sb00280/introduced.txtGeneral Assembly Raised Bill No. 280February Session, 2026 LCO No. 1548Referred to Committee on VETERANS' AND MILITARYAFFAIRSIntroduced by:(VA)AN ACT CONCERNING THE LEGISLATIVE COMMISSIONERS'RECOMMENDATIONS FOR MINOR AND TECHNICAL REVISIONS TOSTATUTES RELATING TO VETERANS' AND MILITARY AFFAIRS.Be it enacted by the Senate and House of Representatives in GeneralAssembly convened:1 Section 1. Subdivision (1) of subsection (b) of section 27-102l of the2 2026 supplement to the general statutes is repealed and the following is3 substituted in lieu thereof (Effective October 1, 2026):4 (b) (1) The commissioner may appoint a manager to administer an5 Office of Advocacy and Assistance for the aid and benefit of veterans6 and their spouses, eligible dependents and family members. The office7 shall have a staff of not [less] fewer than nineteen men and women,8 including not [less] fewer than fourteen veterans' service officers, and9 not [less] fewer than three clerical personnel. The manager and veterans'10 service officers shall be veterans, as defined in subsection (a) of section11 27-103, or veterans who were awarded the armed forces expeditionary12 medal for service by the armed forces.13 Sec. 2. Subsection (c) of section 14-21cc of the 2026 supplement to theLCO No. 1548 1 of 2Raised Bill No. 28014 general statutes is repealed and the following is substituted in lieu15 thereof (Effective October 1, 2026):16 (c) There is established the "Hispanic-American Veterans of17 Connecticut" commemorative account which shall be a separate,18 nonlapsing account. [within the General Fund.] The account shall19 contain any moneys required by law to be deposited in the account. The20 funds in said account shall be used by Hispanic-American Veterans of21 Connecticut, Inc. to provide bilingual services and assistance to22 Connecticut veterans and members of the armed forces. Hispanic-23 American Veterans of Connecticut, Inc. may receive private donations24 to said account and any such donations shall be deposited in said25 account.This act shall take effect as follows and shall amend the followingsections:Section 1 October 1, 2026 27-102l(b)(1)Sec. 2 October 1, 2026 14-21cc(c)Statement of Purpose:To make minor and technical revisions to statutes relating to veterans'and military affairs.[Proposed deletions are enclosed in brackets.
