BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND,19 That the Laws of Maryland read as follows:20Article – EducationEXPLANATION: CAPITALS INDICATE MATTER ADDED TO EXISTING LAW.[Brackets] indicate matter deleted from existing law.Underlining indicates amendments to bill.Strike out indicates matter stricken from the bill by amendment or deleted from the law byamendment.*hb1463*2HOUSE BILL 14631 3–2A–09.2 (A) (1) SUBJECT TO PARAGRAPH (2) OF THIS SUBSECTION AND BEFORE3 THE BEGINNING OF THE 2026–2027 SCHOOL YEAR, THE COUNTY BOARD SHALL HIRE4 A CONSTITUENT SERVICES LIAISON.5(2)THE PRESIDENT OF THE COUNTY BOARD, IN CONSULTATION WITH6 COUNSEL FOR THE COUNTY BOARD, SHALL NEGOTIATE THE TERMS OF THE7 EMPLOYMENT AGREEMENT FOR THE CONSTITUENT SERVICES LIAISON.8 (B) THE CONSTITUENT SERVICES LIAISON SHALL BE SUBJECT TO REMOVAL9 BY THE PRESIDENT OF THE COUNTY BOARD IN ACCORDANCE WITH THE TERMS OF10 THE EMPLOYMENT AGREEMENT REQUIRED UNDER SUBSECTION (A)(2) OF THIS11 SECTION.12 (C) THE CONSTITUENT SERVICES LIAISON SHALL:13(1)ACT AS THE LIAISON BETWEEN THE COUNTY BOARD AND14 MEMBERS OF THE COMMUNITY;15(2) ASSIST COMMUNITY MEMBERS IN ACCESSING SERVICES OF ANNE16 ARUNDEL COUNTY PUBLIC SCHOOLS AND OTHER STATE AND COUNTY17 EDUCATION–RELATED SERVICES;18(3) ENGAGE COMMUNITY PARTNERS AND LOCAL ORGANIZATIONS TO19 ADVANCE THE STRATEGIC GOALS OF ANNE ARUNDEL COUNTY PUBLIC SCHOOLS;20 AND21(4) HAVE EXPERIENCE WORKING IN SPECIAL EDUCATION BEFORE22 BEING HIRED UNDER THIS SECTION.23 (D) THE CONSTITUENT SERVICES LIAISON SHALL RECEIVE AN ANNUAL24 SALARY SET BY THE COUNTY BOARD.25SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July26 1, 2026.
