1AN ACT
2 To enact R.S. 14:112.14 and R.S. 39:1602.3 and to repeal Section 4 of Act No. 670 of the
32024 Regular Session of the Legislature, relative to homeland security; to provide
4an effective date for Act No. 670 of the 2024 Regular Session of the Legislature; to
5authorize the division of administration to review state contracts involving foreign
6adversaries or foreign terrorist organizations or their agents; and to provide for
7related matters.
8 Be it enacted by the Legislature of Louisiana:
9Section 1. R.S. 14:112.14 is hereby enacted to read as follows:
10§112.14. Effective date
11This Subpart shall become effective on August 1, 2026.
12Section 2. R.S. 39:1602.3 is hereby enacted to read as follows:
13§1602.3. State contracts; review for foreign adversaries and foreign terrorist
14organizations
15The division of administration is authorized to review all state contracts
16to determine if they are held by:
17(1) A foreign adversary as defined in R.S. 3:3614.
18(2) A foreign terrorist organization as designated by the United States
19secretary of state in accordance with Section 219 of the United States
20Immigration and Nationality Act, Section 40 of the United States Arms Export
21Control Act, or Section 620(A) of the United States Foreign Assistance Act of
221961.
23(3) The agents of a foreign adversary or of a foreign terrorist
24organization.
25Section 3. Section 4 of Act No. 670 of the 2024 Regular Session of the Legislature

1 is hereby repealed.
2Section 4. This Act shall become effective upon signature by the governor or, if not
3 signed by the governor, upon expiration of the time for bills to become law without signature
4 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
5 vetoed by the governor and subsequently approved by the legislature, this Act shall become
6 effective on the day following such approval.
