9Relating to campaign finance; to amend Section
10 17-5-8.1, Code of Alabama 1975; to require the redaction of
11 addresses of principal campaign committees on all campaign
12 finance filings; and to make nonsubstantive, technical
13 revisions to update the existing code language to current
14 style.
15 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
16Section 1. Section 17-5-8.1, Code of Alabama 1975, is
17 amended to read as follows:
18"§17-5-8.1
19(a) Commencing with the 2014 election cycle, all All
20 statements, reports of contributions, and expenditures, and
21 other filings required to be filed pursuant to this chapter,
22 shall be submitted electronically over the Internet by a
23 computer file containing the report information in a format
24 and medium to be prescribed by the Secretary of State.
25(b) Commencing with the 2014 election cycle, the The
26 Secretary of State shall implement and maintain an electronic
27 database accessible by the public through the Secretary of
28 State's website which provides the capability of search and

29 retrieval of all statements, reports, and other filings
30 required to be filed with the Secretary of State pursuant to
31 this chapter. The electronic database shall be called the
32 Alabama Fair Campaign Practices Act (FCPA) Reporting System.
33 The searchable database shall provide the ability to search by
34 a recipient's name, a contributor's name, a contributor's or
35 recipient's Zip Code, and dates of contributions. Before
36 publishing any statements, reports, or other filings on the
37 searchable Alabama FCPA Reporting System database, the
38 Secretary of State shall redact the address of any principal
39 campaign committee.
40(c) Unless otherwise included in a report made pursuant
41 to subsection (a) of Section 17-5-8(a), the principal campaign
42 committee or political action committee shall file a report
43 disclosing the receipt of any single contribution of twenty
44 thousand dollars ($20,000) or more. These reports shall
45 disclose the same information required by Section 17-5-8, and
46 shall be filed within two business days of receipt of the
47 contribution. Beginning with the 2014 election cycle these
48 reports shall be filed electronically.
49(d) Beginning with the 2012 election cycle, a A
50 principal campaign committee or political action committee
51 shall close its books in order to complete its reports two
52 days prior to the specified reporting dates.
53(e) The Secretary of State may promulgate
54 administrative adopt rules pursuant to the Alabama
55 Administrative Procedure Act as are necessary to implement and
56 administer this section and Section 17-5-8."

57Section 2. This act shall become effective February 1,
