8 Statement of purpose of bill as introduced: This bill proposes to task the Joint
9 Fiscal Office with developing a process for reviewing Education Fund
10 expenditures that includes (1) identification of spending categories and
11 amounts expended within each category; (2) determination of whether a
12 spending category is discretionary or required by statute or rule; (3) assessment
13 of whether each spending category is necessary for direct student learning; (4)
14 assessment of the reasonableness of the level of spending within each spending
15 category; (5) identification of the most appropriate revenue source for each
16 spending category identified as nonessential; and (6) creation of a
17 methodology for evaluating the cost-effectiveness of proposed legislation that
18 includes analysis of the costs to school districts of proposed State programs
19 and procedures.
