Printed 4/1/26--S.Read the first time March 10, 2026________A concurrent RESOLUTIONTO REQUEST THE DEPARTMENT OF TRANSPORTATIONNAME United States Highway 321 from its intersection with IW Hutto Road to theintersection of South Carolina Highway 3 IN THE TOWN OF SWANSEA IN LEXINGTONCOUNTY "WILBER LEE JEFFCOAT MEMORIAL HIGHWAY" AND ERECT APPROPRIATE SIGNS ORMARKERS AT THIS LOCATION CONTAINING THESE WORDS.Whereas, Wilbur LeeJeffcoat, the son of Mr. George and Mrs. Birdie Jeffcoat of Calhoun County,exhibited a lifelong devotion to public service in the Palmetto State; andWhereas, with yearsof formidable experience, he led a long career as the manager of government andcommunity affairs with the Overnite Transportation Company; andWhereas, an activeleader in his community, he served as the lead fundraiser for the SouthCarolina Legislative Black Caucus, the first vice chair of the South CarolinaDemocratic Party, and president of the Lexington County Democratic Party. He workedas chairman of the steering committee to elect Jimmy Carter for president, and hewas the two hundred sixty-ninth superdelegate to cast his vote for PresidentBarack Obama at the Democratic Convention in Colorado. In doing so Mr. Jeffcoatsaid, "Barack Obama inspired thousands of new voters in my state of SouthCarolina to get involved in our democratic process and I am proud to announcemy endorsement today"; andWhereas, withtireless and enthusiastic devotion, Mr. Jeffcoat served on the LexingtonDevelopment Corporation, the Central Midlands Planning Council, the LexingtonCounty Recreation and Aging Board, the South Carolina Board of ConsumerAffairs, the Occupational Safety and Health Review Board, the Palmetto SeniorCare Board, and the Lexington Hospital Board. He also helped build a localsenior center in his hometown of Swansea; andWhereas, over theyears, Mr. Jeffcoat earned much recognition for his service andaccomplishments, including a gold watch for twenty-five years of dedicatedservice from his job, a dinner and gold watch in his honor from the LexingtonCounty Democratic Party, and an award of appreciation from the South CarolinaLegislative Black Caucus and the Lexington County Board of Trustees. He alsohad prestigious standing as a thirty-third degree Master Mason and as a proudlifelong member of the NAACP; andWhereas, a devotedmember of Mount Pleasant Baptist Church of Swansea, he served as a churchtrustee, member of the Finance Committee, and lead Sunday school teacher; andWhereas, togetherwith his beloved wife, Annie, Mr. Jeffcoat reared a fine son, Christopher LykesSr. who blessed his parents with two adoring grandchildren: Christopher LykesJr. and Steven Lykes; andWhereas, rememberedfor his legacy of service and commitment, Wilber Lee Jeffcoat set a lastingstandard of excellence for citizens in this State to emulate for years to come.It is only fitting and proper that he be honored with a portion of highway in theTown of Swansea named in his memory. Now, therefore,Be it resolved bythe House of Representatives, the Senate concurring:That the members ofthe South Carolina General Assembly, by this resolution, request the Departmentof Transportation name the portion of United States Highway 321 from itsintersection with IW Hutto Road to the intersection of South Carolina Highway 3in the Town of Swansea in Lexington County "Wilber Lee Jeffcoat MemorialHighway" and erect appropriate signs or markers at this location containingthese words.Be it furtherresolved that a copy of this resolution be forwarded to the Department ofTransportation.----XX---This web page was last updated on April 01, 2026 at 09:31 PM
