A SENATE RESOLUTION recognizing the importance and
significance of a coalition entitled Solar Opportunities Indiana
(SOI).

SENATE RESOLUTION No. 53
MR. PRESIDENT:
I offer the following resolution and move its adoption:
A SENATE RESOLUTION recognizing the importance
and significance of a coalition entitled Solar Opportunities
Indiana (SOI).
Whereas, Solar Opportunities Indiana (SOI) consists of
municipalities, advocacy groups, post-secondary institutions,
faith-based organizations, and renewable energy experts that
support the deliverance of transformative solar financing and
access programs for households in Indiana's low-income and
disadvantaged communities;
Whereas, Throughout Indiana, SOI provides education and
outreach regarding solar installation and, for eligible
households, reduces or eliminates up-front costs and financing
gaps;
Whereas, A competition was designed to spur the
deployment of residential distributed solar energy to lower
energy bills for millions of Americans and catalyze
transformation in markets serving low-income and
disadvantaged communities;

Whereas, For over two years, SOI and its coalition partners
have planned and provided outreach for projects, but due to the
lack of funding they are facing difficulties in moving forward
and actualizing benefits for Indiana residents;
Whereas, These projects include funding to support micro-
grids, rooftop solar, resiliency hubs and infrastructure updates
as well as partnering with rural libraries, bolstering workforce
development, and providing technical support, which are now
all at risk; and
Whereas, Equitably advancing solar in Indiana will build
climate resilience while expanding economic opportunity in
Indiana and help bring down the cost of energy: Therefore,
Be it resolved by the Senate of the
General Assembly of the State of Indiana:
SECTION 1. That the Indiana Senate recognizes the
important and significant work of Solar Opportunities
Indiana to deliver benefits to Hoosier households and
businesses, including lowering energy costs, creating jobs,
community investment, and infrastructure funding.
SECTION 2. The Secretary of the Senate is hereby
directed to transmit five copies of this Resolution to Solar
Opportunities Indiana.
