A JOINT RESOLUTION
Proposing to repeal Section 13 of Article XII of the 1
Constitution of the State of Ohio to no longer 2
prohibit wholesale excise taxation of food and 3
nonalcoholic beverages. 4
Be it resolved by the General Assembly of the State of 5
Ohio, three-fifths of the members elected to each house 6
concurring herein, that there shall be submitted to the electors 7
of the state, in the manner prescribed by law at the general 8
election to be held on November 2, 2027, a proposal to repeal 9
Section 13 of Article XII of the Constitution of the State of 10
Ohio. 11
EFFECTIVE DATE 12
If adopted by a majority of the electors voting on this 13
proposal, Section 13 of Article XII of the Constitution of the 14
State of Ohio shall be repealed effective January 1, 2028. 15

Proposing to repeal Section 13 of Article XII of the Constitution of the State of Ohio to no longer prohibit wholesale excise taxation of food and nonalcoholic beverages.
