MANDATORY ENVIRONMENTAL IMPACT STATEMENT FOR1.6 LARGE LIVESTOCK PROJECTS.1.7(a) The Environmental Quality Board must amend Minnesota Rules, part 4410.4400, to1.8 require that construction of an animal feedlot facility with a capacity of 10,000 or more1.9 animal units or the expansion of an existing animal feedlot facility to a total cumulative1.10 capacity of 10,000 or more animal units requires the preparation of an environmental impact1.11 statement.1.12(b) The commissioner may use the good-cause exemption under Minnesota Statutes,1.13 section 14.388, subdivision 1, clause (3), to adopt rules under this section, and Minnesota1.14 Statutes, section 14.386, does not apply except as provided under Minnesota Statutes, section1.15 14.388.1.16EFFECTIVE DATE. This section is effective the day following final enactment and1.17 applies to applications submitted on or after that date.Section 1. 1
