AN ACT CONCERNING A STUDY OF YOUTH EMPLOYMENT
CLASSIFICATION.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (Effective October 1, 2026) (a) The Labor Commissioner shall
conduct a study relating to youth employment classification. Such study
shall include, but need not be limited to: (1) An analysis of current work-
based learning experience programs for minors that require payment of
the minimum fair wage, and (2) the benefits and considerations
necessary to reclassify such work-based learning experience programs
in order to allow such programs to be eligible to provide stipends to
minors participating in such programs in lieu of payment of the fair
minimum wage. For purposes of this subsection, "minimum fair wage"
has the same meaning as provided in section 31-58 of the general
statutes.
(b) Not later than January 1, 2027, the commissioner shall report the
results of such study to the joint standing committee of the General
Assembly having cognizance of matters relating to labor and public

employees, in accordance with the provisions of section 11-4a of the
general statutes.
This act shall take effect as follows and shall amend the following
sections:
