana5 county may include traffic calming devices. The time of6 expenditure is extended through fiscal year 2028.7SECTION 138. LAS CRUCES SOUTH CENTRAL SOLID WASTE8 AUTHORITY RECYCLING FACILITY UPGRADE--EXTEND TIME--SEVERANCE9 TAX BONDS.--The time of expenditure for the department of10 environment project in Subsection 26 of Section 22 of Chapter11 53 of Laws 2022 to plan, design, construct, upgrade and equip12 the south central solid waste authority recycling center,13 including a materials recovery sorting line, for Las Cruces14 in Dona Ana county is extended through fiscal year 2028.15 SECTION 139. LAS CRUCES SKATE PARK CONSTRUCTION--EXTEND16 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the17 local government division project in Subsection 231 of18 Section 30 of Chapter 53 of Laws 2022 to plan, design,19 construct, furnish, equip and install improvements to skate20 parks in Las Cruces in Dona Ana county is extended through21 fiscal year 2028.22 SECTION 140. LAS CRUCES SKATE PARK RENOVATION--EXTEND23 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the24 local government division project in Subsection 219 of25 Section 35 of Chapter 81 of Laws 2020 for which the time of HTRC/HB 332/a/woecPage 551 expenditure was previously extended in Laws 2024, Chapter 65,2 Section 82 to plan, design, construct, renovate and equip the3 skate park in Las Cruces in Dona Ana county is extended4 through fiscal year 2028.5SECTION 141. LAS CRUCES TRANSFER STATION CONSTRUCTION--6 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure7 for the department of environment project in Subsection 27 of8 Section 22 of Chapter 53 of Laws 2022 to plan, design,9 construct and equip a south central solid waste authority10 transfer and recycling facility for Las Cruces in Dona Ana11 county is extended through fiscal year 2028.12SECTION 142. LOWER RIO GRANDE PUBLIC WATER WORKS13 AUTHORITY OFFICE BUILDING REPLACEMENT--EXPAND PURPOSE--14 GENERAL FUND.--The local government division project in15 Subsection 302 of Section 28 of Chapter 66 of Laws 2024 to16 plan, design, demolish, replace and construct an office17 building for the lower Rio Grande public water works18 authority in Rincon in Dona Ana county may include19 acquisition of land, real property, easements and rights of20 way.21SECTION 143. BORDER AUTHORITY PARKING IMPROVEMENT--22 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure23 for the border authority project in Subsection 1 of Section 724 of Chapter 53 of Laws 2022 to plan, design and construct25 parking lot upgrades and improvements to border authority HTRC/HB 332/a/woecPage 561 facilities in Santa Teresa in Dona Ana county is extended2 through fiscal year 2028.3SECTION 144. JEFFERSON MONTESSORI ACADEMY IMPROVEMENT--4 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure5 for the public education department project in Subsection 1576 of Section 18 of Chapter 53 of Laws 2022 to plan, design,7 construct, renovate and equip heating, ventilation and air8 conditioning systems for classrooms at Jefferson Montessori9 academy in the Carlsbad municipal school district in Carlsbad10 in Eddy county is extended through fiscal year 2028.11 SECTION 145. JEFFERSON MONTESSORI ACADEMY SECURITY12 IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The time of13 expenditure for the public education department project in14 Subsection 159 of Section 18 of Chapter 53 of Laws 2022 to15 plan, design, construct, renovate and equip Jefferson16 Montessori academy, including related security technology17 upgrades, exterior doors, keycard entry and automatic18 locking, in the Carlsbad municipal school district in19 Carlsbad in Eddy county is extended through fiscal year 2028.20 SECTION 146. LOVING WATER SYSTEM IMPROVEMENT--EXTEND21 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the22 department of environment project in Subsection 37 of Section23 22 of Chapter 53 of Laws 2022 to plan, design and construct24 water system improvements in Loving in Eddy county is25 extended through fiscal year 2028. GRANT COUNTY BATAAN MEMORIAL PARK15 IMPROVEMENTS--EXTEND TIME--SEVERANCE TAX BONDS.--The time of16 expenditure for the local government division project in17 Subsection 239 of Section 30 of Chapter 53 of Laws 2022 to18 plan, design, construct, equip and install improvements to19 Bataan memorial park in Grant county is extended through20 fiscal year 2028.21SECTION 149. WESTERN NEW MEXICO UNIVERSITY EARLY12 CHILDHOOD DEVELOPMENT CENTER CONSTRUCTION--EXPAND PURPOSE--13 GENERAL FUND.--The western New Mexico university project in14 Subsection 2 of Section 41 of Chapter 199 of Laws 2023 to15 plan, design, construct and equip an early childhood16 development center building at western New Mexico university17 in Silver City in Grant county may include hazard abatement18 and purchase of the center.19 SECTION 152. ANTON CHICO LAND GRANT-MERCED ECONOMIC20 DEVELOPMENT CENTER RENOVATION--EXTEND TIME--SEVERANCE TAX21 BONDS.--The time of expenditure for the local government22 division project in Subsection 254 of Section 30 of Chapter23 53 of Laws 2022 to plan, design, demolish, construct,24 renovate, repair, equip and furnish the Anton Chico economic25 development center, including replacing and repairing HTRC/HB 332/a/woecPage 591 plumbing, heating, ventilation and air conditioning systems2 and the purchase and installation of locks and security3 systems, for the Anton Chico land grant-merced in Anton Chico4 in Guadalupe county is extended through fiscal year 2028.5SECTION 153. GUADALUPE COUNTY MAGISTRATE COURT FURNISH6 AND EQUIP--EXPAND PURPOSE--EXTEND TIME--SEVERANCE TAX7 BONDS.--The administrative office of the courts project in8 Subsection 1 of Section 4 of Chapter 53 of Laws 2022 to plan,9 design, construct, renovate, furnish and equip a magistrate10 court in Santa Rosa in Guadalupe county may include the11 acquisition of property. The time of expenditure is extended through fiscal6 year 2028.7SECTION 160. JOE HARVEY BOULEVARD AND NORTH GRIMES25 STREET SEWER MAIN CONSTRUCTION--EXTEND TIME--SEVERANCE TAX HTRC/HB 332/a/woecPage 631 BONDS.--The time of expenditure for the department of2 transportation project in Subsection 60 of Section 36 of3 Chapter 53 of Laws 2022 to plan, design, replace and4 construct a wastewater system, including the sewer main and5 road repair and restoration, on Joe Harvey boulevard, from6 Central drive to north Grimes street, and on north Grimes7 street, from Joe Harvey boulevard to west Millen drive, in8 Hobbs in Lea county is extended through fiscal year 2028.9SECTION 163. LEA COUNTY HISTORIC COURTHOUSE10 RENOVATION--CHANGE TO LEA COUNTY BUILDINGS IMPROVEMENT--11 EXTEND TIME--SEVERANCE TAX BONDS.--The unexpended balance of12 the appropriation to the local government division in13 Subsection 268 of Section 30 of Chapter 53 of Laws 2022 to14 plan, design, construct, renovate, equip and furnish15 improvements to the historic courthouse in Lovington in Lea16 county shall not be expended for the original purpose but is17 changed to plan, design, construct, renovate, equip and18 furnish improvements to Lea county buildings in Lovington in19 Lea county. The time of expenditure is extended through20 fiscal year 2028.21 SECTION 164. LEA COUNTY COURTHOUSE RENOVATION--CHANGE22 TO LEA COUNTY BUILDINGS IMPROVEMENT--EXTEND TIME--SEVERANCE23 TAX BONDS.--The unexpended balance of the appropriation to24 the local government division originally authorized in25 Subsection 251 of Section 35 of Chapter 81 of Laws 2020 and HTRC/HB 332/a/woecPage 641 reauthorized in Laws 2024, Chapter 65, Section 99 to plan,2 design, construct, purchase, equip and furnish renovations to3 the historic county courthouse in Lovington in Lea county4 shall not be expended for the original or reauthorized5 purpose but is changed to plan, design, construct, renovate,6 equip and furnish improvements to Lea county buildings in7 Lovington in Lea county. The time of expenditure is extended8 through fiscal year 2028.9SECTION 165. RUIDOSO DOWNS HUBBARD MUSEUM REPAIRS--10 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure11 for the local government division project in Subsection 27712 of Section 30 of Chapter 53 of Laws 2022 to plan, design,13 construct, repair and renovate the Hubbard museum of the14 American west in Ruidoso Downs in Lincoln county is extended15 through fiscal year 2028.16 SECTION 166. SAN PATRICIO COMMUNITY DITCH17 IMPROVEMENTS--EXTEND TIME--SEVERANCE TAX BONDS.--The time of18 expenditure for the interstate stream commission project in19 Subsection 6 of Section 29 of Chapter 53 of Laws 2022 to20 plan, design, repair and construct improvements, including a21 concrete foundation, a dam, diversion channels and gates, to22 the San Patricio community ditch in San Patricio in Lincoln23 county is extended through fiscal year 2028.24 SECTION 167. CARRIZOZO WATER SYSTEM IMPROVEMENT--EXTEND25 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the HTRC/HB 332/a/woecPage 651 department of environment project in Subsection 38 of Section2 26 of Chapter 81 of Laws 2020 for which the time of3 expenditure was previously extended in Laws 2024, Chapter 65,4 Section 104 to plan, design and construct water system5 improvements in Carrizozo in Lincoln county is extended6 through fiscal year 2028.7SECTION 168. CARRIZOZO WATER SYSTEM UPGRADE--EXTEND8 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the9 department of environment project in Subsection 46 of Section10 22 of Chapter 53 of Laws 2022 to plan, design and construct11 water system improvements in Carrizozo in Lincoln county is12 extended through fiscal year 2028.13 SECTION 169. HONDO VALLEY PUBLIC SCHOOL DISTRICT ACCESS14 ROAD AND WATER SYSTEM CONSTRUCTION--EXTEND TIME--SEVERANCE15 TAX BONDS.--The time of expenditure for the public education16 department project in Subsection 169 of Section 18 of Chapter17 53 of Laws 2022 to plan, design and construct access roads18 and water system improvements, including site preparation,19 the purchase and installation of a water tank, valves,20 gauges, connection, plumbing, security fencing and tie-ins,21 for schools in the Hondo Valley public school district in22 Lincoln county is extended through fiscal year 2028.23 SECTION 170. EASTERN NEW MEXICO UNIVERSITY-RUIDOSO24 BUILDING PURCHASE--CHANGE TO RESTROOMS REPAIR--EXTEND TIME--25 SEVERANCE TAX BONDS.--The unexpended balance of the HTRC/HB 332/a/woecPage 661 appropriation to the board of regents of eastern New Mexico2 university in Subsection 7 of Section 38 of Chapter 53 of3 Laws 2022 to purchase, plan, design, construct, renovate,4 equip and furnish a building for the Ruidoso branch campus of5 eastern New Mexico university in Lincoln county shall not be6 expended for the original purpose but is changed to plan,7 design, construct, repair and equip restrooms in the 100 wing8 of the Ruidoso branch campus of eastern New Mexico university9 in Lincoln county. The time of expenditure is extended10 through fiscal year 2028.11 SECTION 171. FORT SILL APACHE TRIBE CULTURAL FACILITY12 DESIGN--EXPAND PURPOSE--EXTEND TIME--GENERAL FUND.--The13 Indian affairs department project in Subsection 15 of Section14 25 of Chapter 66 of Laws 2024 to plan and design an indoor15 and outdoor cultural activity facility for the Fort Sill16 Apache Tribe in Luna county may include construction and the17 purchase of equipment and furnishings. The time of18 expenditure is extended through fiscal year 2028.19 SECTION 172. WESTERN NEW MEXICO UNIVERSITY CARBON20 NEUTRAL CAMPUS DEVELOPMENT--EXPAND PURPOSE--GENERAL21 FUND.--The western New Mexico university project in22 Subsection 1 of Section 41 of Chapter 199 of Laws 2023 to23 plan, design, demolish, construct and improve renewable24 energy and road systems for a carbon-neutral campus,25 including electric vehicle charging stations, landscaping and HTRC/HB 332/a/woecPage 671 associated infrastructure, at western New Mexico university2 in Silver City in Grant county may include the branch campus3 in Deming in Luna county.4SECTION 173. FORT DEFIANCE CHAPTER MULTIPURPOSE5 BUILDING PLAN--EXTEND TIME--SEVERANCE TAX BONDS.--The time of6 expenditure for the Indian affairs department project in7 Subsection 15 of Section 26 of Chapter 53 of Laws 2022 to8 plan, design and construct a multipurpose building for the9 Fort Defiance chapter of the Navajo Nation in McKinley county10 is extended through fiscal year 2028.11 SECTION 174. FRANCISCO POND ROAD BRIDGE IMPROVEMENT--12 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure13 for the Indian affairs department project in Subsection 16 of14 Section 26 of Chapter 53 of Laws 2022 to plan, design,15 construct and improve a bridge on Francisco Pond road in the16 Rock Springs chapter of the Navajo Nation in McKinley county17 is extended through fiscal year 2028.18 SECTION 175. MANUELITO CHAPTER POWER LINE AND HOUSE19 WIRING CONSTRUCTION--EXTEND TIME--GENERAL FUND.--The time of20 expenditure for the Indian affairs department project in21 Subsection 29 of Section 70 of Chapter 81 of Laws 2020 for22 which the time of expenditure was previously extended in Laws23 2024, Chapter 65, Section 118 to conduct archaeological and24 environmental studies and to plan, design and construct power25 lines and house wiring in the Manuelito chapter of the Navajo HTRC/HB 332/a/woecPage 681 Nation in McKinley county is extended through fiscal year2 2028.3SECTION 176. MCKINLEY COUNTY HOSPITAL BUILDINGS AND4 INFRASTRUCTURE IMPROVEMENT--EXTEND TIME--SEVERANCE TAX5 BONDS.--The time of expenditure for the local government6 division project originally authorized in Subsection 288 of7 Section 30 of Chapter 53 of Laws 2022 and reauthorized in8 Laws 2023, Chapter 203, Section 130 to plan, design,9 construct and equip building improvements and infrastructure10 at Rehoboth McKinley Christian hospital, emergency room11 entrance, clinics and centers, including the birthing unit,12 in McKinley county is extended through fiscal year 2028.13SECTION 177. NAVAJO CODE TALKERS MUSEUM CONSTRUCTION--14 CLARIFY LOCATION--CHANGE AGENCY--GENERAL FUND.--The15 unexpended balance of the appropriation to the Indian affairs16 department in Subsection 18 of Section 25 of Chapter 199 of17 Laws 2023 and reauthorized in Laws 2025, Chapter 158, Section18 213 to acquire property and to plan, design, construct,19 furnish and equip a Navajo code talkers museum for the Navajo20 Nation shall not be expended for the original or reauthorized21 purpose but is appropriated to the local government division22 of the department of finance and administration to acquire23 property and to plan, design, construct, furnish and equip a24 Navajo code talkers museum for the Navajo Nation in McKinley25 county. NAVAJO NATION CROWNPOINT COMMUNITY19 CEMETERY RENOVATION--EXTEND TIME--GENERAL FUND.--The time of20 expenditure for the Indian affairs department project in21 Subsection 6 of Section 47 of Chapter 53 of Laws 2022 for22 geotechnical mapping and to plan, design, construct and23 renovate the cemetery in the Crownpoint chapter of the Navajo24 Nation in McKinley county is extended through fiscal year25 2028. RAMAH NAVAJO SCHOOL BOARD TRADING POST17 RENOVATION--CHANGE AGENCY--GENERAL FUND.--The agency for the18 Indian affairs department project originally authorized in19 Subsection 18 of Section 25 of Chapter 66 of Laws 2024 to20 plan, design, construct, renovate, furnish and equip a21 trading post for the Ramah Navajo school board in McKinley22 county is changed to the local government division of the23 department of finance and administration.24 SECTION 186. TOHATCHI CHAPTER WASTEWATER SYSTEM25 IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The time of HTRC/HB 332/a/woecPage 721 expenditure for the Indian affairs department project in2 Subsection 19 of Section 26 of Chapter 53 of Laws 2022 to3 plan, design, construct, improve, replace, install and equip4 septic tanks and leach fields for the Tohatchi chapter of the5 Navajo Nation in McKinley county is extended through fiscal6 year 2028.7SECTION 187. PINEDALE CHAPTER MOTOR GRADER PURCHASE--6 EXTEND TIME--GENERAL FUND.--The time of expenditure for the7 Indian affairs department project in Subsection 33 of Section8 25 of Chapter 66 of Laws 2024 to purchase and equip a motor9 grader for the Pinedale chapter of the Navajo Nation in10 McKinley county is extended through fiscal year 2028.11 SECTION 195. THOREAU CHAPTER VETERANS' SERVICE CENTER19 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of20 expenditure for the Indian affairs department project in21 Subsection 36 of Section 26 of Chapter 53 of Laws 2022 to22 plan, design, construct, furnish and equip a veterans'23 service center for the Thoreau chapter of the Navajo Nation24 in McKinley county is extended through fiscal year 2028.25 SECTION 197. THOREAU CHAPTER HOUSE WIRING HTRC/HB 332/a/woecPage 761 CONSTRUCTION--CHANGE TO WAREHOUSE IMPROVEMENT--EXTEND2 TIME--GENERAL FUND.--The unexpended balance of the3 appropriation to the Indian affairs department in Subsection4 10 of Section 47 of Chapter 53 of Laws 2022 to plan, design5 and construct house wiring for the Thoreau chapter of the6 Navajo Nation in McKinley county shall not be expended for7 the original purpose but is changed to plan, design and8 construct warehouse improvements for the Thoreau chapter of9 the Navajo Nation in McKinley county. TSAYATOH CHAPTER RESIDENTIAL BATHROOM19 ADDITIONS IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The20 time of expenditure for the Indian affairs department project21 in Subsection 39 of Section 26 of Chapter 53 of Laws 2022 to22 plan, design and construct bathroom additions in the Tsayatoh23 chapter of the Navajo Nation in McKinley county is extended24 through fiscal year 2028.25 SECTION 200. CHURCH ROCK CHAPTER TRAIL IMPROVEMENT-- HTRC/HB 332/a/woecPage 771 CHANGE TO CHURCH ROCK CHAPTER HOUSE CONSTRUCTION--EXTEND2 TIME--GENERAL FUND.--The unexpended balance of the3 appropriation to the Indian affairs department in Subsection4 21 of Section 25 of Chapter 66 of Laws 2024 to plan, design,5 construct and improve a pedestrian trail and crossing,6 including fencing, in the Church Rock chapter of the Navajo7 Nation in McKinley county shall not be expended for the8 original purpose but is changed to plan, design, construct,9 furnish and equip a chapter house building for the Church10 Rock chapter of the Navajo Nation in McKinley county. The11 time of expenditure is extended through fiscal year 2028.12 SECTION 201. AGUA PURA MUTUAL DOMESTIC WATER CONSUMERS13 AND MUTUAL SEWAGE WORKS ASSOCIATION BACKHOE PURCHASE--EXTEND14 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the15 department of environment project in Subsection 55 of Section16 22 of Chapter 53 of Laws 2022 to purchase and equip a backhoe17 for the Agua Pura mutual domestic water consumers and mutual18 sewage works association in Mora county is extended through19 fiscal year 2028.20 SECTION 202. MUSEUM HILL PROPERTY ACQUISITION--EXPAND21 PURPOSE--GENERAL FUND.--The cultural affairs department22 project in Subsection 15 of Section 21 of Chapter 159 of Laws23 2025 to acquire land and property on Museum hill for the24 cultural affairs department in Santa Fe in Santa Fe county25 may include planning, design, construction, improvements, HTRC/HB 332/a/woecPage 781 repair or renovations and the purchase of equipment,2 furniture or fixtures.3SECTION 203. OJO ENCINO CHAPTER WASTEWATER SYSTEM4 IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The time of5 expenditure for the Indian affairs department project in6 Subsection 45 of Section 26 of Chapter 53 of Laws 2022 to7 plan, design and construct a wastewater line extension to8 connect to the Navajo tribal utility authority wastewater9 system from the Ojo Encino chapter government complex in the10 Ojo Encino chapter of the Navajo Nation in Sandoval and11 McKinley counties is extended through fiscal year 2028.12 SECTION 204. TAOS COUNTY DIXON TO PENASCO LOOP 1 GAS13 PIPELINE CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The14 time of expenditure for the department of transportation15 project in Subsection 91 of Section 36 of Chapter 53 of Laws16 2022 to plan, design and construct loop 1 of a gas pipeline17 from Dixon to Penasco on New Mexico highway 75 to New Mexico18 highway 518 in Rio Arriba and Taos counties is extended19 through fiscal year 2028.20 SECTION 205. UNIVERSITY OF NEW MEXICO REPRODUCTIVE21 HEALTH CLINIC CONSTRUCTION--EXPAND PURPOSE--GENERAL22 FUND.--The university of New Mexico project in Subsection 2623 of Section 46 of Chapter 159 of Laws 2025 to plan, design,24 construct, equip and furnish a reproductive health care25 clinic in northern New Mexico may include the acquisition of HTRC/HB 332/a/woecPage 791 property.2SECTION 206. CRYSTAL CHAPTER LAND USE MASTER PLAN--3 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure4 for the Indian affairs department project originally5 authorized in Subsection 14 of Section 26 of Chapter 53 of6 Laws 2022 for which the time of expenditure was previously7 extended in Laws 2024, Chapter 65, Section 115 to develop a8 land use master plan for the Crystal chapter of the Navajo9 Nation in McKinley and San Juan counties is extended through10 fiscal year 2028.11 SECTION 207. ALAMOGORDO DUDLEY SCHOOL COMMUNITY CENTER5 AND PARK EQUIPMENT PURCHASE--EXTEND TIME--GENERAL FUND.--The6 time of expenditure for the local government division project7 in Subsection 387 of Section 28 of Chapter 66 of Laws 2024 to8 purchase and install playground equipment at Dudley School9 community center and park in Alamogordo in Otero county is10 extended through fiscal year 2028.11 SECTION 210. ALAMOGORDO POLICE VEHICLE PURCHASE--EXTEND12 TIME--GENERAL FUND.--The time of expenditure for the local13 government division project in Subsection 390 of Section 2814 of Chapter 66 of Laws 2024 to purchase and equip vehicles for15 the police department in Alamogordo in Otero county is16 extended through fiscal year 2028.17 SECTION 211. SHIPROCK CHAPTER WATER AND WASTEWATER LINE10 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of11 expenditure for the department of environment project12 originally authorized in Subsection 88 of Section 26 of13 Chapter 81 of Laws 2020 and appropriated to the Indian14 affairs department in Laws 2021, Chapter 139, Section 63 and15 for which the time of expenditure was previously extended in16 Laws 2024, Chapter 65, Section 186 to plan, design and17 construct water and wastewater lines on the south side of18 Shiprock in the Shiprock chapter of the Navajo Nation in San19 Juan county is extended through fiscal year 2028.20 SECTION 257. TWO GREY HILLS CHAPTER VETERANS MEMORIAL21 PARK CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The22 time of expenditure for the Indian affairs department project23 in Subsection 75 of Section 26 of Chapter 53 of Laws 2022 to24 plan, design and construct a veterans' memorial park in the25 Toadlena/Two Grey Hills area of the Toadlena/Two Grey Hills HTRC/HB 332/a/woecPage 961 chapter of the Navajo Nation in San Juan county is extended2 through fiscal year 2028.3SECTION 258. WHITE ROCK CHAPTER BATHROOM CONSTRUCTION--4 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure5 for the Indian affairs department project in Subsection 43 of6 Section 26 of Chapter 53 of Laws 2022 to plan, design,7 construct and equip bathroom additions in the White Rock8 chapter of the Navajo Nation in San Juan county is extended9 through fiscal year 2028.10 SECTION 259. EL CRESTON MUTUAL DOMESTIC WATER CONSUMERS11 ASSOCIATION WATER SYSTEM IMPROVEMENT--EXTEND TIME--SEVERANCE12 TAX BONDS.--The time of expenditure for the department of13 environment project in Subsection 84 of Section 22 of Chapter14 53 of Laws 2022 to plan, design and construct water system15 improvements, including meter cans, the installation of meter16 can risers and the renovation of a water tank, for El Creston17 mutual domestic water consumers association in San Miguel18 county is extended through fiscal year 2028.19 SECTION 260. SAN MIGUEL COUNTY EL PUEBLO COMMUNITY20 CENTER IMPROVEMENT--CHANGE TO EL PUEBLO FIRE STATION--EXTEND21 TIME--SEVERANCE TAX BONDS.--The unexpended balance of the22 appropriation to the local government division in Subsection23 348 of Section 30 of Chapter 53 of Laws 2022 to plan, design,24 construct, renovate and equip improvements to El Pueblo25 community center, including bathrooms, windows and the HTRC/HB 332/a/woecPage 971 heating, ventilation and air conditioning system, in San2 Miguel county shall not be expended for the original purpose3 but is changed to plan, design, construct, improve, furnish4 and equip El Pueblo fire station in San Miguel county. The5 time of expenditure is extended through fiscal year 2028.6SECTION 261. LAS VEGAS EIGHTH STREET EXTENSION WATER7 LINE CONSTRUCTION--CHANGE TO WATER METER INSTALLATION--EXTEND8 TIME--SEVERANCE TAX BONDS.--The unexpended balance of the9 appropriation to the department of environment in Subsection10 91 of Section 22 of Chapter 53 of Laws 2022 to plan, design11 and construct a water line along Eighth street north of Mills12 avenue in Las Vegas in San Miguel county shall not be13 expended for the original purpose but is changed to purchase,14 equip and install water meters in Las Vegas in San Miguel15 county. The time of expenditure is extended through fiscal16 year 2028.17 SECTION 262. NEW MEXICO BEHAVIORAL HEALTH INSTITUTE18 FORENSICS BUILDING CONSTRUCTION--EXTEND TIME--SEVERANCE TAX19 BONDS.--The time of expenditure for the capital program fund20 project in Subsection 5 of Section 8 of Chapter 53 of Laws21 2022 to plan, design, construct, equip and furnish a22 forensics building at the New Mexico behavioral health23 institute in Las Vegas in San Miguel county is extended24 through fiscal year 2028.25 SECTION 263. WEST LAS VEGAS PUBLIC SCHOOL DISTRICT BUS HTRC/HB 332/a/woecPage 981 PURCHASE--EXTEND TIME--GENERAL FUND.--The time of expenditure2 for the public education department project in Subsection 2013 of Section 16 of Chapter 66 of Laws 2024 to purchase and4 equip an activity bus for Rio Gallinas school for ecology and5 the arts in the West Las Vegas public school district in San6 Miguel county is extended through fiscal year 2028.7SECTION 264. PECOS EMERGENCY VEHICLE AND EQUIPMENT8 PURCHASE--CHANGE TO WATER AND WASTEWATER SYSTEMS9 IMPROVEMENT--CHANGE AGENCY--EXTEND TIME--GENERAL FUND.--The10 unexpended balance of the appropriation to the local11 government division in Subsection 452 of Section 28 of12 Chapter 66 of Laws 2024 to purchase and equip emergency13 vehicles and equipment in Pecos in San Miguel county shall14 not be expended for the original purpose but is appropriated15 to the department of environment to acquire property and16 easements for and to plan, design, construct, equip and17 improve water and wastewater systems, including effluent18 systems, in Pecos in San Miguel county. The time of19 expenditure is extended through fiscal year 2028.20 SECTION 265. PECOS WATER SYSTEM IMPROVEMENT--CHANGE TO21 PROPERTY ACQUISITION AND WATER, WASTEWATER AND EFFLUENT22 SYSTEM CONSTRUCTION--GENERAL FUND.--The unexpended balance of23 the appropriation to the department of environment in24 Subsection 81 of Section 20 of Chapter 66 of Laws 2024 to25 plan, design, construct, replace and install water lines and HTRC/HB 332/a/woecPage 991 water system improvements in Pecos in San Miguel county shall2 not be expended for the original purpose but is changed to3 acquire property and easements for and to plan, design,4 construct and equip water, wastewater and effluent systems in5 Pecos in San Miguel county.6SECTION 266. NACIMIENTO COMMUNITY DITCH ASSOCIATION7 UPGRADES--EXTEND TIME--SEVERANCE TAX BONDS.--The time of8 expenditure for the interstate stream commission project in9 Subsection 39 of Section 29 of Chapter 53 of Laws 2022 to10 plan, design, construct and equip improvements for the11 Nacimiento community ditch association in Sandoval county is12 extended through fiscal year 2028.13 SECTION 267. RANCHOS DE PLACITAS SANITATION DISTRICT14 WELL 2A ARSENIC--EXPAND PURPOSE--EXTEND TIME--GENERAL15 FUND.--The department of environment project in Subsection 9016 of Section 20 of Chapter 66 of Laws 2024 to plan, design and17 construct an arsenic treatment system for well 2A in the18 Ranchos de Placitas sanitation district in Sandoval county19 may include planning, designing and constructing a building20 addition, including utilities. The time of expenditure is21 extended through fiscal year 2028.22 SECTION 268. BERNALILLO ADMINISTRATION BUILDINGS SOLAR23 PANEL INSTALLATION--EXTEND TIME--SEVERANCE TAX BONDS.--The24 time of expenditure for the local government division project25 in Subsection 367 of Section 30 of Chapter 53 of Laws 2022 to HTRC/HB 332/a/woecPage 1001 plan, design, construct, purchase and equip administrative2 buildings with solar panels in Bernalillo in Sandoval county3 is extended through fiscal year 2028.4SECTION 269. BERNALILLO NEW MEXICO HIGHWAY 165 AND5 FRONTAGE ROAD IMPROVEMENT--CHANGE TO ROADS AND SIDEWALKS6 IMPROVEMENT--GENERAL FUND.--The unexpended balance of the7 appropriation to the department of transportation in8 Subsection 85 of Section 33 of Chapter 199 of Laws 2023 to9 acquire rights of way and to plan, design and construct10 improvements to New Mexico highway 165 and Frontage road in11 Bernalillo in Sandoval county shall not be expended for the12 original purpose but is changed to acquire rights of way and13 to plan, design, construct and improve roads, including14 drainage and sidewalks, in Bernalillo in Sandoval county.15 SECTION 270. BERNALILLO WATER SYSTEM IMPROVEMENT--16 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure17 for the department of environment project in Subsection 10218 of Section 22 of Chapter 53 of Laws 2022 to acquire easements19 and rights of way for and to plan, design, construct,20 purchase, equip and install water system improvements,21 including water lines and fire hydrants, on calle Don22 Francisco, calle del Presidente, avenida Perea and calle23 Evangeline in Bernalillo in Sandoval county is extended24 through fiscal year 2028.25 SECTION 271. BERNALILLO WASTEWATER TREATMENT PLANT HTRC/HB 332/a/woecPage 1011 IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The time of2 expenditure for the department of environment project in3 Subsection 93 of Section 22 of Chapter 53 of Laws 2022 to4 plan, design, construct, replace, purchase and equip5 wastewater system improvements, including ultraviolet6 disinfection equipment, water pump stations, mechanical7 screens, aerated grit removal, fall protection and post-8 aeration systems, at the wastewater treatment plant for9 Bernalillo in Sandoval county is extended through fiscal year10 2028.11SECTION 272. COCHITI LAKE CITY HALL COMMUNITY SPACE12 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of13 expenditure for the local government division project in14 Subsection 370 of Section 30 of Chapter 53 of Laws 2022 to15 plan, design, construct and equip a multi-use town hall lawn16 area, including a bandstand, a children's hub, community17 picnic areas, sidewalk connections, electrical systems, a18 concrete foundation and roofing, in Cochiti Lake in Sandoval19 county is extended through fiscal year 2028.20SECTION 273. COCHITI LAKE SOLAR POWER SYSTEM21 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of22 expenditure for the local government division project in23 Subsection 371 of Section 30 of Chapter 53 of Laws 2022 to24 plan, design and construct a solar power system, including25 administrative offices, a library and a fire station, in HTRC/HB 332/a/woecPage 1021 Cochiti Lake in Sandoval county is extended through fiscal2 year 2028.3SECTION 274. PUEBLO OF COCHITI CHILDREN'S LEARNING4 CENTER CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The5 time of expenditure for the Indian affairs department project6 in Subsection 83 of Section 26 of Chapter 53 of Laws 2022 to7 plan, design, construct, renovate and equip a children's8 learning center, including an additional facility, in the9 Pueblo of Cochiti in Sandoval county is extended through10 fiscal year 2028.11 SECTION 275. PUEBLO OF COCHITI SENIOR CENTER12 RENOVATION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of13 expenditure for the aging and long-term services department14 project in Subsection 12 of Section 5 of Chapter 53 of Laws15 2022 to plan, design, construct, renovate and equip a senior16 center in the Pueblo of Cochiti in Sandoval county is17 extended through fiscal year 2028.18 SECTION 276. CORRALES WASTEWATER BYPASS AND COLLECTION19 SYSTEM--EXTEND TIME--SEVERANCE TAX BONDS.--The time of20 expenditure for the department of environment project in21 Subsection 108 of Section 26 of Chapter 81 of Laws 2020 for22 which the time of expenditure was previously extended in Laws23 2024, Chapter 65, Section 194 to plan, design and construct a24 wastewater emergency bypass and collection system for25 Corrales in Sandoval county is extended through fiscal year HTRC/HB 332/a/woecPage 1031 2028.2SECTION 277. JEMEZ SPRINGS COMMUNITY PARK3 ADMINISTRATION BUILDING CONSTRUCTION--CHANGE TO WELCOME4 CENTER CONSTRUCTION--EXTEND TIME--GENERAL FUND.--The5 unexpended balance of the appropriation to the local6 government division in Subsection 412 of Section 28 of7 Chapter 199 of Laws 2023 to plan, design, construct, furnish8 and equip an administration building at Jemez Springs9 community park in Jemez Springs in Sandoval county shall not10 be expended for the original purpose but is changed to plan,11 design, construct, furnish and equip a welcome center at12 Jemez Springs community park in Jemez Springs in Sandoval13 county. The time of expenditure is extended through fiscal14 year 2028.15SECTION 278. IDALIA ROAD NE AND LOMA COLORADO BOULEVARD16 INTERSECTION IMPROVEMENT--EXTEND TIME--SEVERANCE TAX17 BONDS.--The time of expenditure for the department of18 transportation project in Subsection 81 of Section 36 of19 Chapter 53 of Laws 2022 to plan, design, construct and20 improve the intersection at Idalia road NE and Loma Colorado21 boulevard in Rio Rancho in Sandoval county is extended22 through fiscal year 2028.23SECTION 279. ZENITH COURT NE ACCESS TO RIO RANCHO24 PUBLIC SCHOOL DISTRICT CONSTRUCTION--EXPAND PURPOSE--EXTEND25 TIME--GENERAL FUND.--The department of transportation project HTRC/HB 332/a/woecPage 1041 in Subsection 87 of Section 33 of Chapter 199 of Laws 2023 to2 plan, design and construct an access point for traffic3 entering and exiting Rio Rancho public school district4 facilities at Zenith court NE and New Mexico state road 5285 in Sandoval county may include additional improvements for6 traffic access to the district facilities. The time of7 expenditure is extended through fiscal year 2028.8SECTION 280. PUEBLO OF SAN FELIPE RECREATION FACILITIES9 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of10 expenditure for the Indian affairs department project in11 Subsection 77 of Section 26 of Chapter 53 of Laws 2022 to12 construct little league baseball fields and recreational13 facilities in the Black Mesa View subdivision for the Pueblo14 of San Felipe in Sandoval county is extended through fiscal15 year 2028.16 SECTION 281. SAN FELIPE PUEBLO VETERANS FACILITY PLAN--17 CHANGE TO VETERANS CENTER CONSTRUCTION--EXTEND TIME--GENERAL18 FUND.--The unexpended balance of the appropriation to the19 Indian affairs department in Subsection 90 of Section 31 of20 Chapter 159 of Laws 2025 to plan and design a veterans center21 in the Pueblo of San Felipe in Sandoval county shall not be22 expended for the original purpose but is changed to plan,23 design, construct, furnish and equip a veterans center in the24 Pueblo of San Felipe in Sandoval county. The time of25 expenditure is extended through fiscal year 2028. HTRC/HB 332/a/woecPage 1051SECTION 282. SAN YSIDRO WATER STORAGE TANK RENOVATION--2 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure3 for the department of environment project in Subsection 1064 of Section 22 of Chapter 53 of Laws 2022 to plan, design and5 construct water system improvements, including refurbishing a6 water storage tank, in San Ysidro in Sandoval county is7 extended through fiscal year 2028.8SECTION 283. TORREON/STAR LAKE CHAPTER EMERGENCY9 MEDICAL SERVICES BUILDING CONSTRUCTION--CHANGE TO LIBRARY AND10 FAMILY LEARNING CENTER CONSTRUCTION--GENERAL FUND.--The11 unexpended balance of the appropriation to the Indian affairs12 department in Subsection 138 of Section 25 of Chapter 199 of13 Laws 2023 to plan, design, construct, furnish and equip an14 emergency medical services building in the Torreon/Star Lake15 chapter of the Navajo Nation in Sandoval county shall not be16 expended for the original purpose but is changed to plan,17 design, construct, furnish and equip a library and family18 learning center in the Torreon/Star Lake chapter of the19 Navajo Nation in Sandoval county.20 SECTION 284. ACEQUIA DE LA OTRA BANDA IMPROVEMENT--21 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure22 for the interstate stream commission project originally23 authorized in Subsection 56 of Section 34 of Chapter 81 of24 Laws 2020 to plan, design and construct improvements,25 including a diversion, to the acequia de la Otra Banda in HTRC/HB 332/a/woecPage 1061 Santa Fe county and reauthorized in Laws 2024, Chapter 65,2 Section 199 is extended through fiscal year 2028.3SECTION 285. ACEQUIA DEL CANO IMPROVEMENTS--EXTEND4 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the5 interstate stream commission project in Subsection 48 of6 Section 29 of Chapter 53 of Laws 2022 to plan, design and7 construct improvements to the acequia del Cano in Santa Fe8 county is extended through fiscal year 2028.9SECTION 286. ACEQUIA DEL CANO IMPROVEMENT--EXTEND10 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the11 interstate stream commission project in Subsection 59 of12 Section 34 of Chapter 81 of Laws 2020 for which the time of13 expenditure was previously extended in Laws 2024, Chapter 65,14 Section 200 to plan, design and construct improvements to the15 acequia del Cano in Santa Fe county is extended through16 fiscal year 2028.17 SECTION 287. ACEQUIA DEL RANCHO IMPROVEMENT--EXTEND18 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the19 interstate stream commission project in Subsection 47 of20 Section 29 of Chapter 53 of Laws 2022 to plan, design,21 construct and install improvements to the acequia del Rancho22 in Santa Fe county is extended through fiscal year 2028.23 SECTION 288. CANADA DE LOS ALAMOS MUTUAL DOMESTIC WATER24 CONSUMERS' AND MUTUAL SEWAGE WORKS ASSOCIATION WATER SYSTEM25 IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The time of HTRC/HB 332/a/woecPage 1071 expenditure for the department of environment project in2 Subsection 115 of Section 22 of Chapter 53 of Laws 2022 to3 plan, design, construct and improve a water system for the4 Canada de Los Alamos mutual domestic water consumers' and5 mutual sewage works association in Santa Fe county is6 extended through fiscal year 2028.7SECTION 289. LA BAJADA COMMUNITY DITCH AND MUTUAL8 DOMESTIC WATER ASSOCIATION FENCE CONSTRUCTION--EXTEND TIME--9 SEVERANCE TAX BONDS.--The time of expenditure for the10 department of environment project in Subsection 108 of11 Section 22 of Chapter 53 of Laws 2022 to plan, design and12 construct a fence around the water tank and pump house for La13 Bajada community ditch and mutual domestic water association14 in Santa Fe county is extended through fiscal year 2028.15 SECTION 290. LA BAJADA COMMUNITY DITCH AND MUTUAL16 DOMESTIC WATER ASSOCIATION WELL HOUSE CONSTRUCTION--EXTEND17 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the18 department of environment project in Subsection 109 of19 Section 22 of Chapter 53 of Laws 2022 to plan, design,20 construct, equip and install a well house for La Bajada21 community ditch and mutual domestic water association in22 Santa Fe county is extended through fiscal year 2028.23 SECTION 291. SANTA FE COUNTY RECOVERY CENTER PURCHASE--24 CHANGE TO YOUTH BEHAVIORAL HEALTH SERVICES FACILITY--EXTEND25 TIME--SEVERANCE TAX BONDS.--The unexpended balance of the HTRC/HB 332/a/woecPage 1081 appropriation to the local government division originally2 authorized in Subsection 385 of Section 35 of Chapter 81 of3 Laws 2020 and reauthorized in Laws 2022, Chapter 52, Section4 123 and again in Laws 2024, Chapter 65, Section 215 to plan,5 design and construct an expansion to a facility for a6 recovery program in Santa Fe county shall not be expended for7 the original or reauthorized purpose but is changed to8 purchase land and buildings and to plan, design, construct,9 renovate, furnish and equip a facility for youth behavioral10 health services in Santa Fe county. The time of expenditure11 is extended through fiscal year 2028.12 SECTION 292. SANTA FE COUNTY CHUPADERO WATER AND SEWAGE13 CORPORATION WATER AND WASTEWATER SYSTEM IMPROVEMENT--EXTEND14 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the15 department of environment project in Subsection 112 of16 Section 22 of Chapter 53 of Laws 2022 to plan, design,17 construct and improve water and wastewater systems for the18 Chupadero water and sewage corporation in Santa Fe county is19 extended through fiscal year 2028.20 SECTION 293. SANTA FE COUNTY COMMUNITY PARK SHADE21 STRUCTURE CONSTRUCTION--EXTEND TIME--SEVERANCE TAX22 BONDS.--The time of expenditure for the local government23 division project in Subsection 393 of Section 30 of Chapter24 53 of Laws 2022 to plan, design, construct, purchase and25 equip shade structures for a community center park in the HTRC/HB 332/a/woecPage 1091 Galisteo area in Santa Fe county is extended through fiscal2 year 2028.3SECTION 294. SANTA FE COUNTY ELDORADO SUBDIVISION ROADS4 IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The time of5 expenditure for the department of transportation project in6 Subsection 85 of Section 36 of Chapter 53 of Laws 2022 to7 plan, design, construct and improve roads in the Eldorado8 subdivision in Santa Fe county is extended through fiscal9 year 2028.10 SECTION 295. SANTA FE COUNTY ELECTRONIC ROAD SIGNS11 PURCHASE--EXTEND TIME--GENERAL FUND.--The time of expenditure12 for the local government division project in Subsection 48213 of Section 53 of Chapter 66 of Laws 2024 to purchase and14 equip electronic voting location signs for Santa Fe county is15 extended through fiscal year 2028.16 SECTION 296. SANTA FE COUNTY RECOVERY CENTER--CHANGE TO17 RECOVERY AND REENTRY PROGRAM FACILITIES PURCHASE--EXTEND18 TIME--GENERAL FUND.--The unexpended balance of the19 appropriation to the local government division originally20 authorized in Subsection 386 of Section 34 of Chapter 277 of21 Laws 2019 and reauthorized in Laws 2022, Chapter 52, Section22 116 and again in Laws 2024, Chapter 65, Section 216 to23 purchase land and buildings and to plan, design, construct,24 renovate, furnish and equip a facility for a recovery program25 in Santa Fe county shall not be expended for the original or HTRC/HB 332/a/woecPage 1101 reauthorized purpose but is changed to purchase land and2 buildings and to plan, design, construct, renovate, furnish3 and equip facilities for recovery and reentry programs in4 Santa Fe county. The time of expenditure is extended through5 fiscal year 2028.6SECTION 297. SANTA FE COUNTY AGUA FRIA SEWER7 EXPANSION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of8 expenditure for the department of environment project in9 Subsection 113 of Section 22 of Chapter 53 of Laws 2022 to10 plan, design, construct, improve and expand the sewer system11 at Agua Fria village in Santa Fe county is extended through12 fiscal year 2028.13 SECTION 298. SANTA FE COUNTY SHERIFF PROTECTIVE GEAR14 PURCHASE--EXTEND TIME--GENERAL FUND.--The time of expenditure15 for the local government division project in Subsection 48916 of Section 28 of Chapter 66 of Laws 2024 to purchase, equip17 and replace protective gear, safety gear and stun guns for18 the sheriff's office in Santa Fe county is extended through19 fiscal year 2028.20 SECTION 299. SANTA FE COUNTY RECOVERY CENTER PURCHASE--21 CHANGE TO TRANSITIONAL HOUSING FACILITY--EXTEND TIME--GENERAL22 FUND.--The unexpended balance of the appropriation to the23 local government division in Subsection 444 of Section 28 of24 Chapter 199 of Laws 2023 to purchase land and buildings and25 to plan, design, construct, renovate, furnish and equip a HTRC/HB 332/a/woecPage 1111 Santa Fe recovery center facility in Santa Fe in Santa Fe2 county shall not be expended for the original purpose but is3 changed to acquire land and buildings and to plan, design,4 construct, renovate, furnish and equip a transitional housing5 facility serving individuals released from incarceration in6 Santa Fe county. The time of expenditure is extended through7 fiscal year 2028.8SECTION 300. SANTA FE COUNTY RECOVERY CENTER PURCHASE--9 CHANGE TO TRANSITIONAL HOUSING FACILITY--EXTEND TIME--10 SEVERANCE TAX BONDS.--The unexpended balance of the11 appropriation to the local government division in Subsection12 403 of Section 30 of Chapter 53 of Laws 2022 to purchase land13 and buildings and to plan, design, construct, renovate,14 furnish and equip a Santa Fe recovery center facility in15 Santa Fe in Santa Fe county shall not be expended for the16 original purpose but is changed to acquire land and buildings17 and to plan, design, construct, renovate, furnish and equip a18 transitional housing facility serving individuals released19 from incarceration in Santa Fe county. The time of20 expenditure is extended through fiscal year 2028.21 SECTION 301. PUEBLO OF TESUQUE CULTURAL PRESERVATION9 BUILDING PLAN--EXTEND TIME--SEVERANCE TAX BONDS.--The time of10 expenditure for the Indian affairs department project in11 Subsection 103 of Section 26 of Chapter 53 of Laws 2022 to12 plan, design and construct a cultural preservation building13 in the Pueblo of Tesuque in Santa Fe county is extended14 through fiscal year 2028.15 SECTION 303. PUEBLO OF TESUQUE MULTIPURPOSE FACILITY16 PLAN--EXTEND TIME--SEVERANCE TAX BONDS.--The time of17 expenditure for the Indian affairs department project in18 Subsection 104 of Section 26 of Chapter 53 of Laws 2022 to19 plan, design and construct a multipurpose facility in the20 Pueblo of Tesuque in Santa Fe county is extended through21 fiscal year 2028.22 SECTION 304. PUEBLO OF TESUQUE SOLAR POWER SYSTEM23 DESIGN--EXTEND TIME--SEVERANCE TAX BONDS.--The time of24 expenditure for the Indian affairs department project in25 Subsection 105 of Section 26 of Chapter 53 of Laws 2022 to HTRC/HB 332/a/woecPage 1131 plan, design, construct, purchase and install a solar power2 system at the intergenerational center and administration3 building at the Pueblo of Tesuque in Santa Fe county is4 extended through fiscal year 2028.5SECTION 305. ACEQUIA DEL LLANO IMPROVEMENTS--EXTEND6 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the7 interstate stream commission project in Subsection 45 of8 Section 29 of Chapter 53 of Laws 2022 to plan, design and9 construct improvements to the acequia del Llano, including10 headgates, metal plates and screens for the consolidated11 ditch dividers and chain link fencing at the consolidated12 ditch sand trap, in Santa Fe county is extended through13 fiscal year 2028.14 SECTION 306. EDGEWOOD TRAIL SYSTEM DEVELOPMENT--EXTEND15 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the16 local government division project in Subsection 388 of17 Section 30 of Chapter 53 of Laws 2022 to acquire easements18 and rights of way for and to plan, design and construct a19 trail system for Edgewood in Santa Fe county is extended20 through fiscal year 2028.21 SECTION 307. NAMBE PUEBLO ADMINISTRATIVE BUILDING22 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of23 expenditure for the Indian affairs department project in24 Subsection 93 of Section 26 of Chapter 53 of Laws 2022 to25 plan, design, construct and equip a new administrative HTRC/HB 332/a/woecPage 1141 building in the Pueblo of Nambe in Santa Fe county is2 extended through fiscal year 2028.3SECTION 308. JOHN F. SIMMS JR. BUILDING RENOVATION--4 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure5 for the capital program fund project in Subsection 8 of6 Section 8 of Chapter 53 of Laws 2022 to plan, design,7 construct, renovate, improve, equip and furnish the John F.8 Simms Jr. building for the department of information9 technology in Santa Fe in Santa Fe county is extended through10 fiscal year 2028.11 SECTION 309. EXECUTIVE OFFICE BUILDING CONSTRUCTION--12 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure13 for the capital program fund project in Subsection 10 of14 Section 8 of Chapter 53 of Laws 2022 to plan, design,15 construct, furnish and equip, including demolition of16 existing structures, an executive office building on the main17 capitol complex in Santa Fe in Santa Fe county is extended18 through fiscal year 2028.19 SECTION 310. HARRISON ROAD IMPROVEMENT--EXTEND TIME--3 SEVERANCE TAX BONDS.--The time of expenditure for the local4 government division project in Subsection 400 of Section 305 of Chapter 53 of Laws 2022 to acquire rights of way and to6 plan, design and construct improvements, including lighting7 and sidewalks, along Harrison road from Cerrillos road to8 Agua Fria street in Santa Fe in Santa Fe county is extended9 through fiscal year 2028.10SECTION 312. ELDORADO AVENIDA VISTA GRANDE CROSSWALK HTRC/HB 332/a/woecPage 1161 LIGHT--EXTEND TIME--SEVERANCE TAX BONDS.--The time of2 expenditure for the department of transportation project in3 Subsection 84 of Section 36 of Chapter 53 of Laws 2022 to4 plan, design, construct, purchase and install a pedestrian5 crosswalk lighting system at a crosswalk on avenida Vista6 Grande west of avenida Torreon in Eldorado in Santa Fe county7 is extended through fiscal year 2028.8SECTION 315. SANTA FE CENTER FOR CONTEMPORARY ARTS9 RENOVATION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of10 expenditure for the cultural affairs department project in11 Subsection 13 of Section 9 of Chapter 53 of Laws 2022 to12 plan, design, construct, equip, furnish and renovate the13 center for contemporary arts, including safety and security14 updates and accessibility compliance, in Santa Fe in Santa Fe15 county is extended through fiscal year 2028.16 SECTION 316. SANTA FE SUPPORTIVE HOUSING RENOVATION--7 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure8 for the local government division project in Subsection 4019 of Section 35 of Chapter 81 of Laws 2020 for which the time10 of expenditure was previously extended in Laws 2024, Chapter11 65, Section 220 to plan, design, construct and renovate a12 facility for homeless and below-market renters, including13 housing and services, in Santa Fe in Santa Fe county is14 extended through fiscal year 2028.15SECTION 319. TIERRA CONTENTA TRAIL IMPROVEMENT--EXTEND24 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the25 local government division project in Subsection 407 of HTRC/HB 332/a/woecPage 1181 Section 30 of Chapter 53 of Laws 2022 to acquire easements2 and rights of way and to plan, design and construct the3 Tierra Contenta trail from Buffalo Grass road to south4 Meadows road in Santa Fe in Santa Fe county is extended5 through fiscal year 2028.6SECTION 321. The time of expenditure is5 extended through fiscal year 2028.6SECTION 323. ALAMO CHAPTER SATELLITE INTERNET16 INFORMATION TECHNOLOGY PURCHASE--EXTEND TIME--SEVERANCE TAX17 BONDS.--The time of expenditure for the Indian affairs18 department project in Subsection 106 of Section 26 of Chapter19 53 of Laws 2022 for which the time of expenditure was20 previously extended in Laws 2024, Chapter 65, Section 227 to21 plan, design, purchase and install information technology for22 the Alamo chapter of the Navajo Nation in Socorro county is23 extended through fiscal year 2028.24SECTION 325. SOCORRO HIGH SCHOOL DRAINAGE25 CONSTRUCTION--CHANGE TO GYMNASIUM RENOVATION--EXTEND HTRC/HB 332/a/woecPage 1201 TIME--GENERAL FUND.--The unexpended balance of the2 appropriation to the public education department in3 Subsection 224 of Section 16 of Chapter 66 of Laws 2024 to4 plan, design and construct drainage system improvements for5 the campus field and track at Socorro high school in the6 Socorro consolidated school district in Socorro county shall7 not be expended for the original purpose but is changed to8 plan, design, construct, renovate and repair the Seery9 gymnasium at Socorro high school in the Socorro consolidated10 school district in Socorro county. The time of expenditure11 is extended through fiscal year 2028.12 SECTION 326. ALAMO CHAPTER SCATTERED POWER AND WATER13 LINE EXTENSION--EXTEND TIME--GENERAL FUND.--The time of14 expenditure for the Indian affairs department project in15 Subsection 33 of Section 47 of Chapter 53 of Laws 2022 to16 acquire easements and rights of way for and to plan, design17 and construct power and water lines in the Alamo chapter of18 the Navajo Nation in Socorro county is extended through19 fiscal year 2028.20 SECTION 327. CENTRAL NEW MEXICO COMMUNITY COLLEGE8 ELEMENTARY AND MIDDLE SCHOOL SCIENCE, TECHNOLOGY, ENGINEERING9 AND MATHEMATICS LABORATORY EQUIPMENT PURCHASE--CHANGE10 AGENCY--GENERAL FUND.--The agency for the public education11 department project in Subsection 236 of Section 25 of Chapter12 159 of Laws 2025 to purchase and equip science, technology,13 engineering and mathematics laboratory equipment for an14 elementary and middle school program statewide is changed to15 the higher education department.16 SECTION 329. MAIN STREET AND ARTS AND CULTURAL DISTRICT17 INFRASTRUCTURE STATEWIDE--EXTEND TIME--SEVERANCE TAX18 BONDS.--The time of expenditure for the economic development19 department project in Subsection 1 of Section 17 of Chapter20 53 of Laws 2022 to plan, design, construct and improve21 infrastructure in downtown main street districts and in local22 arts and cultural districts statewide is extended through23 fiscal year 2028.24 SECTION 330. PUBLIC SCHOOL BUS CAMERAS PURCHASE25 STATEWIDE--EXTEND TIME--PUBLIC SCHOOL CAPITAL OUTLAY HTRC/HB 332/a/woecPage 1221 FUND.--The time of expenditure for the public education2 department project in Subsection 2 of Section 47 of Chapter3 66 of Laws 2024 to purchase cameras for newly purchased to-4 and-from school buses statewide is extended through fiscal5 year 2028.6SECTION 331. SCHOOL BUS REPLACEMENT STATEWIDE--EXTEND7 TIME--PUBLIC SCHOOL CAPITAL OUTLAY FUND.--The time of8 expenditure for the public education department project in9 Subsection 3 of Section 47 of Chapter 66 of Laws 2024 to10 purchase district-owned to-and-from school buses is extended11 through fiscal year 2028.12 SECTION 332. RIVER RESTORATION AND ENDANGERED SPECIES13 PROTECTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of14 expenditure for the office of the state engineer project in15 Subsection 6 of Section 21 of Chapter 53 of Laws 2022 to16 plan, design and construct habitat restoration projects in17 the Rio Grande, San Juan and Pecos river basins statewide is18 extended through fiscal year 2028.19 SECTION 333. YOUTH BEHAVIORAL HEALTH SOUTH CAMPUS20 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of21 expenditure for the department of finance and administration22 project in Subsection 3 of Section 24 of Chapter 53 of Laws23 2022 to acquire property and to plan, design, construct,24 equip and furnish a youth behavioral health campus in25 southern New Mexico is extended through fiscal year 2028. ACEQUIA DE ABAJO LA LOMA REPLACEMENT--15 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure16 for the interstate stream commission project in Subsection 5117 of Section 29 of Chapter 53 of Laws 2022 to plan, design and18 construct improvements, including replacements of subsurface19 pipeline, headgate and facilities, for acequia de Abajo la20 Loma in Taos county is extended through fiscal year 2028.21 SECTION 336. ACEQUIA DE SAN MIGUEL IMPROVEMENT--EXTEND22 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the23 interstate stream commission project in Subsection 53 of24 Section 29 of Chapter 53 of Laws 2022 to plan, design and25 construct improvements to the acequia de San Miguel in Taos HTRC/HB 332/a/woecPage 1241 county is extended through fiscal year 2028.2SECTION 337. QUESTA VETERANS MEMORIAL FIELD EQUIPMENT9 PURCHASE--CHANGE TO EQUIPMENT, FURNISHINGS AND STORAGE10 BUILDING PURCHASE--EXTEND TIME--GENERAL FUND.--The unexpended11 balance of the appropriation to the local government division12 in Subsection 533 of Section 28 of Chapter 66 of Laws 2024 to13 purchase equipment for a veterans memorial field in Questa in14 Taos county shall not be expended for the original purpose15 but is changed to purchase equipment and furnishings and to16 plan, design, purchase, construct, equip and furnish a17 storage building for a veterans memorial field in Questa in18 Taos county. The time of expenditure is extended through19 fiscal year 2028.20 SECTION 348. RED RIVER VALLEY CHARTER SCHOOL FACILITY21 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of22 expenditure for the public education department project in23 Subsection 213 of Section 18 of Chapter 53 of Laws 2022 to24 plan, design, construct and equip a facility for the Red25 River Valley charter school in Taos county is extended HTRC/HB 332/a/woecPage 1281 through fiscal year 2028.2SECTION 349. RED RIVER PUBLIC WORKS BUILDING3 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of4 expenditure for the department of environment project in5 Subsection 135 of Section 22 of Chapter 53 of Laws 2022 to6 plan, design, construct, equip and furnish a public works7 building for Red River in Taos county is extended through8 fiscal year 2028.9SECTION 350. TALPA COMMUNITY CENTER RENOVATION--EXTEND10 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the11 local government division project in Subsection 421 of12 Section 30 of Chapter 53 of Laws 2022 to plan, design,13 construct, renovate, furnish and equip the Talpa community14 center, including the heating, ventilation and air15 conditioning system, windows, wood floors and fencing, in16 Taos county is extended through fiscal year 2028.17 SECTION 351. TAOS COUNTY AFFORDABLE HOUSING PROJECT18 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of19 expenditure for the local government division project in20 Subsection 430 of Section 30 of Chapter 53 of Laws 2022 to21 plan, design and construct an affordable housing project in22 Taos in Taos county is extended through fiscal year 2028.23 SECTION 352. TAOS MUNICIPAL SCHOOL DISTRICT BUILDINGS24 AND GROUNDS EQUIPMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The25 time of expenditure for the public education department HTRC/HB 332/a/woecPage 1291 project in Subsection 215 of Section 18 of Chapter 53 of Laws2 2022 to plan, design, construct, purchase and install a3 security system district-wide, including automatic door locks4 and video and audio alerts, for the Taos municipal school5 district in Taos county is extended through fiscal year 2028.6SECTION 353. PUEBLO OF TAOS SENIOR DAY CARE7 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of8 expenditure for the aging and long-term services department9 project in Subsection 19 of Section 5 of Chapter 53 of Laws10 2022 to acquire easements and rights of way and to plan,11 design, construct, furnish and equip a senior day care12 facility for the Pueblo of Taos in Taos county is extended13 through fiscal year 2028.14 SECTION 354. TAOS SKI VALLEY FIRE HYDRANT15 INSTALLATION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of16 expenditure for the department of environment project in17 Subsection 136 of Section 22 of Chapter 53 of Laws 2022 to18 purchase, equip and install fire hydrants in Taos Ski Valley19 in Taos county is extended through fiscal year 2028.20 SECTION 355. TAJIQUE LAND GRANT-MERCED COMMUNITY CENTER21 RENOVATION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of22 expenditure for the local government division project in23 Subsection 435 of Section 30 of Chapter 53 of Laws 2022 to24 plan, design, construct, renovate, equip and furnish a25 community multipurpose center and park for the Town of HTRC/HB 332/a/woecPage 1301 Tajique land grant-merced in Torrance county is extended2 through fiscal year 2028.3SECTION 356. DURAN WATER SYSTEM IMPROVEMENTS--CHANGE TO4 TORRANCE COUNTY WATER SYSTEM IMPROVEMENTS--EXTEND TIME--5 SEVERANCE TAX BONDS.--The unexpended balance of the6 appropriation to the department of environment in Subsection7 137 of Section 22 of Chapter 53 of Laws 2022 to plan, design,8 construct and equip water system improvements for Duran in9 Torrance county shall not be expended for the original10 purpose but is changed to plan, design, construct and equip11 water system improvements in Torrance county. The time of12 expenditure is extended through fiscal year 2028.13 SECTION 357. TORREON ACEQUIA ASSOCIATION REPAIR--EXTEND14 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the15 interstate stream commission project in Subsection 57 of16 Section 29 of Chapter 53 of Laws 2022 to plan, design,17 construct and equip acequia repairs and improvements for the18 Torreon acequia association in Torrance county is extended19 through fiscal year 2028.20 SECTION 358. TORREON LAND GRANT COMMUNITY CENTER AND21 FIRE DEPARTMENT RENOVATION--EXTEND TIME--SEVERANCE TAX22 BONDS.--The time of expenditure for the local government23 division project in Subsection 440 of Section 30 of Chapter24 53 of Laws 2022 to plan, design, construct, improve, furnish25 and equip a community center and fire department for the HTRC/HB 332/a/woecPage 1311 Torreon land grant in Torrance county is extended through2 fiscal year 2028.3SECTION 359. TORRANCE COUNTY FAIRGROUNDS CONSTRUCTION--4 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure5 for the local government division project in Subsection 4376 of Section 30 of Chapter 53 of Laws 2022 to plan, design,7 construct, furnish and equip improvements to the county8 fairgrounds in Estancia in Torrance county is extended9 through fiscal year 2028.10SECTION 360. MORIARTY ANIMAL SHELTER REPLACEMENT--11 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure12 for the local government division project in Subsection 44213 of Section 30 of Chapter 53 of Laws 2022 to plan, design,14 construct and equip an animal shelter in Moriarty in Torrance15 county is extended through fiscal year 2028.16SECTION 361. MORIARTY CITY HALL BUILDING REPLACEMENT--17 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure18 for the local government division project in Subsection 44319 of Section 30 of Chapter 53 of Laws 2022 to plan, design,20 construct, furnish and equip a city hall facility for21 Moriarty in Torrance county is extended through fiscal year22 2028.23SECTION 362. MOUNTAINAIR PUBLIC LIBRARY IMPROVEMENT--24 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure25 for the local government division project in Subsection 445 HTRC/HB 332/a/woecPage 1321 of Section 30 of Chapter 53 of Laws 2022 to plan, design,2 construct and renovate the public library in Mountainair in3 Torrance county is extended through fiscal year 2028.4SECTION 363. MOUNTAINAIR WATER SYSTEM IMPROVEMENT--5 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure6 for the department of environment project in Subsection 1387 of Section 22 of Chapter 53 of Laws 2022 to plan, design and8 construct water system improvements, including an additional9 well and renovations to Willard well 1 and Willard well 2b,10 for Mountainair in Torrance county is extended through fiscal11 year 2028.12 SECTION 364. DES MOINES AMBULANCE PURCHASE--EXTEND13 TIME--GENERAL FUND.--The time of expenditure for the local14 government division project in Subsection 555 of Section 2815 of Chapter 66 of Laws 2024 to purchase and equip ambulances16 for Des Moines in Union county is extended through fiscal17 year 2028.18 SECTION 365. FOLSOM HEAVY EQUIPMENT PURCHASE--EXTEND19 TIME--GENERAL FUND.--The time of expenditure for the local20 government division project in Subsection 557 of Section 2821 of Chapter 66 of Laws 2024 to purchase and install equipment22 for the public works department in Folsom in Union county is23 extended through fiscal year 2028.24 SECTION 366. BELEN ARAGON DETENTION POND CONSTRUCTION--25 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure HTRC/HB 332/a/woecPage 1331 for the department of transportation project in Subsection 942 of Section 36 of Chapter 53 of Laws 2022 to plan, design and3 construct Aragon pond and minor drainage appurtenances4 southwest of the intersection of west Aragon road and the5 west frontage road west of Belen in Valencia county is6 extended through fiscal year 2028.7SECTION 367. VALENCIA COUNTY ADMINISTRATION BUILDING8 RENOVATION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of9 expenditure for the local government division project in10 Subsection 451 of Section 30 of Chapter 53 of Laws 2022 to11 plan, design, construct, improve and equip an administration12 building, including accessibility compliance features, fire13 alarms, sprinklers, electricity, plumbing and heating,14 ventilation and air conditioning, in Valencia county is15 extended through fiscal year 2028.16 SECTION 368. VALENCIA COUNTY SHERIFF'S OFFICE TRAINING17 EQUIPMENT PURCHASE--EXTEND TIME--GENERAL FUND.--The time of18 expenditure for the local government division project in19 Subsection 564 of Section 28 of Chapter 66 of Laws 2024 to20 purchase and equip gear and supplies for training in the21 sheriff's office in Valencia county is extended through22 fiscal year 2028.23 SECTION 369. VALENCIA SOIL AND WATER CONSERVATION24 DISTRICT RIO ABAJO CONSERVATION AREA IMPROVEMENT--EXTEND25 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the HTRC/HB 332/a/woecPage 1341 New Mexico state university project in Subsection 26 of2 Section 41 of Chapter 53 of Laws 2022 to demolish existing3 buildings and to remediate and upgrade the Rio Abajo4 conservation area for the Valencia soil and water5 conservation district in Valencia county is extended through6 fiscal year 2028.7SECTION 370. BELEN DRAINAGE IMPROVEMENT--EXTEND TIME--8 SEVERANCE TAX BONDS.--The time of expenditure for the office9 of the state engineer project in Subsection 9 of Section 2110 of Chapter 53 of Laws 2022 to update a master plan and to11 plan, design, construct and improve drainage structures and12 systems in the Belen area in Valencia county is extended13 through fiscal year 2028.14 SECTION 371. UNITED STATES INTERSTATE HIGHWAY 25 NORTH15 EXIT 195 DESIGN--EXTEND TIME--SEVERANCE TAX BONDS.--The time16 of expenditure for the department of transportation project17 in Subsection 101 of Section 36 of Chapter 53 of Laws 2022 to18 plan, design and construct a westward connector at the north19 interchange at interstate 25 exit 195 in Belen in Valencia20 county is extended through fiscal year 2028.21 SECTION 372. BOSQUE FARMS DIGITAL RADIO EQUIPMENT--22 EXTEND TIME--GENERAL FUND.--The time of expenditure for the23 local government division project in Subsection 568 of24 Section 28 of Chapter 66 of Laws 2024 to purchase and equip25 digital radios for the police department, the fire department HTRC/HB 332/a/woecPage 1351 and emergency medical services in Bosque Farms in Valencia2 county is extended through fiscal year 2028.3SECTION 373. BOSQUE FARMS POLICE VEHICLE PURCHASE--4 EXTEND TIME--GENERAL FUND.--The time of expenditure for the5 local government division project in Subsection 569 of6 Section 28 of Chapter 66 of Laws 2024 to purchase and equip7 police vehicles in Bosque Farms in Valencia county is8 extended through fiscal year 2028.9SECTION 374. LOS LUNAS POLICE VEHICLE PURCHASE--EXTEND10 TIME--GENERAL FUND.--The time of expenditure for the local11 government division project in Subsection 571 of Section 2812 of Chapter 66 of Laws 2024 to purchase and equip vehicles for13 the Los Lunas police department in Los Lunas in Valencia14 county is extended through fiscal year 2028.15 SECTION 375. PERALTA AMOR COURT IMPROVEMENT--CHANGE TO16 PERALTA ROADS AND FLOOD CONTROL IMPROVEMENT--EXTEND TIME--17 SEVERANCE TAX BONDS.--The unexpended balance of the18 appropriation to the department of transportation in19 Subsection 102 of Section 36 of Chapter 53 of Laws 2022 to20 plan, design, construct and improve Amor court in Peralta in21 Valencia county shall not be expended for the original22 purpose but is changed to plan, design, construct and improve23 various roads and flood control in Peralta in Valencia24 county. TOWN OF TOME LAND GRANT-MERCED17 MULTIPURPOSE COMMUNITY CENTER IMPROVEMENT--CHANGE TO ACQUIRE18 PROPERTY AND IMPROVE FACILITIES--EXTEND TIME--GENERAL19 FUND.--The unexpended balance of the appropriation to the20 local government division in Subsection 579 of Section 28 of21 Chapter 66 of Laws 2024 to plan, design, construct, renovate,22 repair and improve the Tome Dominguez community center and23 baseball field, including the purchase and installation of24 solar panels and heating, ventilation and air conditioning25 systems, for the Town of Tome land grant-merced in Tome in HTRC/HB 332/a/woecPage 1371 Valencia county shall not be expended for the original2 purpose but is changed to acquire land and buildings and to3 plan, design, construct, repair, furnish, equip and improve4 facilities for the Town of Tome land grant-merced in Valencia5 county. The time of expenditure is extended through fiscal6 year 2028.7SECTION 379. NAVAJO NATION BROADBAND PROJECT8 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of9 expenditure for the department of information technology10 project in Subsection 2 of Section 31 of Chapter 81 of Laws11 2020 for which the time of expenditure was previously12 extended in Laws 2024, Chapter 65, Section 136 to acquire13 easements and rights of way and to plan, design and construct14 improvements, including conducting archaeological and15 environmental studies and enhanced 911 and rural addressing,16 for the broadband internet access project across the Navajo17 Nation in McKinley, San Juan, Rio Arriba, Sandoval,18 Bernalillo, Cibola and Socorro counties is extended through19 fiscal year 2028.20 SECTION 380. DEPARTMENT OF TRANSPORTATION--WILDWOOD21 LANE ROAD AND DRAIN IMPROVEMENT--EXTEND TIME--SEVERANCE TAX22 BONDS.--The time of expenditure for the department of23 transportation project in Subsection 8 of Section 38 of24 Chapter 81 of Laws 2020 for which the time of expenditure was25 previously extended in Laws 2024, Chapter 65, Section 48 to HTRC/HB 332/a/woecPage 1381 acquire rights of way and to plan, design and construct road2 and drainage improvements on Wildwood lane SW from Goff3 boulevard to the end of the lane in the Atrisco community and4 for other road projects in house district 14 in Bernalillo5 county is extended through fiscal year 2028.6SECTION 381.
