 STUDENT/ASSESSMENT: Prohibits requiring students to pass state-administered end-of-
  course (LEAP) tests in order to graduate from high school

2 To enact R.S. 17:24.4(F)(1)(k), relative to high school graduation; to provide relative to
3requirements for graduation; to prohibit requiring students to pass end-of-course
4assessments to be eligible for high school graduation; and to provide for related
5matters.
6 Be it enacted by the Legislature of Louisiana:
7Section 1. R.S. 17:24.4(F)(1)(k) is hereby enacted to read as follows:
8§24.4. Louisiana Competency-Based Education Program; statewide standards for
9required subjects; Louisiana Educational Assessment Program; parish or city
10school board comprehensive pupil progression plans; waivers

14(k) A student who successfully completes each Carnegie unit required for
15high school graduation shall receive a high school diploma regardless of his
16performance on any state-administered test.

Present law requires the state Dept. of Education (DOE) to implement the Louisiana
Educational Assessment Program (LEAP) with the approval of the State Bd. of Elementary
and Secondary Education (BESE). Requires that BESE implement standards-based
assessments in English language arts, math, science, and social studies and that the tests be
administered, at a minimum, in grades 3-11. Also requires BESE to establish by rule the
adequate test score to determine successful performance of the student on each test; present
administrative rule (BESE policy) requires students to pass certain end-of-course
assessments in order to be eligible for a high school diploma.
Proposed law provides that a student who successfully completes each Carnegie unit
required for graduation shall receive a high school diploma regardless of scores on any state-
administered tests.
