2  RELATING TO CAPITAL EXPENDITURES; REAUTHORIZING OR
3  REAPPROPRIATING BALANCES, EXPANDING OR CHANGING PURPOSES,
4  EXTENDING EXPENDITURE PERIODS AND CHANGING AGENCIES;
5  ESTABLISHING CONDITIONS FOR THE REVERSION OR TRANSFER OF
6  UNEXPENDED BALANCES OF APPROPRIATIONS MADE BY THE LEGISLATURE
7  IN PRIOR YEARS.

9  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
10SECTION 1.   SEVERANCE TAX BONDS--REAUTHORIZATION AND
11 REAPPROPRIATION OF PROCEEDS.--For a prior year severance tax
12 bond appropriation for a capital outlay project as provided
13 in this act, the legislature may reauthorize or reappropriate
14 the unexpended balance of the severance tax bond proceeds,
15 expand or change the project purpose, extend the expenditure
16 period, change the recipient agency or establish conditions
17 for the reversion or transfer of the unexpended balance due
18 to:
19A.   the inability of a project to use the proceeds
20 of the severance tax bonds for the purpose originally
21 authorized by law;
22B.   the completion of a project without the use of
23 the appropriated severance tax bond proceeds;
24C.   unanticipated delays in the need for or
25 expenditure of the severance tax bond proceeds for the  HTRC/HB 332/a/woec

1  purpose originally authorized by law; or
2D.   required compliance with the federal Internal
3  Revenue Code of 1986, as amended.
4SECTION 2.     SEVERANCE TAX BONDS--REVERSION OF
5  PROCEEDS.--
6A.   Except as otherwise provided in another section
7  of this act:
8(1)   the unexpended balance from the proceeds
9  of severance tax bonds issued for a project that has been
10 reauthorized in this act shall revert to the severance tax
11 bonding fund:
12(a)   at the end of the expenditure
13 period as set forth in this act, if the expenditure period is
14 changed in this act; or
15(b)   if the expenditure period is not
16 changed in this act, pursuant to the time frame set forth in
17 the law that originally authorized the severance tax bonds or
18 the time frame set forth in any law that has previously
19 reauthorized the expenditure of the proceeds, whichever is
20 later; and
21(2)   all remaining balances from the proceeds
22 of severance tax bonds issued for a project that has been
23 reauthorized in this act shall revert to the severance tax
24 bonding fund three months after the reversion date for the
25 unexpended balances.  HTRC/HB 332/a/woec

1B.    For the purpose of this section, "unexpended
2  balance" means the remainder of an appropriation after
3  reserving for unpaid costs and expenses covered by binding
4  written obligations to third parties.
5SECTION 3.    GENERAL FUND AND OTHER FUND APPROPRIATIONS--
6  REVERSIONS.--
7A.    Except as otherwise provided in another section
8  of this act:
9(1)   the unexpended balance of an
10 appropriation from the general fund or other state fund that
11 has been changed in this act shall revert:
12(a)   at the end of the expenditure
13 period as set forth in this act, if the expenditure period is
14 changed in this act; or
15(b)   if the expenditure period is not
16 changed in this act, pursuant to the time frame set forth in
17 the law in which the original appropriation was made or the
18 time frame set forth in any law that has previously changed
19 the appropriation, whichever is later; and
20(2)   all remaining balances of an
21 appropriation from the general fund or other state fund that
22 has been changed in this act shall revert three months after
23 the reversion date for the unexpended balance.
24B.    Except as provided in Subsection C of this
25 section, the balance of an appropriation made from the  HTRC/HB 332/a/woec

1  general fund or other state fund shall revert pursuant to
2  Subsection A of this section to the originating fund.
3C.   The balance of an appropriation made from the
4  general fund or other state fund to the Indian affairs
5  department or the aging and long-term services department for
6  a project located on lands of an Indian nation, tribe or
7  pueblo shall revert pursuant to Subsection A of this section
8  to the tribal infrastructure project fund.
9D.   For the purpose of this section, "unexpended
10 balance" means the remainder of an appropriation after
11 reserving for unpaid costs and expenses covered by binding
12 written obligations to third parties.
13      SECTION 4.   LOS OJOS MUTUAL DOMESTIC WATER CONSUMERS'
14 AND SEWAGE WORKS ASSOCIATION AND BRAZOS MUTUAL DOMESTIC WATER
15 CONSUMERS ASSOCIATION WATER SYSTEM IMPROVEMENT--EXTEND TIME--
16 SEVERANCE TAX BONDS.--The time of expenditure for the
17 department of environment project in Subsection 75 of Section
18 22 of Chapter 53 of Laws 2022 to plan, design, construct and
19 renovate wells in Los Ojos mutual domestic water consumers'
20 and sewage works association and Brazos mutual domestic water
21 consumers association in Rio Arriba county is extended
22 through fiscal year 2028.
23      SECTION 5.   ATRISCO DRIVE CONSTRUCTION--EXTEND TIME--
24 SEVERANCE TAX BONDS.--The time of expenditure for the
25 department of transportation project in Subsection 2 of  HTRC/HB 332/a/woec

1  Section 36 of Chapter 53 of Laws 2022 to plan, design,
2  construct and improve Atrisco drive, including drainage, curb
3  and gutter and sidewalks, in Bernalillo county is extended
4  through fiscal year 2028.
5SECTION 6.     BERNALILLO COUNTY TOWN OF ATRISCO LAND
6  GRANT-MERCED MONUMENT AND MEMORIAL PLAZA PARK--EXTEND TIME--
7  SEVERANCE TAX BONDS.--The time of expenditure for the local
8  government division project in Subsection 9 of Section 35 of
9  Chapter 81 of Laws 2020 for which the time of expenditure was
10 previously extended in Laws 2024, Chapter 65, Section 35 to
11 acquire land and to plan, design and construct an Atrisco
12 land grant-merced monument and memorial plaza park in the
13 Atrisco community in Bernalillo county is extended through
14 fiscal year 2028.
15      SECTION 7.     ATRISCO VISTA BOULEVARD CONSTRUCTION--EXTEND
16 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the
17 department of transportation project in Subsection 3 of
18 Section 36 of Chapter 53 of Laws 2022 to acquire rights of
19 way for and to plan, design and construct the realignment of
20 Atrisco Vista boulevard, from Double Eagle airport to paseo
21 del Norte boulevard NW, including the intersection of Atrisco
22 Vista boulevard and paseo del Norte boulevard NW, in
23 Bernalillo county is extended through fiscal year 2028.
24      SECTION 8.     ATRISCO VISTA BOULEVARD EXTENSION
25 IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The time of        HTRC/HB 332/a/woec

1  expenditure for the department of transportation project
2  originally authorized in Subsection 1 of Section 38 of
3  Chapter 81 of Laws 2020 for which the time of expenditure was
4  previously extended in Laws 2024, Chapter 65, Section 3 to
5  acquire rights of way for and to plan, design, construct,
6  extend and improve Atrisco Vista boulevard, including bike
7  lanes, in Bernalillo county is extended through fiscal year
8  2028.
9SECTION 9.    BERNALILLO COUNTY AFFORDABLE HOUSING PROJECT
10 IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The time of
11 expenditure for the department of transportation project in
12 Subsection 5 of Section 36 of Chapter 53 of Laws 2022 to
13 plan, design, construct and equip sanitary sewer, storm
14 drainage and required road infrastructure for an affordable
15 housing project at 98th street and Gibson boulevard SW in
16 Bernalillo county is extended through fiscal year 2028.
17SECTION 10.    BERNALILLO COUNTY SENIOR AFFORDABLE HOUSING
18 CONSTRUCTION--CHANGE TO AFFORDABLE HOUSING COMPLEX
19 CONSTRUCTION--CHANGE AGENCY--EXTEND TIME--GENERAL FUND.--The
20 unexpended balance of the appropriation to the aging and
21 long-term services department in Subsection 1 of Section 16
22 of Chapter 159 of Laws 2025 to acquire and to plan, design
23 and construct affordable housing complexes for low-to-
24 moderate-income senior citizens in Bernalillo county shall
25 not be expended for the original purpose but is appropriated  HTRC/HB 332/a/woec

1  to the local government division to acquire property for and
2  to plan, design, purchase, construct, improve and equip
3  affordable housing complexes for low-to-moderate-income
4  residents in Bernalillo county.   The time of expenditure is
5  extended through fiscal year 2028.
6SECTION 11.   BERNALILLO COUNTY ALAMEDA DRAIN TRAIL
7  CONSTRUCTION--EXTEND TIME--GENERAL FUND.--The time of
8  expenditure for the local government division project in
9  Subsection 9 of Section 33 of Chapter 159 of Laws 2025 to
10 plan, design, construct and renovate the Alameda drain trail
11 in Bernalillo county is extended through fiscal year 2028.
12      SECTION 12.   BERNALILLO COUNTY CENTRO SAVILA BUILDING
13 PURCHASE--EXTEND TIME--SEVERANCE TAX BONDS.--The time of
14 expenditure for the local government division project in
15 Subsection 7 of Section 30 of Chapter 53 of Laws 2022 to
16 purchase a building and to plan, design, construct and
17 renovate a mental health and suicide prevention facility for
18 immigrant and refugee families in Bernalillo county is
19 extended through fiscal year 2028.
20      SECTION 13.   BERNALILLO COUNTY FLAMENCO EDUCATION
21 PROGRAM VEHICLE AND EQUIPMENT PURCHASE--EXTEND TIME--GENERAL
22 FUND.--The time of expenditure for the local government
23 division project in Subsection 15 of Section 28 of Chapter 66
24 of Laws 2024 to purchase, deliver and equip vehicles and
25 storage containers for a statewide flamenco educational  HTRC/HB 332/a/woec

1  program in Bernalillo county is extended through fiscal year
2  2028.
3SECTION 14.   BERNALILLO COUNTY HEALTH CARE SERVICE
4  PLAN--CHANGE TO HEALTH CARE FACILITY EQUIPMENT AND
5  INFORMATION TECHNOLOGY PURCHASE--EXTEND TIME--GENERAL
6  FUND.--The unexpended balance of the appropriation to the
7  local government division in Subsection 18 of Section 28 of
8  Chapter 66 of Laws 2024 to plan and design a health care
9  facility in Bernalillo county shall not be expended for the
10 original purpose but is changed to purchase and install
11 equipment and information technology at a health care
12 facility in Bernalillo county.     The time of expenditure is
13 extended through fiscal year 2028.
14SECTION 15.   BERNALILLO COUNTY EAST MOUNTAIN FOOD PANTRY
15 EQUIPMENT PURCHASE--EXTEND TIME--GENERAL FUND.--The time of
16 expenditure for the local government division project in
17 Subsection 23 of Section 28 of Chapter 66 of Laws 2024 to
18 purchase and deliver equipment for a food pantry serving low-
19 income, food-insecure individuals in the East Mountain area
20 in Bernalillo county is extended through fiscal year 2028.
21SECTION 16.   BERNALILLO COUNTY PARADISE HILLS LITTLE
22 LEAGUE GROUNDS AND FACILITY IMPROVEMENT--EXTEND TIME--
23 SEVERANCE TAX BONDS.--The time of expenditure for the local
24 government division project in Subsection 17 of Section 30 of
25 Chapter 53 of Laws 2022 to plan, design, construct, install  HTRC/HB 332/a/woec

1  and equip improvements to the facilities and grounds used by
2  the Paradise Hills little league, including a concrete
3  entryway, playground, bleachers, shade structures, field and
4  parking lighting, pavilion, landscaping and walking trails,
5  in Bernalillo county is extended through fiscal year 2028.
6SECTION 17.   BERNALILLO COUNTY ROAD TRAFFIC CALMING
7  INSTALLATION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of
8  expenditure for the department of transportation project in
9  Subsection 10 of Section 36 of Chapter 53 of Laws 2022 to
10 plan, design, construct and install traffic calming devices
11 for roads in Bernalillo county is extended through fiscal
12 year 2028.
13      SECTION 18.   BERNALILLO COUNTY ROAD IMPROVEMENT--EXTEND
14 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the
15 department of transportation project in Subsection 7 of
16 Section 36 of Chapter 53 of Laws 2022 to plan, design,
17 construct and improve county roads in Bernalillo county is
18 extended through fiscal year 2028.
19      SECTION 19.   BERNALILLO COUNTY SHERIFF'S OFFICE INFRARED
20 CAMERAS PURCHASE--EXTEND TIME--GENERAL FUND.--The time of
21 expenditure for the local government division project in
22 Subsection 36 of Section 28 of Chapter 66 of Laws 2024 to
23 purchase, equip and install color infrared cameras for the
24 sheriff's office metropolitan air support unit in Bernalillo
25 county is extended through fiscal year 2028.  HTRC/HB 332/a/woec

1SECTION 20.   BERNALILLO COUNTY SHERIFF'S DEPARTMENT
2  INFORMATION TECHNOLOGY PURCHASE--EXTEND TIME--GENERAL
3  FUND.--The time of expenditure for the local government
4  division project in Subsection 37 of Section 28 of Chapter 66
5  of Laws 2024 to purchase, equip and install information
6  technology and crime prevention technology for the sheriff's
7  office in Bernalillo county is extended through fiscal year
8  2028.
9SECTION 21.   BERNALILLO COUNTY SUBSTANCE ABUSE RECOVERY
10 SERVICE EQUIPMENT PURCHASE--EXTEND TIME--GENERAL FUND.--The
11 time of expenditure for the local government division project
12 in Subsection 40 of Section 28 of Chapter 66 of Laws 2024 to
13 purchase, deliver and equip kitchen appliances, information
14 technology, furniture and equipment for a substance abuse
15 recovery program in Bernalillo county is extended through
16 fiscal year 2028.
17SECTION 22.   BERNALILLO COUNTY TRAFFIC SIGNALS
18 REPLACEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The time of
19 expenditure for the department of transportation project in
20 Subsection 12 of Section 36 of Chapter 53 of Laws 2022 to
21 plan, design, construct, replace, purchase, equip and install
22 traffic signals for roads in Bernalillo county is extended
23 through fiscal year 2028.
24SECTION 23.   BERNALILLO COUNTY VETERANS TRANSITIONAL
25 HOUSING PURCHASE--CHANGE TO TRANSITIONAL HOUSING  HTRC/HB 332/a/woec

1  IMPROVEMENT--GENERAL FUND.--The unexpended balance of the
2  appropriation to the local government division originally
3  authorized in Subsection 155 of Section 28 of Chapter 199 of
4  Laws 2023 and reauthorized in Laws 2025, Chapter 158, Section
5  14 to purchase and install furnishings and equipment for
6  transitional housing at the veterans integration centers in
7  Albuquerque in Bernalillo county shall not be expended for
8  the original or reauthorized purpose but is changed to plan,
9  design, construct, furnish, equip and improve transitional
10 housing, including security systems, sidewalks and
11 landscaping, at the veterans integration centers in
12 Bernalillo county.
13      SECTION 24.     BERNALILLO COUNTY INDOOR AND OUTDOOR KENNEL
14 PURCHASE--CHANGE TO VOCATIONAL TRAINING EQUIPMENT PURCHASE--
15 GENERAL FUND.--The unexpended balance of the appropriation to
16 the local government division in Subsection 20 of Section 28
17 of Chapter 66 of Laws 2024 to purchase, equip and install
18 indoor and outdoor kennels for a program to assist military
19 veterans and shelter animals in Bernalillo county shall not
20 be expended for the original purpose but is changed to
21 purchase equipment, including food pantry and transport
22 equipment and animal kenneling and handling systems, for a
23 vocational training program for veterans in Bernalillo
24 county.
25      SECTION 25.     CHILILI LAND GRANT-MERCED SKID STEER  HTRC/HB 332/a/woec

1  PURCHASE--EXTEND TIME--GENERAL FUND.--The time of expenditure
2  for the local government division project in Subsection 214
3  of Section 28 of Chapter 66 of Laws 2024 to purchase and
4  equip a skid steer, including attachments, for the Chilili
5  land grant-merced in Bernalillo county is extended through
6  fiscal year 2028.
7SECTION 26.    CENTRAL NEW MEXICO COMMUNITY COLLEGE
8  BUILDINGS DEMOLITION--CHANGE TO MAIN CAMPUS IMPROVEMENT--
9  GENERAL FUND.--The unexpended balance of the appropriation to
10 the higher education department in Subsection 1 of Section 24
11 of Chapter 159 of Laws 2025 to demolish and remove existing
12 facilities, including Ted Chavez hall and the buildings on
13 the west campus, at central New Mexico community college in
14 Bernalillo county shall not be expended for the original
15 purpose but is changed to plan, design, construct, improve
16 and equip spaces at the main campus in preparation for the
17 demolition and removal of the west building and Ted Chavez
18 hall at central New Mexico community college in Bernalillo
19 county.
20      SECTION 27.    MCMAHON BOULEVARD IMPROVEMENT BERNALILLO
21 COUNTY--EXTEND TIME--SEVERANCE TAX BONDS.--The time of
22 expenditure for the department of transportation project in
23 Subsection 11 of Section 38 of Chapter 81 of Laws 2020 for
24 which the time of expenditure was previously extended in Laws
25 2024, Chapter 65, Section 45 to acquire rights of way and to    HTRC/HB 332/a/woec

1  plan, design and construct road, signal and safety
2  improvements to McMahon boulevard from Rockcliff drive to
3  Anasazi Ridge avenue and Kayenta street in Albuquerque in
4  Bernalillo county is extended through fiscal year 2028.
5SECTION 28.   QUAIL HOLLOW MUTUAL DOMESTIC WATER USERS
6  ASSOCIATION WATER SYSTEM IMPROVEMENT--EXTEND TIME--SEVERANCE
7  TAX BONDS.--The time of expenditure for the department of
8  environment project in Subsection 3 of Section 22 of Chapter
9  53 of Laws 2022 to plan, design and construct water system
10 improvements, including service connections, wells, water
11 storage systems, repairs to electrical systems and well and
12 pump house buildings, for the Quail Hollow mutual domestic
13 water users association in Bernalillo county is extended
14 through fiscal year 2028.
15      SECTION 29.   QUIET LANE SOUTHWEST RIGHTS OF WAY ROAD AND
16 DRAINAGE IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The
17 time of expenditure for the department of transportation
18 project originally authorized in Subsection 7 of Section 38
19 of Chapter 81 of Laws 2020 for which the time of expenditure
20 was previously extended in Laws 2024, Chapter 65, Section 10
21 to acquire rights of way and to plan, design and construct
22 road and storm drainage improvements on Quiet lane SW from
23 Goff boulevard to the end of the road in the Atrisco
24 community and for other road projects in house district 14 in
25 Bernalillo county is extended through fiscal year 2028.  HTRC/HB 332/a/woec

1SECTION 30.   RIVERSIDE DRIVE SW IMPROVEMENT--EXTEND
2  TIME--SEVERANCE TAX BONDS.--The time of expenditure for the
3  department of transportation project in Subsection 20 of
4  Section 36 of Chapter 53 of Laws 2022 to acquire rights of
5  way and to plan, design, construct, replace and improve the
6  road and storm drainage along Riverside drive SW between
7  Nashville avenue and La Vega drive in the Atrisco community
8  and for other road projects in Bernalillo county is extended
9  through fiscal year 2028.
10      SECTION 31.   SAN YGNACIO ROAD SW CONSTRUCTION--EXTEND
11 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the
12 department of transportation project in Subsection 21 of
13 Section 36 of Chapter 53 of Laws 2022 to acquire rights of
14 way and to plan, design, construct, replace and improve the
15 road and storm drainage along San Ygnacio road SW from Pear
16 drive to Goff boulevard and Tapia boulevard SW from San
17 Ygnacio road to Goff boulevard in the Atrisco community and
18 for other road projects in Bernalillo county is extended
19 through fiscal year 2028.
20      SECTION 32.   ALBUQUERQUE MESA DEL SOL EAST PLAT LIFT
21 STATION CONSTRUCTION--CLARIFYING PROJECT--EXTEND TIME--
22 SEVERANCE TAX BONDS.--The time of expenditure for the
23 department of environment project in Subsection 4 of Section
24 22 of Chapter 53 of Laws 2022 to plan, design and construct a
25 lift station on the east plat of the Mesa del Sol economic      HTRC/HB 332/a/woec

1  development hub in Bernalillo county for the Albuquerque-
2  Bernalillo county water utility authority in Bernalillo
3  county is extended through fiscal year 2028.
4SECTION 33.   ALBUQUERQUE MESA DEL SOL NORTH PLAT LIFT
5  STATION CONSTRUCTION--CLARIFICATION--EXTEND TIME--SEVERANCE
6  TAX BONDS.--The time of expenditure for the department of
7  environment project in Subsection 5 of Section 22 of Chapter
8  53 of Laws 2022 to plan, design and construct a lift station
9  on the north plat of the Mesa del Sol economic development
10 hub in Bernalillo county for the Albuquerque-Bernalillo
11 county water utility authority in Bernalillo county is
12 extended through fiscal year 2028.
13      SECTION 34.   ALBUQUERQUE-BERNALILLO COUNTY WATER UTILITY
14 AUTHORITY SOUTHSIDE WATER RECLAMATION PLANT OUTFALL
15 REALIGNMENT PROJECT D--EXTEND TIME--SEVERANCE TAX BONDS.--The
16 time of expenditure for the department of environment project
17 in Subsection 2 of Section 22 of Chapter 53 of Laws 2022 to
18 plan, design, construct, improve and equip the southside
19 water reclamation plant outfall realignment, including
20 additional bosque habitat, siting, trails, riparian
21 vegetation and root wad revetments along the Rio Grande, for
22 the Albuquerque-Bernalillo county water utility authority in
23 Bernalillo county is extended through fiscal year 2028.
24      SECTION 35.   ALBUQUERQUE RIO GRANDE STATE PARK
25 IMPROVEMENT--CHANGE TO MIDDLE RIO GRANDE CONSERVANCY DISTRICT    HTRC/HB 332/a/woec

1  RIO GRANDE STATE PARK IMPROVEMENT--GENERAL FUND.--The
2  unexpended balance of the appropriation to the local
3  government division in Subsection 162 of Section 28 of
4  Chapter 66 of Laws 2024 to plan, design, construct, equip and
5  improve areas of the bosque in the Rio Grande Valley state
6  park in Albuquerque in Bernalillo county shall not be
7  expended for the original purpose but is changed to plan,
8  design, construct, equip and improve areas of the bosque in
9  the Rio Grande Valley state park for the middle Rio Grande
10 conservancy district in Bernalillo county.
11      SECTION 36.   ALBUQUERQUE SOUTHWEST RIO GRANDE BOSQUE
12 IMPROVEMENT--CHANGE TO MIDDLE RIO GRANDE CONSERVANCY DISTRICT
13 RIO GRANDE BOSQUE IMPROVEMENT--GENERAL FUND.--The unexpended
14 balance of the appropriation to the local government division
15 in Subsection 197 of Section 33 of Chapter 159 of Laws 2025
16 to plan, design, construct, repair, purchase, restore, equip
17 and improve areas of the bosque on the west river bank and
18 south of Central avenue in Albuquerque in Bernalillo county
19 shall not be expended for the original purpose but is changed
20 to plan, design, construct, repair, purchase, restore, equip
21 and improve areas of the bosque on the west river bank and
22 south of Central avenue for the middle Rio Grande conservancy
23 district in Bernalillo county.
24      SECTION 37.   TWELFTH STREET AND SAWMILL ROAD
25 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of    HTRC/HB 332/a/woec

1  expenditure for the department of transportation project in
2  Subsection 1 of Section 36 of Chapter 53 of Laws 2022 to
3  plan, design, furnish, equip and construct improvements,
4  including landscaping and lighting, to the intersection of
5  Twelfth street and Sawmill road in Bernalillo county is

6SECTION 80.     ALBUQUERQUE SINGING ARROW PARK
7  IMPROVEMENT--CHANGE TO COORS ROAD NORTHWEST MEDIANS
8  IMPROVEMENT--CHANGE AGENCY--EXTEND TIME--GENERAL FUND.--The
9  unexpended balance of the appropriation to the local
10 government division in Subsection 190 of Section 33 of
11 Chapter 159 of Laws 2025 to plan, design, construct, equip
12 and improve Singing Arrow park in Albuquerque in Bernalillo
13 county shall not be expended for the original purpose but is
14 appropriated to the department of transportation to plan,
15 design, construct, equip, repair and improve medians and
16 median landscaping on Coors road NW in Albuquerque in
17 Bernalillo county.    The time of expenditure is extended
18 through fiscal year 2028.
19      SECTION 81.     DEPARTMENT OF PUBLIC SAFETY METRO
20 ADMINISTRATION BUILDING CONSTRUCTION--EXTEND TIME--SEVERANCE
21 TAX BONDS.--The time of expenditure for the capital program
22 fund project in Subsection 2 of Section 8 of Chapter 53 of
23 Laws 2022 to acquire land for and to plan, design, construct,
24 furnish and equip a new administrative complex for the
25 department of public safety in Albuquerque in Bernalillo  HTRC/HB 332/a/woec

12 department of transportation project in Subsection 37 of
13 Section 36 of Chapter 53 of Laws 2022 to acquire land for and
14 to plan, design, construct and improve McMahon boulevard NW
15 from Kayenta boulevard NW to Rockcliff drive NW, including
16 four lanes, sidewalks and street lighting, in Albuquerque in
17 Bernalillo county is extended through fiscal year 2028.
18      SECTION 84.    EASTERN PLAINS COUNCIL OF GOVERNMENTS
19 HOMELESS SHELTER RENOVATION--CHANGE TO MENAUL SCHOOL
20 COMMERCIAL KITCHEN EQUIPMENT PURCHASE--GENERAL FUND.--The
21 unexpended balance of the appropriation to the local
22 government division in Subsection 263 of Section 28 of
23 Chapter 66 of Laws 2024 to plan, design, construct, renovate,
24 furnish and equip transitional housing for the homeless in
25 Curry county shall not be expended for the original purpose     HTRC/HB 332/a/woec

2  equipment at Menaul school to expand food service capacity in

6  TO MESA DEL SOL TOWN CENTER ROADS CONSTRUCTION--EXTEND TIME--
7  SEVERANCE TAX BONDS.--The unexpended balance of the
8  appropriation to the department of transportation in
9  Subsection 38 of Section 36 of Chapter 53 of Laws 2022 to
10 plan, design and construct a road from the Mesa del Sol
11 interchange to the Mesa del Sol town center in Albuquerque in
12 Bernalillo county shall not be expended for the original
13 purpose but is changed to plan, design and construct roads in
14 the Mesa del Sol town center in Albuquerque in Bernalillo
15 county.   The time of expenditure is extended through fiscal
16 year 2028.
17      SECTION 86.   TRANSITIONAL HOUSING RENOVATION--CHANGE
18 AGENCY--GENERAL FUND.--The agency for the mortgage finance
19 authority project originally authorized in Section 36 of
20 Chapter 159 of Laws 2025 to plan, design, construct and
21 renovate a former medical and dental clinic for use as
22 affordable and transitional housing in the International
23 district in Albuquerque is changed to the local government
24 division of the department of finance and administration for

14 paseo del Norte, in Albuquerque in Bernalillo county is

16      SECTION 89.   SOUTHWESTERN INDIAN POLYTECHNIC INSTITUTE
17 WATER LINE AND ROOF REPLACEMENT--CHANGE TO IMPROVE CAMPUS
18 INFRASTRUCTURE--EXTEND TIME--SEVERANCE TAX BONDS.--The
19 unexpended balance of the appropriation to the higher
20 education department in Subsection 3 of Section 37 of Chapter
21 53 of Laws 2022 to plan, design, construct, renovate, improve
22 and replace water lines and roofs campuswide at the
23 southwestern Indian polytechnic institute in Albuquerque in
24 Bernalillo county shall not be expended for the original

11 Section 36 of Chapter 53 of Laws 2022 to acquire rights of
12 way and to plan, design, construct, replace and improve the
13 road and storm drainage along Sunset road SW from Gonzales
14 road to Neetsie drive in the Atrisco community and for other
15 road projects in Bernalillo county is extended through fiscal
16 year 2028.
17      SECTION 91.   TIERRA ADENTRO OF NEW MEXICO VEHICLE
18 PURCHASE--CHANGE TO VEHICLE PURCHASE AND INFRASTRUCTURE
19 IMPROVEMENT--EXTEND TIME--GENERAL FUND.--The unexpended
20 balance of the appropriation to the public education
21 department in Subsection 22 of Section 25 of Chapter 159 of
22 Laws 2025 to purchase and equip a vehicle and trailer for
23 Tierra Adentro of New Mexico charter school in Albuquerque in

12 AND TECHNOLOGIES LABORATORY RENOVATION--EXTEND TIME--
13 SEVERANCE TAX BONDS.--The time of expenditure for the
14 university of New Mexico project in Subsection 11 of Section
15 43 of Chapter 53 of Laws 2022 to plan, design, construct,
16 purchase, furnish, equip, install and renovate the quantum
17 materials and technologies laboratory at the center for high
18 technology materials at the university of New Mexico in
19 Albuquerque in Bernalillo county is extended through fiscal
20 year 2028.
21      SECTION 95.     UNIVERSITY OF NEW MEXICO SCHOOL OF
22 ENGINEERING SAFETY INFRASTRUCTURE IMPROVEMENT--EXTEND TIME--
23 SEVERANCE TAX BONDS.--The time of expenditure for the
24 university of New Mexico project in Subsection 13 of Section

10 improve the acoustics at Alice King community school in the
11 Albuquerque public school district in Bernalillo county is
12 extended through fiscal year 2028.
13      SECTION 97.   EAST MOUNTAIN HIGH SCHOOL EQUIPMENT
14 PURCHASE--EXTEND TIME--GENERAL FUND.--The time of expenditure
15 for the public education department project in Subsection 54
16 of Section 16 of Chapter 66 of Laws 2024 to purchase and
17 install meals equipment and other equipment at East Mountain
18 high school in the Albuquerque public school district in
19 Bernalillo county is extended through fiscal year 2028.
20      SECTION 98.   RIO GRANDE HIGH SCHOOL BUILDING AND GROUNDS

21 county is extended through fiscal year 2028.
22      SECTION 103.    PINE VIEW ROAD IMPROVEMENT--EXTEND TIME--
23 SEVERANCE TAX BONDS.--The time of expenditure for the
24 department of transportation project in Subsection 45 of

10 Section 22 of Chapter 53 of Laws 2022 to plan, design and
11 construct a wastewater system for Tijeras in Bernalillo

14 Section 30 of Chapter 53 of Laws 2022 to plan, design,
15 construct, expand, improve, equip and furnish fire department
16 buildings and facilities in Reserve in Catron county is
17 extended through fiscal year 2028.
18      SECTION 112.   CHAVES COUNTY ACCESSIBLE VANS PURCHASE--

13 GENERAL FUND.--The western New Mexico university project in
14 Subsection 2 of Section 41 of Chapter 199 of Laws 2023 to
15 plan, design, construct and equip an early childhood
16 development center building at western New Mexico university
17 in Silver City in Grant county may include hazard abatement

19      SECTION 152.   ANTON CHICO LAND GRANT-MERCED ECONOMIC
20 DEVELOPMENT CENTER RENOVATION--EXTEND TIME--SEVERANCE TAX
21 BONDS.--The time of expenditure for the local government

13 Indian affairs department project in Subsection 15 of Section
14 25 of Chapter 66 of Laws 2024 to plan and design an indoor
15 and outdoor cultural activity facility for the Fort Sill
16 Apache Tribe in Luna county may include construction and the
17 purchase of equipment and furnishings.   The time of
18 expenditure is extended through fiscal year 2028.
19      SECTION 172.    WESTERN NEW MEXICO UNIVERSITY CARBON
20 NEUTRAL CAMPUS DEVELOPMENT--EXPAND PURPOSE--GENERAL

14 time of expenditure for the department of transportation
15 project in Subsection 91 of Section 36 of Chapter 53 of Laws
16 2022 to plan, design and construct loop 1 of a gas pipeline
17 from Dixon to Penasco on New Mexico highway 75 to New Mexico
18 highway 518 in Rio Arriba and Taos counties is extended
19 through fiscal year 2028.
20      SECTION 205.   UNIVERSITY OF NEW MEXICO REPRODUCTIVE
21 HEALTH CLINIC CONSTRUCTION--EXPAND PURPOSE--GENERAL
22 FUND.--The university of New Mexico project in Subsection 26
23 of Section 46 of Chapter 159 of Laws 2025 to plan, design,
24 construct, equip and furnish a reproductive health care

17      SECTION 208.   ALAMOGORDO ALAMEDA PARK ZOO RESTROOMS
18 CONSTRUCTION--CHANGE TO SEWER SYSTEM IMPROVEMENT--EXTEND
19 TIME--GENERAL FUND.--The unexpended balance of the
20 appropriation to the local government division in Subsection
21 386 of Section 28 of Chapter 66 of Laws 2024 to plan, design,
22 construct and equip restrooms at Alameda park zoo in
23 Alamogordo in Otero county shall not be expended for the
24 original purpose but is changed to plan, design, construct

15 BONDS.--The time of expenditure for the Indian affairs
16 department project in Subsection 57 of Section 26 of Chapter
17 53 of Laws 2022 to plan, design, construct and equip a
18 pressurized underground irrigation system for the
19 Gadii'ahi/To'koi chapter of the Navajo Nation in San Juan
20 county is extended through fiscal year 2028.
21      SECTION 252.   NAGEEZI CHAPTER DOMESTIC WATER LINE
22 DESIGN--CHANGE TO CEMETERY IMPROVEMENT--EXTEND TIME--
23 SEVERANCE TAX BONDS.--The unexpended balance of the
24 appropriation to the Indian affairs department in Subsection

10 appropriation to the Indian affairs department in Subsection
11 67 of Section 70 of Chapter 81 of Laws 2020 for which the
12 time of expenditure was previously extended in Laws 2024,
13 Chapter 65, Section 185 to plan, design and construct power
14 line extensions in the Naschitti chapter of the Navajo Nation
15 in San Juan county shall not be expended for the original
16 purpose but is changed to plan, design, construct, equip and
17 furnish a multipurpose building in the Naschitti chapter of

20      SECTION 254.   DINE COLLEGE SOUTH CAMPUS PARKING LOT
21 RENOVATIONS--CHANGE AGENCY--GENERAL FUND.--The Indian affairs
22 department project originally appropriated in Subsection 73
23 of Section 31 of Chapter 159 of Laws 2025 to plan, design,
24 construct, renovate and repair a parking lot at the south
25 campus of Dine college in Shiprock in San Juan county is  HTRC/HB 332/a/woec

5  Subsection 68 of Section 26 of Chapter 53 of Laws 2022 to
6  plan, design and construct a housing complex in the
7  Gadii'ahi/To'Koi chapter of the Navajo Nation in San Juan
8  county is extended through fiscal year 2028.
9SECTION 256.   SHIPROCK CHAPTER WATER AND WASTEWATER LINE
10 CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The time of
11 expenditure for the department of environment project
12 originally authorized in Subsection 88 of Section 26 of
13 Chapter 81 of Laws 2020 and appropriated to the Indian
14 affairs department in Laws 2021, Chapter 139, Section 63 and
15 for which the time of expenditure was previously extended in
16 Laws 2024, Chapter 65, Section 186 to plan, design and
17 construct water and wastewater lines on the south side of
18 Shiprock in the Shiprock chapter of the Navajo Nation in San
19 Juan county is extended through fiscal year 2028.
20      SECTION 257.   TWO GREY HILLS CHAPTER VETERANS MEMORIAL
21 PARK CONSTRUCTION--EXTEND TIME--SEVERANCE TAX BONDS.--The
22 time of expenditure for the Indian affairs department project

13 expended for the original purpose but is changed to purchase,

17      SECTION 262.   NEW MEXICO BEHAVIORAL HEALTH INSTITUTE
18 FORENSICS BUILDING CONSTRUCTION--EXTEND TIME--SEVERANCE TAX
19 BONDS.--The time of expenditure for the capital program fund
20 project in Subsection 5 of Section 8 of Chapter 53 of Laws
21 2022 to plan, design, construct, equip and furnish a
22 forensics building at the New Mexico behavioral health
23 institute in Las Vegas in San Miguel county is extended
24 through fiscal year 2028.
25      SECTION 263.   WEST LAS VEGAS PUBLIC SCHOOL DISTRICT BUS    HTRC/HB 332/a/woec

23 the appropriation to the department of environment in

13      SECTION 267.   RANCHOS DE PLACITAS SANITATION DISTRICT
14 WELL 2A ARSENIC--EXPAND PURPOSE--EXTEND TIME--GENERAL
15 FUND.--The department of environment project in Subsection 90
16 of Section 20 of Chapter 66 of Laws 2024 to plan, design and
17 construct an arsenic treatment system for well 2A in the
18 Ranchos de Placitas sanitation district in Sandoval county
19 may include planning, designing and constructing a building
20 addition, including utilities.   The time of expenditure is

23      SECTION 291.   SANTA FE COUNTY RECOVERY CENTER PURCHASE--

2  IMPROVEMENT AND SITE ACQUISITION--CLARIFY PROJECT--GENERAL
3  FUND.--The unexpended balance of the appropriation to the
4  state fair commission in Laws 2025, Chapter 159, Section 29
5  to plan, design, construct, renovate, repair, furnish and
6  equip facilities at the New Mexico state fair fairgrounds in
7  Bernalillo county and to acquire property for a future state
8  fair site shall not be expended for the original purpose but
9  is changed to plan, design, construct, renovate, repair,
10 furnish and equip facilities at the New Mexico state fair
11 grounds in Bernalillo county and to acquire property that
12 advances the expansion of the current or proposed state fair
13 site statewide.
14      SECTION 335.   ACEQUIA DE ABAJO LA LOMA REPLACEMENT--
15 EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure
16 for the interstate stream commission project in Subsection 51
17 of Section 29 of Chapter 53 of Laws 2022 to plan, design and
18 construct improvements, including replacements of subsurface
19 pipeline, headgate and facilities, for acequia de Abajo la
20 Loma in Taos county is extended through fiscal year 2028.
21      SECTION 336.   ACEQUIA DE SAN MIGUEL IMPROVEMENT--EXTEND
22 TIME--SEVERANCE TAX BONDS.--The time of expenditure for the
23 interstate stream commission project in Subsection 53 of
24 Section 29 of Chapter 53 of Laws 2022 to plan, design and
25 construct improvements to the acequia de San Miguel in Taos      HTRC/HB 332/a/woec

2SECTION 337.   ACEQUIA MADRE DE RIO COSTILLA

6  plan, design and construct improvements to the water systems
7  of acequia Madre de Rio Costilla in Taos county is extended
8  through fiscal year 2028.
9SECTION 338.   LA MERCED DE SANTA BARBARA LAND GRANT
10 ACQUISITION OF A COMMUNITY CENTER--EXTEND TIME--SEVERANCE TAX
11 BONDS.--The time of expenditure for the local government
12 division project in Subsection 425 of Section 30 of Chapter
13 53 of Laws 2022 to acquire land and to plan, design,
14 construct, renovate, furnish and equip a community center for
15 La Merced de Santa Barbara in Taos county is extended through
16 fiscal year 2028.
17      SECTION 339.   SANTO TOMAS APOSTOL DEL RIO DE LAS TRAMPAS
18 LAND GRANT-MERCED PLAZA PARKING LOT IMPROVEMENT--EXTEND
19 TIME--GENERAL FUND.--The time of expenditure for the local
20 government division project originally authorized in
21 Subsection 475 of Section 28 of Chapter 199 of Laws 2023 and
22 reauthorized in Laws 2024, Chapter 65, Section 247 to plan,
23 design, construct and improve the plaza parking lot of the
24 Santo Tomas Apostol del Rio de las Trampas land grant-merced

19      SECTION 342.   EL PRADO WATER AND SANITATION DISTRICT
20 WELL SITE NUMBER 2 IMPROVEMENT--EXTEND TIME--SEVERANCE TAX
21 BONDS.--The time of expenditure for the department of
22 environment project in Subsection 124 of Section 22 of
23 Chapter 53 of Laws 2022 to design, construct, improve and
24 equip public water supply well site number 2, including a
25 housing unit, security fencing, an emergency generator,  HTRC/HB 332/a/woec

12      SECTION 344.   MESA VISTA HIGH SCHOOL TRACK

15 Subsection 212 of Section 18 of Chapter 53 of Laws 2022 to
16 plan, design, construct and equip improvements to a track,
17 including turf and drainage, at Mesa Vista high school in the
18 Mesa Vista consolidated school district in Taos county is

20      SECTION 345.   QUESTA BUSINESS PARK IMPROVEMENT--EXTEND

22 local government division project in Subsection 428 of
23 Section 30 of Chapter 53 of Laws 2022 to plan, design and
24 construct improvements, including pavement, fencing and

8SECTION 347.   QUESTA VETERANS MEMORIAL FIELD EQUIPMENT
9  PURCHASE--CHANGE TO EQUIPMENT, FURNISHINGS AND STORAGE
10 BUILDING PURCHASE--EXTEND TIME--GENERAL FUND.--The unexpended
11 balance of the appropriation to the local government division
12 in Subsection 533 of Section 28 of Chapter 66 of Laws 2024 to
13 purchase equipment for a veterans memorial field in Questa in
14 Taos county shall not be expended for the original purpose
15 but is changed to purchase equipment and furnishings and to
16 plan, design, purchase, construct, equip and furnish a
17 storage building for a veterans memorial field in Questa in

23 Subsection 213 of Section 18 of Chapter 53 of Laws 2022 to
24 plan, design, construct and equip a facility for the Red
25 River Valley charter school in Taos county is extended  HTRC/HB 332/a/woec

9  project in Subsection 19 of Section 5 of Chapter 53 of Laws
10 2022 to acquire easements and rights of way and to plan,
11 design, construct, furnish and equip a senior day care
12 facility for the Pueblo of Taos in Taos county is extended
13 through fiscal year 2028.
14      SECTION 354.   TAOS SKI VALLEY FIRE HYDRANT

13      SECTION 357.   TORREON ACEQUIA ASSOCIATION REPAIR--EXTEND

19 interchange at interstate 25 exit 195 in Belen in Valencia
20 county is extended through fiscal year 2028.
21      SECTION 372.   BOSQUE FARMS DIGITAL RADIO EQUIPMENT--

10 project in Subsection 2 of Section 31 of Chapter 81 of Laws
11 2020 for which the time of expenditure was previously
12 extended in Laws 2024, Chapter 65, Section 136 to acquire
13 easements and rights of way and to plan, design and construct
14 improvements, including conducting archaeological and
15 environmental studies and enhanced 911 and rural addressing,
16 for the broadband internet access project across the Navajo
17 Nation in McKinley, San Juan, Rio Arriba, Sandoval,
18 Bernalillo, Cibola and Socorro counties is extended through
19 fiscal year 2028.
20      SECTION 380.   DEPARTMENT OF TRANSPORTATION--WILDWOOD
21 LANE ROAD AND DRAIN IMPROVEMENT--EXTEND TIME--SEVERANCE TAX
22 BONDS.--The time of expenditure for the department of
23 transportation project in Subsection 8 of Section 38 of
24 Chapter 81 of Laws 2020 for which the time of expenditure was

16 BOULEVARDS--EXTEND TIME--SEVERANCE TAX BONDS.--The time of
17 expenditure for the department of transportation project in
18 Subsection 14 of Section 36 of Chapter 53 of Laws 2022 to
19 plan, design and construct improvements to Rio Bravo and
20 Dennis Chavez boulevards SW, including the intersection with
21 Condershire road, in Bernalillo county is extended through
22 fiscal year 2028.

24 BOULEVARD IMPROVEMENT--EXTEND TIME--SEVERANCE TAX BONDS.--The
