scr1623/introduced.txtSession of 2026Senate Concurrent Resolution No. 1623By Committee on Federal and State Affairs3-21 A PROPOSITION to amend section 1 of the bill of rights of the2 constitution of the state of Kansas, relating to equal rights.34 Be it resolved by the Legislature of the State of Kansas, two-thirds of the5 members elected (or appointed) and qualified to the Senate and two-6 thirds of the members elected (or appointed) and qualified to the7 House of Representatives concurring therein:8 Section 1. The following proposition to amend the constitution of9 the state of Kansas shall be submitted to the qualified electors of the state10 for their approval or rejection: Section 1 of the bill of rights of the11 constitution of the state of Kansas is hereby amended to read as follows:12"§ 1. Equal rights. All men and women are possessed of13 equal and inalienable natural rights, among which are life from14 conception, liberty, and the pursuit of happiness."15 Sec. 2. The following statement shall be printed on the ballot with16 the amendment as a whole:17 "Explanatory statement. This amendment would amend and18update the constitution of the state of Kansas to clearly19guarantee the equal rights of men and women, beginning at20conception.21 "A vote for this proposition would amend and update the22constitution of the state of Kansas to clearly guarantee the23equal rights of men and women, beginning at conception.24 "A vote against this proposition would make no changes to the25constitution of the state of Kansas."26 Sec. 3. This resolution, if approved by two-thirds of the members27 elected (or appointed) and qualified to the Senate and two-thirds of the28 members elected (or appointed) and qualified to the House of29 Representatives, shall be entered on the journals, together with the yeas30 and nays. The secretary of state shall cause this resolution to be published31 as provided by law and shall cause the proposed amendment to be32 submitted to the electors of the state at the general election in November33 in the year 2026.
