SYNOPSIS AS INTRODUCED:
50 ILCS 705/10.28 new
50 ILCS 722/25
    Amends the Illinois Police Training Act. Provides that the Illinois Law Enforcement Training Standards Board shall conduct or approve a training program in the identification of human remains for law enforcement officers employed by local law enforcement agencies. Amends the Missing Persons Identification Act. Provides that, if human remains are identified, then the assisting law enforcement agency shall provide all known aliases associated with the deceased person to the coroner or medical examiner.

1		    AN ACT concerning local government.
2		    Be it enacted by the People of the State of Illinois,
3		represented in the General Assembly:
4		    Section 5. The Illinois Police Training Act is amended by
5		adding Section 10.28 as follows:
6		    (50 ILCS 705/10.28 new)
7		    Sec. 10.28. Training; identification of human remains. The 
8		Board shall conduct or approve a training program in the 
9		identification of human remains for law enforcement officers 
10		employed by local law enforcement agencies. The purpose of the 
11		training provided under this Section shall be to teach law 
12		enforcement officers employed by local law enforcement 
13		agencies to identify human remains and respond appropriately.
14		    Section 10. The Missing Persons Identification Act is
15		amended by changing Section 25 as follows:
16		    (50 ILCS 722/25)
17		    Sec. 25. Unidentified deceased persons.
18		    (a) In this Section, "assisting law enforcement agency" 
19		has the meaning given to that term in Section 20.
20		    (b) The coroner, medical examiner, or assisting law
21		enforcement agency shall obtain a biological sample from any

1		individual whose remains are not identifiable. The biological
2		sample shall be forwarded to an accredited Combined DNA Index
3		System (CODIS) laboratory where DNA profiles are entered into
4		the appropriate State and National DNA Index System within 90
5		days from the discovery of the remains. If the human remains 
6		are identified, then the assisting law enforcement agency 
7		shall provide all known aliases associated with the deceased 
8		person to the coroner or medical examiner.
9		    Prior to the burial or interment of any unknown
10		individual's remains or any unknown individual's body part,
11		the medical examiner or coroner in possession of the remains
12		or body part must assign a case number to the unknown
13		individual or body part. The medical examiner or coroner shall
14		place a stainless-steel tag that is stamped or inscribed with
15		the assigned case number on the individual or body part and on
16		the outside of the burial container.
