sb276/introduced.txtGeneral Assembly Raised Bill No. 276February Session, 2026 LCO No. 1355Referred to Committee on PLANNING AND DEVELOPMENTIntroduced by:(PD)AN ACT REQUIRING MUNICIPALITIES TO POST MONTHLYREPORTS CONCERNING REVENUE AND CERTAIN EXPENDITURES.Be it enacted by the Senate and House of Representatives in GeneralAssembly convened:1Section 1. (NEW) (Effective October 1, 2026) (a) As used in this section:2(1) "Municipality" has the same meaning as provided in section 7-1483 of the general statutes;4(2) "Portable document format" has the same meaning as provided in5 section 52-50a of the general statutes; and6(3) "Comma-separated value format" means an electronic file format7 that separates data fields containing numeric or textual values using one8 or more specific characters such that the document may be easily9 searched by electronic means.10 (b) Not later than January 15, 2027, and on or before the fifteenth day11 of each month thereafter, each municipality shall post a report12 concerning the revenue and expenditures of the municipality in the13 preceding month on the municipality's Internet web site. Such reportLCO No. 1355 1 of 2Raised Bill No. 27614 shall include, but need not be limited to: (1) The budget allocation for15 each municipal department or office in the preceding month, (2) the16 expenditures of each municipal department or office in the preceding17 month, (3) any revenue that was projected to be received by the18 municipality in the preceding month that is attributable to any line item19 in the budget adopted by the municipality for the current fiscal year,20 and (4) any revenue received by the municipality in the preceding21 month that is attributable to any such line item.22 (c) Any report posted by a municipality pursuant to this section shall23 be (1) in both a portable document format and a comma-separated value24 format, and (2) maintained on the Internet web site of the municipality25 for not less than three years from the date of such posting.This act shall take effect as follows and shall amend the followingsections:Section 1 October 1, 2026 New sectionStatement of Purpose:To require that municipalities post monthly reports concerning revenueand expenditure data on the municipality's Internet web site.[Proposed deletions are enclosed in brackets.
