1A RESOLUTION adjourning the Senate in honor and loving memory of John
2 Douglas "Doug" Hubbard.
3WHEREAS, John Douglas "Doug" Hubbard was born October 18, 1941, to the late
4 EE and Marie Hubbard of Bardstown; and
5WHEREAS, Doug Hubbard was a lifetime member of Bardstown United Methodist
6 Church, and a proud Bardstown High School alum, class of 1959; and
7WHEREAS, Doug Hubbard was a graduate of the University of Kentucky, where
8 he served as president of Pi Kappa Alpha Fraternity; and
9WHEREAS, Doug Hubbard attended the University of Kentucky College of Law
10 and became a member of the bar in 1967; and
11WHEREAS, Doug Hubbard practiced law with his father at Fulton, Hubbard &
12 Hubbard Law Offices, where he spent more than 55 years passionately representing the
13 people of Nelson County and the surrounding area; and
14WHEREAS, Doug Hubbard also served as corporate attorney for Salt River Electric
15 Cooperative for more than 30 years, a role he especially enjoyed; and
16WHEREAS, Doug Hubbard was very involved in his community, having served as
17 past president of the Kiwanis Club and the Nelson County Jaycees; and
18WHEREAS, Doug Hubbard was named Outstanding Young Man in 1968 by the
19 Chamber of Commerce and was instrumental in growing his city, being inducted in the
20 Nelson County Hall of Fame in 2004; and
21WHEREAS, Doug Hubbard was a huge advocate for education, investing in the
22 Bardstown Independent School System all his life, and being later appointed to the
23 Kentucky Board of Education, as well as being inducted into the Bardstown High School
24 Athletic Hall of Fame in 2007; and
25WHEREAS, Doug Hubbard is survived by his wife of 59 years, Judy Whitesides;
26 his three children, Susan (Mike) Carson, John (Julie) Hubbard, and Char (Chris) Rhoads;
27 his six grandchildren, Megan, Jack, and Ben Hubbard, and Clayton, Conner, and

1 Christopher Rhoads; his sisters, Lee (Mike) Lumpkin, and Debbie Greer; his niece, Leigh
2 Morgan Lumpkin; his nephew, Doug (Liz Murphy) Lumpkin; and his great-niece, Eliza
3 Leigh Lumpkin; and
4WHEREAS, Doug Hubbard passed away peacefully on January 6, 2026;
5NOW, THEREFORE,
6 Be it resolved by the Senate of the General Assembly of the Commonwealth of
7 Kentucky:
8Section 1.        The members of the Senate hereby express their most profound
9 sympathy upon the passing of John Douglas "Doug" Hubbard.
10Section 2.        When the Senate adjourns this day, it does so in honor and loving
11 memory of John Douglas "Doug" Hubbard.
12Section 3.  The Clerk of the Senate is directed to transmit a copy of this
13 Resolution to Senator Jimmy Higdon for delivery to the family.
