3 LONG TITLE
4 General Description:
5 This bill supplements or reduces appropriations otherwise provided for the support and
6 operation of state government for the fiscal year beginning July 1, 2025 and ending June 30,
7 2026 and for the fiscal year beginning July 1, 2026 and ending June 30, 2027.
8 Highlighted Provisions:
9 This bill:
10 ▸ provides budget increases and decreases for the use and support of certain state agencies;
11 ▸ provides budget increases and decreases for the use and support of certain public
12 education programs;
13 ▸ provides budget increases and decreases for the use and support of certain institutions of
14 higher education;
15 ▸ provides funds for the bills with fiscal impact passed in the 2026 General Session;
16 ▸ provides budget increases and decreases for other purposes as described; and
17 ▸ provides intent language.
18 Money Appropriated in this Bill:
19 This bill appropriates $236,345,400 in operating and capital budgets for fiscal year 2026,
20 including:

58 Section 1. FY 2026 Appropriations.
59 The following sums of money are appropriated for the fiscal year beginning July 1,
60 2025, and ending June 30, 2026. These are additions to amounts previously appropriated for
61 fiscal year 2026.

4754 Section 3. Effective Date.
4755 (1) Except as provided in Subsection (2), this bill takes effect:
4756 (a) except as provided in Subsection (1)(b), May 6, 2026; or
4757 (b) if approved by two-thirds of all members elected to each house:
4758 (i) upon approval by the governor;
4759 (ii) without the governor's signature, the day following the constitutional time limit of
4760 Utah Constitution, Article VII, Section 8; or
4761 (iii) in the case of a veto, the date of veto override.
4762 (2) The actions affecting Section 2 (Effective 07/01/26) take effect on July 1, 2026.
