Printed 5/12/26--S.Read the first time March 10, 2026________A concurrent RESOLUTIONTo request the Department of Transportation name aportion of Charlotte Avenue in the City of Rock Hill in York County from theintersection of McDow Drive to its intersection with North Avenue "OfficerSteven Wayne Jordan Memorial Street" and erect appropriate signs or markers atthis location containing these words.Whereas, Steven WayneJordan was born on February 15, 1953, to William and Bernice Jordan, the onlyson of a family that also included two sisters. He tragically lost his life on December31, 1975, in the line of duty as an officer with the Rock Hill PoliceDepartment; andWhereas, Jordan marriedSue Walker and together they were the parents of a daughter, Shannon Lynn. Hejoined the Rock Hill Police Department's Community Service Officer Program forthose interested in law enforcement but not yet 21 years old. He attended theCriminal Justice Academy in Basic Class #46, graduating on September 28, 1973.He was sworn in as a police officer with the department in February 1974 and wasassigned to D-shift; andWhereas, in the earlymorning of December 31, 1975, Officer Jordan was on patrol when he radioed SergeantR.E. Holder that he was stopping a blue Rambler station wagon on Deas Street.The driver of the Rambler was released and Officer Jordan continued his patrol.At 2 a.m. Jordan failed to respond to Sgt. Holder's hourly radio check. Shortlythereafter, a call came into the police department of an abandoned patrol caron Charlotte Avenue near Glendale with the motor running. It was OfficerJordan's patrol car and responding officers also found Jordan's servicerevolver near the curb and his pen in the street. Officer Jordan however wasmissing; andWhereas, a bulletin wasissued for the missing officer to the surrounding jurisdictions. Rock HillPolice Officers Steve Coleman and Roy Russell stopped the blue Rambler drivenby Richard Edward Workman around 3:30 a.m. that morning on West Main Street.The back seat was saturated in blood and a vehicle search found additionalevidence linking the driver to Jordan's disappearance, including the officer's notebookand shift card; andWhereas, Workman wasarrested, confessed to the murder of Officer Jordan, and ultimately ledofficers to the location of Jordan's body. The 22 year-old officer had beenshot fourteen times. Workman received the death penalty which was lateroverturned, and he was resentenced to life in prison. Rock Hill Police OfficerSteven Wayne Jordan was inducted into the South Carolina Law EnforcementOfficers Hall of Fame in 1986, never to be forgotten; andWhereas, it is onlyfitting and proper that Police Officer Steven Wayne Jordan, a native son of thePalmetto State who paid the ultimate sacrifice in the line of duty, is honoredwith a street named in his memory in the City of Rock Hill. Now, therefore,Be it resolved by the Houseof Representatives, the Senate concurring:That the members of theSouth Carolina General Assembly, by this resolution, request the Department ofTransportation name a portion of Charlotte Avenue in the City of Rock Hill inYork County, from the intersection of McDow Drive to its intersection withNorth Avenue, "Officer Steven Wayne Jordan Memorial Street" and erectappropriate signs or markers at this location containing these words.Be it further resolved thata copy of this resolution be forwarded to the Department of Transportation.----XX---This web page was last updated on May 12, 2026 at 05:35 PM
