Minnesota Statutes 2024, section 116L.20, is amended by adding a subdivision1.7 to read:1.8Subd. 3. Employer workforce training refunds. (a) An employer subject to the1.9 requirements of subdivision 1 that employs 100 or fewer employees may annually request1.10 from the commissioner a refund of the special assessment amounts that the employer paid1.11 into the workforce development fund. Money refunded under this subdivision must be used1.12 for employee training as provided under paragraph (b).1.13(b) Money refunded to an employer under this subdivision for workforce training must1.14 be used to upskill current entry-level employees or used for training that leads to an increased1.15 salary or increased opportunities for career advancement with the employer. Training refunds1.16 must only be used to train Minnesota employees.1.17(c) By January 15, 2027, and each January 15 thereafter, the commissioner must submit1.18 a report to the chairs and ranking minority members of the senate and house of representatives1.19 committees with jurisdiction over workforce development providing the following1.20 information:1.21(1) the current balance in the workforce development fund; and1.22(2) for the previous calendar year:Section 1. 101/02/26 REVISOR SS/CH 26-05762 as introduced2.1 (i) the total amount of special assessments collected; and2.2 (ii) the total amount of money refunded to employers under this subdivision.Section 1. 2
