sb388/chaptered.txt2026 Regular Session ENROLLEDACT No. 764SENATE BILL NO. 388BY SENATORS HODGES, BARROW, BASS, EDMONDS, FESI, HENRY, MIGUEZ,MIZELL, MORRIS, PRESSLY, SEABAUGH, STINE AND TALBOTAND REPRESENTATIVES AMEDEE, DICKERSON, EGAN,HORTON, MILLER, OWEN, SCHAMERHORN AND TAYLOR1AN ACT2 To enact R.S. 14:112.14 and R.S. 39:1602.3 and to repeal Section 4 of Act No. 670 of the32024 Regular Session of the Legislature, relative to homeland security; to provide4an effective date for Act No. 670 of the 2024 Regular Session of the Legislature; to5authorize the division of administration to review state contracts involving foreign6adversaries or foreign terrorist organizations or their agents; and to provide for7related matters.8 Be it enacted by the Legislature of Louisiana:9Section 1. R.S. 14:112.14 is hereby enacted to read as follows:10§112.14. Effective date11This Subpart shall become effective on August 1, 2026.12Section 2. R.S. 39:1602.3 is hereby enacted to read as follows:13§1602.3. State contracts; review for foreign adversaries and foreign terrorist14organizations15The division of administration is authorized to review all state contracts16to determine if they are held by:17(1) A foreign adversary as defined in R.S. 3:3614.18(2) A foreign terrorist organization as designated by the United States19secretary of state in accordance with Section 219 of the United States20Immigration and Nationality Act, Section 40 of the United States Arms Export21Control Act, or Section 620(A) of the United States Foreign Assistance Act of221961.23(3) The agents of a foreign adversary or of a foreign terrorist24organization.25Section 3. Section 4 of Act No. 670 of the 2024 Regular Session of the LegislaturePage 1 of 2Coding: Words which are struck through are deletions from existing law;words in boldface type and underscored are additions.SB NO. 388 ENROLLED1 is hereby repealed.2Section 4. This Act shall become effective upon signature by the governor or, if not3 signed by the governor, upon expiration of the time for bills to become law without signature4 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.
