No. 7312025-2026Representative BirdTo amend section 4501.21 and to enact section 14503.947 of the Revised Code to create the "Land 2of U.S. Grant" license plate. 3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:Section 1. That section 4501.21 be amended and section 44503.947 of the Revised Code be enacted to read as follows: 5Sec. 4501.21. (A) There is hereby created in the state 6treasury the license plate contribution fund. The fund shall 7consist of all contributions for specialty license plates paid 8by motor vehicle registrants and collected by the registrar of 9motor vehicles pursuant to the Revised Code sections referenced 10in division (B) of this section. 11(B) The registrar shall pay the contributions the 12registrar collects in the fund as follows: 13The registrar shall pay the contributions received 14pursuant to section 4503.491 of the Revised Code to the breast 15cancer fund of Ohio, which shall use that money only to pay for 16programs that provide assistance and education to Ohio breast 17cancer patients and that improve access for such patients to 18quality health care and clinical trials and shall not use any of 19the money for abortion information, counseling, services, or 20H. B. No. 731 Page 2As Introducedother abortion-related activities. 21The registrar shall pay the contributions the registrar 22receives pursuant to section 4503.492 of the Revised Code to the 23organization cancer support community central Ohio, which shall 24deposit the money into the Sheryl L. Kraner Fund of that 25organization. Cancer support community central Ohio shall expend 26the money it receives pursuant to this division only in the same 27manner and for the same purposes as that organization expends 28other money in that fund. 29The registrar shall pay the contributions received 30pursuant to section 4503.493 of the Revised Code to the autism 31society of Ohio, which shall use the contributions for programs 32and autism awareness efforts throughout the state. 33The registrar shall pay the contributions the registrar 34receives pursuant to section 4503.494 of the Revised Code to the 35national multiple sclerosis society for distribution in equal 36amounts to the northwestern Ohio, Ohio buckeye, and Ohio valley 37chapters of the national multiple sclerosis society. These 38chapters shall use the money they receive under this section to 39assist in paying the expenses they incur in providing services 40directly to their clients. 41The registrar shall pay the contributions the registrar 42receives pursuant to section 4503.495 of the Revised Code to the 43national pancreatic cancer foundation, which shall use the money 44it receives under this section to assist those who have 45pancreatic cancer and their families. 46The registrar shall pay the contributions the registrar 47receives pursuant to section 4503.496 of the Revised Code to the 48Ohio sickle cell and health association, which shall use the 49H. No. 731 Page 3As Introducedcontributions to help support educational, clinical, and social 50support services for adults who have sickle cell disease. 51The registrar shall pay the contributions the registrar 52receives pursuant to section 4503.497 of the Revised Code to the 53St. Baldrick's foundation, which shall use the contributions for 54its research and other programs. 55The registrar shall pay the contributions the registrar 56receives pursuant to section 4503.498 of the Revised Code to 57special olympics Ohio, inc., which shall use the contributions 58for its programs, charitable efforts, and other activities. 59The registrar shall pay the contributions the registrar 60receives pursuant to section 4503.499 of the Revised Code to the 61children's glioma cancer foundation, which shall use the 62contributions for its research and other programs. 63The registrar shall pay the contributions the registrar 64receives pursuant to section 4503.4910 of the Revised Code to 65the KylerStrong foundation, which shall use the contributions to 66raise awareness of brain cancer caused by diffuse intrinsic 67pontine glioma and to fund research for the cure of such cancer. 68The registrar shall pay the contributions the registrar 69receives pursuant to section 4503.4911 of the Revised Code to 70the research institution for childhood cancer at nationwide 71children's hospital, which shall use the contributions to fund 72research for the cure of childhood cancers. 73The registrar shall pay the contributions the registrar 74receives pursuant to section 4503.4912 of the Revised Code to 75the Ben Morrison memorial fund, which shall use the 76contributions for scholarships and other programs that support 77mental health. 78H. No. 731 Page 4As IntroducedThe registrar shall pay the contributions the registrar 79receives pursuant to section 4503.50 of the Revised Code to the 80future farmers of America foundation, which shall deposit the 81contributions into its general account to be used for 82educational and scholarship purposes of the future farmers of 83America foundation. 84The registrar shall pay the contributions the registrar 85receives pursuant to section 4503.501 of the Revised Code to the 864-H youth development program of the Ohio state university 87extension program, which shall use those contributions to pay 88the expenses it incurs in conducting its educational activities. 89The registrar shall pay the contributions received 90pursuant to section 4503.502 of the Revised Code to the Ohio 91cattlemen's foundation, which shall use those contributions for 92scholarships and other educational activities. 93The registrar shall pay the contributions received 94pursuant to section 4503.505 of the Revised Code to the 95organization Ohio region phi theta kappa, which shall use those 96contributions for scholarships for students who are members of 97that organization. 98The registrar shall pay the contributions the registrar 99receives pursuant to section 4503.506 of the Revised Code to 100Ohio demolay, which shall use the contributions for 101scholarships, educational programs, and any other programs or 102events the organization holds or sponsors in this state. 103The registrar shall pay the contributions received 104pursuant to section 4503.507 of the Revised Code to the Ohio 105aerospace institute, which shall use those contributions to 106facilitate student internships in aerospace and educational 107H. No. 731 Page 5As Introducedprogramming. 108The registrar shall pay the contributions received 109pursuant to section 4503.508 of the Revised Code to the 110organization bottoms up diaper drive to provide funding for that 111organization for collecting and delivering diapers to parents in 112need. 113The registrar shall pay the contributions the registrar 114receives pursuant to section 4503.509 of the Revised Code to a 115kid again, incorporated for distribution in equal amounts to the 116Ohio chapters of a kid again. 117The registrar shall pay each contribution the registrar 118receives pursuant to section 4503.51 of the Revised Code to the 119university or college whose name or marking or design appears on 120collegiate license plates that are issued to a person under that 121section. A university or college that receives contributions 122from the fund shall deposit the contributions into its general 123scholarship fund. 124The registrar shall pay each contribution the registrar 125receives pursuant to section 4503.512 of the Revised Code to the 126Iota Phi Theta Fraternity, Incorporated Delta Theta Omega 127chapter in Ohio. The Iota Phi Theta Fraternity, Incorporated 128Delta Theta Omega chapter shall use the contributions for the 129development and perpetuation of scholarship, leadership, 130citizenship, fidelity, and brotherhood among men and youth in 131this state. 132The registrar shall pay the contributions the registrar 133receives pursuant to section 4503.514 of the Revised Code to the 134university of Notre Dame in South Bend, Indiana, for purposes of 135awarding grants or scholarships to residents of Ohio who attend 136H. B. No. 731 Page 6As Introducedthe university. The university shall not use any of the funds it 137receives for purposes of administering the scholarship program. 138The registrar shall enter into appropriate agreements with the 139university of Notre Dame to effectuate the distribution of such 140funds as provided in this section. 141The registrar shall pay the contributions the registrar 142receives pursuant to section 4503.516 of the Revised Code to 143Marshall university in Huntington, West Virginia, for purposes 144of awarding grants or scholarships to residents of Ohio who 145attend the university. The university shall not use any of the 146funds it receives for purposes of administering the scholarship 147program. The registrar shall enter into appropriate agreements 148with Marshall university to effectuate the distribution of such 149funds as provided in this section. 150The registrar shall pay the contributions the registrar 151receives pursuant to section 4503.517 of the Revised Code to the 152university of Alabama in Tuscaloosa, Alabama, for purposes of 153awarding grants or scholarships to residents of Ohio who attend 154the university. The university shall not use any of the funds it 155receives for purposes of administering the scholarship program. 156The registrar shall enter into appropriate agreements with the 157university of Alabama to effectuate the distribution of such 158funds as provided in this section. 159The registrar shall pay the contributions the registrar 160receives pursuant to section 4503.518 of the Revised Code to the 161Nationwide children's hospital, which shall use the 162contributions for the "On Our Sleeves" campaign. 163The registrar shall pay the contributions the registrar 164receives pursuant to section 4503.519 of the Revised Code 165equally to NAMI Ohio (national alliance on mental illness of 166H. B. No. 731 Page 7As IntroducedOhio), Ohio peer recovery organizations, and OCAAR (Ohio citizen 167advocates for addiction recovery). 168The registrar shall pay the contributions the registrar 169receives pursuant to section 4503.520 of the Revised Code to 170Purdue university in West Lafayette, Indiana, for purposes of 171awarding grants or scholarships to residents of Ohio who attend 172the university. The university shall not use any of the funds it 173receives for purposes of administering the scholarship program. 174The registrar shall enter into appropriate agreements with 175Purdue university to effectuate the distribution of such funds 176as provided in this section. 177The registrar shall pay the contributions the registrar 178receives pursuant to section 4503.521 of the Revised Code to the 179Ohio bicycle federation to assist that organization in paying 180for the educational programs it sponsors in support of Ohio 181cyclists of all ages. 182The registrar shall pay the contributions the registrar 183receives pursuant to section 4503.522 of the Revised Code to the 184"friends of Perry's victory and international peace memorial, 185incorporated," a nonprofit corporation organized under the laws 186of this state, to assist that organization in paying the 187expenses it incurs in sponsoring or holding charitable, 188educational, and cultural events at the monument. 189The registrar shall pay the contributions the registrar 190receives pursuant to section 4503.523 of the Revised Code to the 191fairport lights foundation, which shall use the money to pay for 192the restoration, maintenance, and preservation of the 193lighthouses of fairport harbor. 194The registrar shall pay the contributions the registrar 195H. No. 731 Page 8As Introducedreceives pursuant to section 4503.524 of the Revised Code to the 196Massillon tiger football booster club, which shall use the 197contributions only to promote and support the football team of 198Washington high school of the Massillon city school district. 199The registrar shall pay the contributions the registrar 200receives pursuant to section 4503.525 of the Revised Code to the 201United States power squadron district seven which shall annually 202distribute the contributions in equal amounts to all United 203States power squadrons located in the state. Each power squadron 204district shall use the money it receives under this section to 205pay for the educational boating programs each district holds or 206sponsors within this state. 207The registrar shall pay the contributions the registrar 208receives pursuant to section 4503.526 of the Revised Code to the 209Ohio district Kiwanis foundation of the Ohio district of Kiwanis 210international, which shall use the money it receives under this 211section to pay the costs of its educational and humanitarian 212activities. 213The registrar shall pay the contributions the registrar 214receives pursuant to section 4503.528 of the Revised Code to the 215Ohio children's alliance, which shall use the money it receives 216under this section to pay the expenses it incurs in advancing 217its mission of sustainably improving the provision of services 218to children, young adults, and families in this state. 219The registrar shall pay the contributions the registrar 220receives pursuant to section 4503.529 of the Revised Code to the 221Ohio nurses foundation. The foundation shall use the money it 222receives under this section to provide educational scholarships 223to assist individuals who aspire to join the nursing profession, 224to assist nurses in the nursing profession who seek to advance 225H. B. No. 731 Page 9As Introducedtheir education, and to support persons conducting nursing 226research concerning the evidence-based practice of nursing and 227the improvement of patient outcomes. 228The registrar shall pay the contributions the registrar 229receives pursuant to section 4503.53 of the Revised Code to the 230Indiana Kentucky Ohio regional council of carpenters. The 231council shall use the money it receives to assist its members 232who are experiencing financial hardship. 233The registrar shall pay the contributions the registrar 234receives pursuant to section 4503.531 of the Revised Code to the 235thank you foundation, incorporated, a nonprofit corporation 236organized under the laws of this state, to assist that 237organization in paying for the charitable activities and 238programs it sponsors in support of United States military 239personnel, veterans, and their families. 240The registrar shall pay the contributions the registrar 241receives pursuant to section 4503.532 of the Revised Code to the 242Ohio history connection, which shall use the contributions for 243the benefit of the Paul Laurence Dunbar house. 244The registrar shall pay the contributions the registrar 245receives pursuant to section 4503.533 of the Revised Code to the 246nonprofit organization Ohio conference of teamsters and industry 247health and welfare fund, which shall use the contributions to 248further the nonprofit's mission. 249The registrar shall pay the contributions the registrar 250receives pursuant to section 4503.534 of the Revised Code to the 251disabled American veterans department of Ohio, to be used for 252programs that serve disabled American veterans and their 253families. 254H. No. 731 Page 10As IntroducedThe registrar shall pay the contributions the registrar 255receives pursuant to section 4503.536 of the Revised Code to 256save a warrior, incorporated, which shall use the contributions 257to prevent suicide by active members of the armed forces of the 258United States, veterans of those armed forces, and first 259responders. 260The registrar shall pay the contributions the registrar 261receives pursuant to section 4503.542 of the Revised Code to the 262Ohio craft brewers association. 263The registrar shall pay the contributions the registrar 264receives pursuant to section 4503.541 of the Revised Code to 265Dolly Parton's imagination library of Ohio. The library shall 266use the money it receives under this section for operational 267costs, including the distribution of books. 268The registrar shall pay the contributions that are paid to 269the registrar pursuant to section 4503.545 of the Revised Code 270to the national rifle association foundation, which shall use 271the money to pay the costs of the educational activities and 272programs the foundation holds or sponsors in this state. 273The registrar shall pay the contributions the registrar 274receives pursuant to section 4503.55 of the Revised Code to the 275pro football hall of fame, which shall deposit the contributions 276into a special bank account that it establishes and which shall 277be separate and distinct from any other account the pro football 278hall of fame maintains, to be used exclusively for the purpose 279of promoting the pro football hall of fame as a travel 280destination. 281The registrar shall pay to the Ohio pet fund the 282contributions the registrar receives pursuant to section 283H. B. No. 731 Page 11As Introduced4503.551 of the Revised Code and any other money from any other 284source, including donations, gifts, and grants, that is 285designated by the source to be paid to the Ohio pet fund. The 286Ohio pet fund shall use the moneys it receives under this 287section to support programs for the sterilization of dogs and 288cats and for educational programs concerning the proper 289veterinary care of those animals, and for expenses of the Ohio 290pet fund that are reasonably necessary for it to obtain and 291maintain its tax-exempt status and to perform its duties. 292The registrar shall pay the contributions the registrar 293receives pursuant to section 4503.552 of the Revised Code to the 294rock and roll hall of fame and museum, incorporated. 295The registrar shall pay the contributions the registrar 296receives pursuant to section 4503.553 of the Revised Code to the 297Ohio coalition for animals, incorporated, a nonprofit 298corporation. Except as provided in division (B) of this section, 299the coalition shall distribute the money to its members, and the 300members shall use the money only to pay for educational, 301charitable, and other programs of each coalition member that 302provide care for unwanted, abused, and neglected horses. The 303Ohio coalition for animals may use a portion of the money to pay 304for reasonable marketing costs incurred in the design and 305promotion of the license plate and for administrative costs 306incurred in the disbursement and management of funds received 307under this section. 308The registrar shall pay the contributions the registrar 309receives pursuant to section 4503.554 of the Revised Code to the 310Ohio state council of the knights of Columbus, which shall use 311the contributions to pay for its charitable activities and 312programs. 313H. No. 731 Page 12As IntroducedThe registrar shall pay the contributions the registrar 314receives pursuant to section 4503.555 of the Revised Code to the 315western reserve historical society, which shall use the 316contributions to fund the Crawford auto aviation museum. 317The registrar shall pay the contributions the registrar 318receives pursuant to section 4503.556 of the Revised Code to the 319Erica J. Holloman foundation, inc., for the awareness of triple 320negative breast cancer. The foundation shall use the 321contributions for charitable and educational purposes. 322The registrar shall pay each contribution the registrar 323receives pursuant to section 4503.557 of the Revised Code to the 324central Ohio chapter of the Ronald McDonald house charities, 325which shall distribute the contribution to the chapter of the 326Ronald McDonald house charities in whose geographic territory 327the person who paid the contribution resides. 328The registrar shall pay the contributions the registrar 329receives pursuant to section 4503.559 of the Revised Code to 330playhouse square, located in Cleveland, Ohio, which shall use 331the contributions to further its mission of presenting and 332producing a wide variety of quality performing arts, advancing 333arts education, and creating a superior destination for 334entertainment, business, and residential living. 335The registrar shall pay the contributions the registrar 336receives pursuant to section 4503.561 of the Revised Code to the 337state of Ohio chapter of ducks unlimited, inc., which shall 338deposit the contributions into a special bank account that it 339establishes. The special bank account shall be separate and 340distinct from any other account the state of Ohio chapter of 341ducks unlimited, inc., maintains and shall be used exclusively 342for the purpose of protecting, enhancing, restoring, and 343H. B. No. 731 Page 13As Introducedmanaging wetlands and conserving wildlife habitat. The state of 344Ohio chapter of ducks unlimited, inc., annually shall notify the 345registrar in writing of the name, address, and account to which 346such payments are to be made. 347The registrar shall pay the contributions the registrar 348receives pursuant to section 4503.562 of the Revised Code to the 349Mahoning river consortium, which shall use the money to pay the 350expenses it incurs in restoring and maintaining the Mahoning 351river watershed. 352The registrar shall pay the contributions the registrar 353receives pursuant to section 4503.564 of the Revised Code to the 354Glen Helen association to pay expenses related to the Glen Helen 355nature preserve. 356The registrar shall pay the contributions the registrar 357receives pursuant to section 4503.565 of the Revised Code to the 358conservancy for Cuyahoga valley national park, which shall use 359the money in support of the park. 360The registrar shall pay the contributions the registrar 361receives pursuant to section 4503.566 of the Revised Code to the 362Ottawa national wildlife refuge, which shall use the 363contributions for wildlife preservation purposes. 364The registrar shall pay the contributions the registrar 365receives pursuant to section 4503.567 of the Revised Code to the 366girls on the run of Franklin county, inc., which shall use the 367contributions to support the activities of the organization. 368The registrar shall pay the contributions the registrar 369receives pursuant to section 4503.569 of the Revised Code to the 370Ohio bird sanctuary, located in Mansfield, Ohio, which shall use 371the contributions for purposes of its operations, bird care and 372H. No. 731 Page 14As Introducedrehabilitation, and educational programs. 373The registrar shall pay the contributions the registrar 374receives pursuant to section 4503.576 of the Revised Code to the 375Ohio state beekeepers association, which shall use those 376contributions to promote beekeeping, provide educational 377information about beekeeping, and to support other state and 378local beekeeping programs. 379The registrar shall pay the contributions the registrar 380receives pursuant to section 4503.577 of the Revised Code to the 381national aviation hall of fame, which shall use the 382contributions to fulfill its mission of honoring aerospace 383legends to inspire future leaders. 384The registrar shall pay the contributions the registrar 385receives pursuant to section 4503.578 of the Revised Code to 386keep Ohio beautiful, incorporated, which shall use the 387contributions towards its mission of empowering Ohio communities 388to take greater responsibility for improving the local 389environment through litter prevention, beautification, community 390greening, waste reduction, and recycling. 391The registrar shall pay the contributions the registrar 392receives pursuant to section 4503.579 of the Revised Code to the 393Ohio state coalition-national council of negro women, 394incorporated, which shall use the contributions for educational 395purposes. 396The registrar shall pay the contributions the registrar 397receives pursuant to section 4503.581 of the Revised Code to the 398Ohio past detachment commander's club, inc., which shall use the 399contributions to support the activities of the organization. 400The registrar shall pay the contributions the registrar 401H. No. 731 Page 15As Introducedreceives pursuant to section 4503.582 of the Revised Code to the 402progressive animal welfare society adoption center, inc., which 403shall use the contributions to support the activities of the 404center. 405The registrar shall pay the contributions the registrar 406receives pursuant to section 4503.583 of the Revised Code to the 407American legion, department of Ohio, inc., which shall use the 408contributions to support the activities of the organization. 409The registrar shall pay the contributions the registrar 410receives, or has received, pursuant to section 4503.584 of the 411Revised Code to the Ohio natural energy foundation to fund 412scholarships for students pursuing careers in the oil and 413natural gas industry. 414The registrar shall pay the contributions the registrar 415receives pursuant to section 4503.585 of the Revised Code to the 416Terrace Park recreation committee, inc. to offer scholarships to 417young athletes of, and maintain athletic facilities in, the 418municipal corporation of Terrace Park. 419The registrar shall pay the contributions the registrar 420receives pursuant to section 4503.586 of the Revised Code to the 421Ohio mountain bike alliance. 422The registrar shall pay the contributions the registrar 423receives pursuant to section 4503.588 of the Revised Code to the 424Ohio grange patrons of husbandry foundation, which shall use the 425contributions to support the activities of the organization. 426The registrar shall pay to a sports commission created 427pursuant to section 4503.591 of the Revised Code each 428contribution the registrar receives under that section that an 429applicant pays to obtain license plates that bear the logo of a 430H. B. (A) The owner or lessee of any passenger 1329car, noncommercial motor vehicle, recreational vehicle, or other 1330vehicle of a class approved by the registrar of motor vehicles 1331may apply to the registrar for the registration of the vehicle 1332and issuance of "Land of U.S. Grant" license plates. The 1333application may be combined with a request for a special 1334reserved license plate under section 4503.40 or 4503.42 of the 1335Revised Code. Upon receipt of the completed application and 1336compliance by the applicant with divisions (B) and (C) of this 1337section, the registrar shall issue to the applicant the 1338appropriate vehicle registration and a set of "Land of U.S. 1339Grant" license plates and a validation sticker, or a validation 1340sticker alone when required by section 4503.191 of the Revised 1341Code. 1342In addition to the letters and numbers ordinarily 1343inscribed on the license plates, "Land of U.S. Grant" license 1344plates shall display an appropriate logo and words that are 1345selected by representatives of the land of U.S. Grant and 1346approved by the registrar. "Land of U.S. Grant" license plates 1347shall display county identification stickers that identify the 1348county of registration as required under section 4503.19 of the 1349Revised Code. 1350(B) "Land of U.S. Grant" license plates and a validation 1351sticker, or validation sticker alone, shall be issued upon 1352receipt of an application for registration of a motor vehicle 1353under this section; payment of the regular license tax as 1354prescribed under section 4503.04 of the Revised Code, any 1355applicable motor vehicle license tax levied under Chapter 4504. 1356of the Revised Code, any applicable additional fee prescribed by 1357section 4503.40 or 4503.42 of the Revised Code, an additional 1358administrative fee of ten dollars, and a contribution as 1359H. B. No. 731 Page 47As Introducedprovided in division (C)(1) of this section; and compliance with 1360all other applicable laws relating to the registration of motor 1361vehicles. 1362(C)(1) For each application for registration and 1363registration renewal notice the registrar receives under this 1364section, the registrar shall collect a contribution of twenty 1365dollars. The registrar shall deposit this contribution into the 1366state treasury to the credit of the license plate contribution 1367fund created in section 4501.21 of the Revised Code. 1368(2) The registrar shall deposit the administrative fee of 1369ten dollars, the purpose of which is to compensate the bureau of 1370motor vehicles for additional services required in the issuing 1371of "Land of U.S. Grant" license plates, into the state treasury 1372to the credit of the public safety - highway purposes fund 1373created in section 4501.06 of the Revised Code. 1374Section 2.
