1AN ACT
2 To amend and reenact Subparagraphs (9)(a) and (b) of Article XIV, Section 15.1 of the 1921
3Constitution of Louisiana, as amended, continued as a statute pursuant to Article X,
4Section 18 of the 1974 Constitution of Louisiana, and R.S. 33:2479(D) and (H),
5relative to the municipal fire and police civil service; to provide relative to the state
6examiner and deputy state examiner; to provide relative to the compensation for the
7state examiner and deputy state examiner; and to provide for related matters.
8 Be it enacted by the Legislature of Louisiana:
9Section 1. Subparagraphs (9)(a) and (b) of Article XIV, Section 15.1 of the 1921
10 Constitution of Louisiana, as amended, continued as a statute pursuant to the provisions of
11 Article X, Section 18 of the 1974 Constitution of Louisiana are hereby amended and
12 reenacted to read as follows:
13§15.1. Fire and police civil service; municipalities of 13,000 to 250,000

159. State Examiner and Deputy State Examiner of Municipal Fire and Police
16Civil Service.
17a. The office of state examiner of municipal fire and police civil service is
18created. The state examiner shall be a resident and qualified voter of the state. He
19shall be a person who has had experience in personnel administration, classification,
20or employment testing in a classified civil service system and shall serve on a full-

1time basis. He shall receive and be paid a salary set by the State Civil Service
2Commission in accordance with the State Civil Service Commission's uniform pay
3plan. The position of state examiner shall be assigned to the same pay range to
4which the deputy director of state civil service is assigned. The state examiner shall
5be paid traveling and living expenses while away from his place of residence.
6b. The office of deputy state examiner of municipal fire and police civil
7service is created. The right of appointment, supervision, and discharge of the
8deputy state examiner is vested in the state examiner. The deputy state examiner is
9authorized and empowered to exercise the authority and perform the duties of the
10state examiner as provided in this Section. He shall be a resident and qualified voter
11of the state.    He shall be a person who has had experience in personnel
12administration, classification, or employment testing in a classified civil service
13system and shall serve on a full-time basis. He shall receive and be paid a salary set
14by the state examiner in accordance with the State Civil Service Commission's
15uniform pay plan. The position of deputy state examiner shall be assigned to the pay
16range which is two levels below the pay range to which the deputy director of state
17civil service is assigned. The deputy state examiner shall be paid traveling and living
18expenses while away from the place of his residence.

20Section 2. R.S. 33:2479(D) and (H) are hereby amended and reenacted to read as
21 follows:
22§2479. State examiner of municipal fire and police civil service

24D. The state examiner shall serve on a full-time basis. He shall receive and
25be paid a salary set by the State Civil Service Commission in accordance with the
26State Civil Service Commission's uniform pay plan. The position of state examiner
27shall be assigned to the same pay range to which the deputy director of state civil

1service is assigned. The state examiner shall be paid for his traveling and living
2expenses while away from his place of residence.

4H. The office of deputy state examiner of municipal fire and police civil
5service is created. The right of appointment, supervision, and discharge of the
6deputy state examiner shall be vested in the state examiner. The deputy state
7examiner is authorized and empowered to exercise the authority and perform the
8duties of the state examiner as provided in this Part or Part III of this Chapter. The
9deputy state examiner shall receive and be paid a salary set by the state examiner in
10accordance with the State Civil Service Commission's uniform pay plan. The
11position of deputy state examiner shall be assigned to the pay range which shall be
12two levels below the pay range to which the deputy director of state civil service is
13assigned. The deputy state examiner shall be paid traveling and living expenses
14while away from the place of his residence.
