SYNOPSIS AS INTRODUCED:
105 ILCS 5/10-21.7	  from Ch. 122, par. 10-21.7
    Amends the School Code. Provides that beginning July 1, 2026, each school district shall determine a plan for responding to all incidents of battery committed by students against teachers and other school personnel, which shall include reporting and documentation procedures, student safety plans, behavioral intervention plans, and remedies for injured teachers and school personnel. Effective immediately.

1		    AN ACT concerning education.
2		    Be it enacted by the People of the State of Illinois,
3		represented in the General Assembly:
4		    Section 5. The School Code is amended by changing Section
5		10-21.7 as follows:
6		    (105 ILCS 5/10-21.7)  (from Ch. 122, par. 10-21.7)
7		    Sec. 10-21.7. Attacks on school personnel.
8		    (a) In the Section, "school" means any public or private
9		elementary or secondary school.
10		    (b) Upon receipt of a written complaint from any school
11		personnel, the school shall report all incidents of battery
12		committed against teachers, teacher personnel, administrative
13		personnel or educational support personnel to the local law
14		enforcement authorities immediately after the occurrence of
15		the attack. Schools shall also report all of these incidents
16		to the State Board of Education through existing school
17		incident reporting systems as they occur during the year by no
18		later than August 1 for the preceding school year. The State
19		Board of Education shall report data by school district, as
20		collected from school districts, in an annual report of
21		attacks on school personnel and make it available to the
22		public via its website. The local law enforcement authority
23		shall, by March 1 of each year, report the required data from

1		the previous year to the Illinois State Police's Illinois
2		Uniform Crime Reporting Program.
3		    (c) Beginning July 1, 2026, each school district shall, in 
4		good faith cooperation with its teachers or, where applicable, 
5		with the exclusive bargaining representatives of its teachers, 
6		determine a plan for responding to all incidents of battery 
7		committed by students against teachers and other school 
8		personnel. Plans must include, but are not limited to, 
9		reporting and documentation procedures, student safety plans, 
10		behavioral intervention plans, and remedies for injured 
11		teachers and school personnel.

13		    Section 99. Effective date. This Act takes effect upon
14		becoming law.
