1  Concurrent Resolution Emphasizing Utah's Commitment to Advanced Air Mobility

3  LONG TITLE
4  General Description:
5      This resolution recognizes Utah's role in aerospace innovation and affirms the state's
6  commitment to developing and implementing Advanced Air Mobility technologies.
7  Highlighted Provisions:
8      This resolution:
9      ▸ recognizes Utah's history as a global leader in aerospace innovation and research;
10      ▸ describes the potential of Advanced Air Mobility (AAM) technologies;
11      ▸ recognizes Utah's ideal political, economic, and geographic environments for the testing
12  and implementation of AAM technologies;
13      ▸ outlines Utah's long-term goal to establish an operational AAM system and vertiport
14  network before the 2034 Winter Olympic Games; and
15      ▸ expresses the intent of the Legislature to collaborate with federal agency partners,
16  including the Federal Aviation Administration and the United States Department of
17  Transportation.

23  Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
24      WHEREAS, Utah has been a global leader in aerospace innovation, development, and
25  research of technologies that improve safety, mobility, and generation of revenue for the state;
26      WHEREAS, Advanced Air Mobility (AAM), including vertical takeoff and landing of
27  aircraft, has the potential to enhance transportation efficiency, emergency response, and

28   economic development;
29WHEREAS, Utah has enacted several pieces of legislation enabling an ideal regulatory
30   environment for the progression of AAM;
31WHEREAS, Utah's geographic diversity, growing population, and leading aerospace
32   environment position the state to serve as a pilot and partner for emerging AAM technologies;
33WHEREAS, Utah's AAM coalition includes government, academia, cities, communities,
34   counties, airports, and industry leaders, making Utah an ideal location for AAM testing and
35   collaboration;
36WHEREAS, the Legislature of the state of Utah has previously appropriated funds for
37   AAM personnel and mobile command stations to support test site operations, partnerships,
38   safety coordination, and real-world trials conducted by public, private, and academic partners,
39   including beyond visual line of sight operations and integrated air and ground communications;
40WHEREAS, Utah has taken steps to partner with industry leaders to develop strategies to
41   deploy air taxis and AAM parcel deliveries;
42WHEREAS, Utah has articulated a long-term vision to establish a network of operating
43   vertiports and an operational AAM system prior to the 2034 Winter Olympic Games, enabling
44   AAM to serve as an integral component of the state's transportation solution for the Olympics;
45   and
46WHEREAS, Utah is a committed partner to the United States Department of Transportation
47   and the Federal Aviation Administration, sharing commitment to the safe, secure, and
48   economically viable deployment of AAM nationwide:
49NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
50   Governor concurring therein, affirms the state's commitment to supporting the development
51   and implementation of AAM technologies within the state.
52BE IT FURTHER RESOLVED that the Legislature of the state of Utah, the Governor
53   concurring therein, expresses intent to collaborate with federal agency partners to ensure the
54   state's involvement with AAM policies continues to be an example to the world.
55BE IT FURTHER RESOLVED that, in recognition of fiscal limitations, this resolution
56   does not authorize or require the appropriation of state funds, but instead emphasizes policy
57   leadership, coordination, and advocacy.
58BE IT FURTHER RESOLVED that a copy of this resolution be shared with the United
59   States Department of Transportation and the Federal Aviation Administration for their
60   information and consideration.
