The following amendment to the Constitution21 of Alabama of 2022, is proposed:22PROPOSED AMENDMENT23In Covington County, no person may inject, store, or24 sequester carbon dioxide in underground wells. This25 prohibition includes the operation of a Class VI well as26 defined by the United States Environmental Protection Agency27 pursuant to the Underground Injection Control Program of the28 Safe Drinking Water Act, 42 U.S.C. § 300f et seq.Page 1SB266 INTRODUCED29Upon ratification of this constitutional amendment, the30 Code Commissioner shall number and place this amendment as31 appropriate in the constitution omitting this instructional32 paragraph and may make the following nonsubstantive revisions:33 change capitalization, hierarchy, spelling, and punctuation34 for purposes of style and uniformity; correct manifest35 grammatical, clerical, and typographical errors; revise36 internal or external citations and cross-references; harmonize37 language; and translate effective dates.38END PROPOSED AMENDMENT39Section 2. An election upon the proposed amendment40 shall be held in accordance with Sections 284, 284.01, and 28541 of the Constitution of Alabama of 2022, and the election laws42 of this state. The appropriate election official shall assign43 a ballot number for the proposed constitutional amendment on44 the election ballot and shall set forth the following45 description of the substance or subject matter of the proposed46 constitutional amendment:47"Relating to Covington County, proposing an amendment48 to the Constitution of Alabama of 2022, to prohibit the49 injection and storage of carbon dioxide in underground wells50 in the county.51Proposed by Act ____."52This description shall be followed by the following53 language:54"Yes( ) No( )."55Section 3.
