scr12/enrolled.txtSTATE OF ALASKATHE LEGISLATURE2026LegislativeSource Resolve No.SCR 12 23Extending the governor's October 9, 2025, declaration of a disaster emergency in response tothe 2025 West Coast Storm; and approving an amended financing plan._______________BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:WHEREAS, on October 9, 2025, the governor declared a disaster emergency,following the 2025 West Coast Storm; andWHEREAS the condition of the disaster emergency was extended in November of2025, December of 2025, and January of 2026, with the disaster emergency expiring onFebruary 6, 2026; andWHEREAS the effects of the storm remain severe, and infrastructure systems fromthe original storm, as well as ongoing emergency actions, are necessary to respond to thoseeffects; andWHEREAS, under AS 26.23.020(c), "[a] proclamation of disaster emergency maynot remain in effect longer than 30 days unless extended by the legislature by a concurrentresolution"; andWHEREAS an additional extension will allow agencies to continue the agencies'emergency response to meet the disaster; and-1- Enrolled SCR 12WHEREAS, under AS 26.23.020(k)(1), the governor may expend more than$1,000,000 of state funds to cope with a disaster if, when the legislature is in session, thelegislature approves a financing plan to cope with the incident or disaster; andWHEREAS, on January 28, 2026, the governor submitted a revised financing plan tothe legislature, totaling $39,250,000 and detailing the estimated shared costs for the 2025West Coast Storm Disaster as $18,750,000 in federal authority and $20,500,000 in stategeneral funds; andWHEREAS the revised financing plan reflects an increase of $5,500,000 in disasterrelief funds from the financing plan previously authorized for the 2025 West Coast StormDisaster; andWHEREAS the current balance of the disaster relief fund established in AS 26.23.300is sufficient to meet the increase in the governor's revised financing plan;BE IT RESOLVED that, under AS 26.23.020(c), the Alaska State Legislatureextends the October 9, 2025, disaster emergency declared by the governor for the 2025 WestCoast Storm until March 8, 2026; and be itFURTHER RESOLVED by the Alaska State Legislature that the extension of theOctober 9, 2025, disaster emergency declared by the governor for the 2025 West Coast Stormbe made retroactive to February 6, 2026; and be itFURTHER RESOLVED that the Alaska State Legislature approves the increase of$5,500,000 in disaster relief funds in the amended financing plan submitted by the governorfor the 2025 West Coast Storm.Enrolled SCR 12 -2-
