Printed 3/10/26--S.Read the first time March 10, 2026________A billTO AUTHORIZE THE JASPER COUNTY COUNCIL TO PROVIDE LOCALFUNDS ON A PER-PUPIL BASIS TO CHARTER SCHOOLS IN THE COUNTY THAT SATISFYCERTAIN CRITERIA, AND TO PROVIDE THE COUNCIL MAY DESIGNATE AND ALLOCATE ANYCOUNTY REVENUE SOURCE FOR ALLOCATION TO ELIGIBLE CHARTER SCHOOLS PURSUANT TOthe SUBSECTION.Be it enacted by theGeneral Assembly of the State of South Carolina:SECTION 1. (A) The Jasper County Council is authorized, but is notrequired, to provide local funds from any revenue collected by the countyincluding, but not limited to, revenues or fees received pursuant to aFee-in-Lieu of Taxes (FILOT) agreement under Chapter 44, Title 12 of the SouthCarolina Code of Laws, on a per-pupil basis, as determined by the council, toany charter school in the county that:(1) providesin-person instruction at a physical location in the county;(2) has at leastsixty percent of its student body classified as economically disadvantaged;(3) has its maincampus located within thirty-five miles of a federal military installation;(4) has been incontinuous operation in the county for at least five years; and(5) is in goodfinancial standing with its authorizer.(B) For purposes ofthis act, Jasper County Council may, at its discretion, designate and allocateany county revenue source, including revenues otherwise distributable to thecounty under Section 12-44-50 or Section 12-44-80, or any successor provisionsgoverning the distribution of FILOT fees, for allocation to eligible charterschools pursuant to subsection (A).SECTION 2.
