 CONSTITUTION/CONVENTION: (Constitutional Amendment) Provides for the election
  of constitutional convention delegates and vote requirements necessary for the
  adoption of a new constitution
1A JOINT RESOLUTION
2 Proposing to amend Article XIII, Section 2 of the Constitution of Louisiana, to provide for
3constitutional conventions; to provide for the election of convention delegates from
4each legislative district; to provide for the vote requirement for delegates to propose
5a constitution or alternative propositions; to provide for the vote requirement for
6ratification of a new constitution by the people; to provide for submission of the
7proposed amendment to the electors; and to provide for related matters.
8Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members
9 elected to each house concurring, that there shall be submitted to the electors of the state of
10 Louisiana, for their approval or rejection in the manner provided by law, a proposal to
11 amend Article XIII, Section 2 of the Constitution of Louisiana, to read as follows:
12§2. Constitutional Convention
13Section 2. Whenever the legislature considers it desirable to revise this
14constitution or propose a new constitution, it may provide for the calling of a
15constitutional convention by law enacted by two-thirds of the elected members of
16each house. The convention shall be composed of one delegate elected from each
17senatorial district and each representative district. The revision or the proposed
18constitution and any alternative propositions agreed upon by the convention by two-
19thirds of the delegates shall be submitted to the people for their ratification or

1rejection. If the proposal is approved ratified by a majority of the electors voting
2thereon and in no fewer than three-fourths of the parishes, the governor shall
3proclaim it to be the Constitution of Louisiana.
4Section 2. Be it further resolved that this proposed amendment shall be submitted
5 to the electors of the state of Louisiana at the statewide election to be held on November 3,
6 2026.
7Section 3. Be it further resolved that on the official ballot to be used at the election,
8 there shall be printed a proposition, upon which the electors of the state shall be permitted
9 to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as
10 follows:
11Do you support an amendment to provide for the election of constitutional
12convention delegates from each state house and senate legislative district, the
13minimum vote requirement of the convention delegates, and the electorate
14necessary to ratify a new or revised constitution? (Amends Article XIII,
15Section 2)

Proposed constitutional amendment requires the proposed constitution and any alternative
propositions to be agreed upon by 2/3 of the delegates.
Present constitution provides that if the proposal is approved by a majority of the voting
electors, the governor shall proclaim it to be the Constitution of Louisiana.
Proposed constitutional amendment instead requires the proposal to be ratified by a majority
of the voting electors and in no fewer than 3/4 of the parishes.
Provides for submission of the proposed amendment to the voters at the statewide election
to be held Nov. 3, 2026.
