PetersonSenate Sponsor: Jerry W Stevenson23 LONG TITLE4 General Description:5 This bill supplements or reduces appropriations otherwise provided for the support and6 operation of state government for the fiscal year beginning July 1, 2025 and ending June 30,7 2026 and for the fiscal year beginning July 1, 2026 and ending June 30, 2027.8 Highlighted Provisions:9 This bill:10 ▸ provides budget increases and decreases for the use and support of certain state agencies;11 ▸ provides budget increases and decreases for the use and support of certain public12 education programs;13 ▸ provides budget increases and decreases for the use and support of certain institutions of14 higher education;15 ▸ provides funds for the bills with fiscal impact passed in the 2026 General Session;16 ▸ provides budget increases and decreases for other purposes as described; and17 ▸ provides intent language.18 Money Appropriated in this Bill:19 This bill appropriates $236,345,400 in operating and capital budgets for fiscal year 2026,20 including:21 ▸ $4,311,500 from General Fund; and22 ▸ ($3,208,800) from Income Tax Fund; and23 ▸ $235,242,700 from various sources as detailed in this bill.24 This bill appropriates $83,300 in expendable funds and accounts for fiscal year 2026, all of25 which is from the various sources as detailed in this bill.26 This bill appropriates $58,400 in business-like activities for fiscal year 2026, all of which is27 from the various sources as detailed in this bill.H.B. 3 Enrolled Copy28 This bill appropriates ($11,250,000) in restricted fund and account transfers for fiscal year29 2026, all of which is from the various sources as detailed in this bill.30 This bill appropriates $3,000,000 in transfers to unrestricted funds for fiscal year 2026, all of31 which is from the various sources as detailed in this bill.32 This bill appropriates $565,849,700 in operating and capital budgets for fiscal year 2027,33 including:34 ▸ $38,684,300 from General Fund; and35 ▸ $25,344,900 from Income Tax Fund; and36 ▸ $23,305,300 from Uniform School Fund; and37 ▸ $478,515,200 from various sources as detailed in this bill.38 This bill appropriates $66,500 in expendable funds and accounts for fiscal year 2027,39 including:40 ▸ ($500,000) from General Fund; and41 ▸ $566,500 from various sources as detailed in this bill.42 This bill appropriates $743,000 in business-like activities for fiscal year 2027, including:43 ▸ $200,000 from General Fund; and44 ▸ $543,000 from various sources as detailed in this bill.45 This bill appropriates ($28,731,800) in restricted fund and account transfers for fiscal year46 2027, including:47 ▸ ($12,081,800) from General Fund; and48 ▸ ($16,650,000) from various sources as detailed in this bill.49 This bill appropriates ($1,400,000) in capital project funds for fiscal year 2027, all of which is50 from the various sources as detailed in this bill.51 This bill reflects $3,200,000 in higher education budget reporting for fiscal year 2027.52 Other Special Clauses:53 This bill provides a special effective date.54 Uncodified Material Affected:55 ENACTS UNCODIFIED MATERIAL5657 Be it enacted by the Legislature of the state of Utah:58 Section 1.
