  The bill was read for the first time and referred to the Committee on Education Policy
1.1A bill for an act
1.2relating to education; establishing a grant program to include firearms safety, trap
1.3shooting, archery, hunting, and angling in school physical education courses;
1.4requiring a report; appropriating money.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6Section 1. GRANT PROGRAM; FIREARMS SAFETY, ARCHERY, HUNTING,
1.7AND ANGLING IN SCHOOL PHYSICAL EDUCATION COURSES.
1.8Subdivision 1. Program. The commissioner of natural resources must create a grant
1.9program to increase firearms safety, trap shooting, archery, hunting, and angling activities
1.10in physical education courses in Minnesota school districts. A school must ensure that
1.11activities funded under the program are consistent with required state standards for physical
1.12education.
1.13Subd. 2. Eligibility. (a) A school district or American Indian-controlled Tribal contract
1.14or grant school must apply to the commissioner of natural resources to participate in the
1.15program in the form and manner determined by the commissioner.
1.16(b) The commissioner must seek geographic balance among schools selected for
1.17participation.
1.18Subd. 3. Report. By January 15, 2027, the commissioner must submit a report to the
1.19chairs and ranking minority members of the legislative committees with jurisdiction over
1.20kindergarten through grade 12 education and natural resources finance and policy. The
1.21report must be in writing and must report on activities funded by the grant program and
1.22program outcomes.

2.1     Subd. 4. Appropriation. (a) $1,000,000 in fiscal year 2027 is appropriated from the
2.2 general fund to the commissioner of natural resources to implement the program under this
2.3 section. This is a onetime appropriation.
2.4     (b) Money appropriated for the program may be used for Department of Natural
2.5 Resources personnel costs, curriculum development, reporting costs, school staff training,
2.6 outdoor sports licenses for participating students, and equipment used in courses.
