  RESCINDING PREVIOUS ARTICLE V CONVENTION APPLICATIONS

1WHEREAS, The Rhode Island General Assembly has made applications to the United
2 States Congress to call one or more conventions to propose amendments concerning specific
3 subjects to the United States Constitution, pursuant to Article V thereof; and
4WHEREAS, The Rhode Island General Assembly no longer wishes the United States
5 Congress to consider said previous applications to call such conventions; now therefore be it
6RESOLVED, That the Rhode Island General Assembly hereby rescinds, repeals, cancels,
7 nullifies and supersedes any and all prior applications to the Congress of the United States to call
8 for a convention for the purpose of proposing amendments to the United States Constitution
9 pursuant to Article V of the United States Constitution, regardless of when such applications were
10 adopted and regardless of whether such applications were for a more limited convention to
11 propose one or more amendments regarding one or more specific subjects and purposes or for a
12 general convention to propose an unlimited number of amendments upon an unlimited number of
13 subjects, and regardless of whether the applications are expressly identified in this resolution or
14 confirmed by the historical records maintained by the Rhode Island General Assembly or the
15 Library of Congress; and be it further
16RESOLVED, That copies of this Resolution be sent, within thirty (30) days of passage, to
17 the Clerk of the United States House of Representatives, the Secretary of the United States
18 Senate, and each member of the Rhode Island Congressional delegation; and be it futher
19RESOLVED, That the members of the Rhode Island General Assembly request that this
20 Joint Resolution be published in the Congressional Record and listed in the official tally of state
1 legislative applications relating to calling for the United States Congress to call a convention to
2 propose amendments to the United States Constitution.

  BY THE LEGISLATIVE COUNCIL

  RESCINDING PREVIOUS ARTICLE V CONVENTION APPLICATIONS

1This act would rescind, repeal, and cancel any and all prior applications to the United
2 States Congress from the Rhode Island General Assembly to call for a convention for the purpose
3 of proposing amendments to the United States Constitution pursuant to Article V of the United
4 States Constitution.
