1 A PROPOSITION to amend section 1 of the bill of rights of the
2   constitution of the state of Kansas, relating to equal rights.

4 Be it resolved by the Legislature of the State of Kansas, two-thirds of the
5     members elected (or appointed) and qualified to the Senate and two-
6     thirds of the members elected (or appointed) and qualified to the
7     House of Representatives concurring therein:
8     Section 1. The following proposition to amend the constitution of
9 the state of Kansas shall be submitted to the qualified electors of the state
10 for their approval or rejection: Section 1 of the bill of rights of the
11 constitution of the state of Kansas is hereby amended to read as follows:
12"§ 1. Equal rights. All men and women are possessed of
13     equal and inalienable natural rights, among which are life from
14     conception, liberty, and the pursuit of happiness."
15     Sec. 2. The following statement shall be printed on the ballot with
16 the amendment as a whole:
17     "Explanatory statement. This amendment would amend and
18update the constitution of the state of Kansas to clearly
19guarantee the equal rights of men and women, beginning at
20conception.
21     "A vote for this proposition would amend and update the
22constitution of the state of Kansas to clearly guarantee the
23equal rights of men and women, beginning at conception.
24     "A vote against this proposition would make no changes to the
25constitution of the state of Kansas."
26     Sec. 3. This resolution, if approved by two-thirds of the members
27 elected (or appointed) and qualified to the Senate and two-thirds of the
28 members elected (or appointed) and qualified to the House of
29 Representatives, shall be entered on the journals, together with the yeas
30 and nays. The secretary of state shall cause this resolution to be published
31 as provided by law and shall cause the proposed amendment to be
32 submitted to the electors of the state at the general election in November
33 in the year 2026.
