 BY REPRESENTATIVE BAYHAM AND SENATOR BARROW
1AN ACT
2 To amend and reenact R.S. 24:972(A)(11) through (22), to enact R.S. 24:972(F), and to
3repeal R.S. 24:972(A)(23) through (25), relative to the Louisiana Commission on
4Civic Education; to provide for the membership of the commission; to provide
5relative to the appointment of certain members; to remove certain members; to
6authorize certain persons to designate a member; to provide for quorum
7requirements; and to provide for related matters.
8 Be it enacted by the Legislature of Louisiana:
9Section 1. R.S. 24:972(A)(11) through (22) are hereby amended and reenacted and
10 R.S. 24:972(F) is hereby enacted to read as follows:
11§972. Membership; meetings; compensation; staff
12A. The commission shall consist of the following members:

14(11) One state coordinator of the Louisiana Legislators Back to School
15Program, to represent the Senate program, appointed jointly by the president of the
16Senate.
17(12) One state coordinator of the Louisiana Legislators Back to School
18Program, to represent the House of Representatives program, appointed by and the
19speaker of the House of Representatives.

1(13) (12) The state coordinator of Project Citizen, or his designee.
2(14) (13) The executive director of the Public Affairs Research Council, or
3his designee.
4(15) (14) The executive director of the Council Leaders for a Better
5Louisiana, or his designee.
6(16) (15) One member to represent Louisiana Public Broadcasting, appointed
7by the executive director of the Louisiana Public Broadcasting Corporation.
8(17) (16) One member to represent the League of Women Voters, appointed
9by the League of Women Voters of Louisiana.
10(18) (17) One member to represent the Louisiana Press Association and one
11member to represent the Louisiana Association of Broadcasters, appointed by the
12president of each association.
13(19) (18) One member to represent the Louisiana Center for Law and Civic
14Education, appointed by the president of its board of directors.
15(20) One member to represent the Louisiana Association of Non-Profit
16Organizations, appointed by the chairman of the Louisiana Association of Non-Profit
17Organizations.
18(21) (19) One member to represent the Louisiana Chapter of the National
19Association for the Advancement of Colored People, appointed by the president of
20the Louisiana Chapter of the National Association for the Advancement of Colored
21People.
22(22) (20) The chairman of the Volunteer Louisiana Commission, or his
23designee.
24(23) Any additional member who has expertise in civic education or civic
25involvement, as may be designated by three-fourths of the commission members
26present and voting. Such member shall serve at the pleasure of the commission.
27(24) (21)    One member to represent the Louisiana District Judges
28Association, appointed by the president of its board of directors.
29(25) (22) The chief justice of the Louisiana Supreme Court or his designee.

1F. Ten members of the commission shall constitute a quorum for the
2transaction of business, and all official action of the commission shall require the
3favorable vote of a majority of those members present and voting.
4Section 2. 24:972(A)(23) through (25) are hereby repealed in their entirety.
