No. 414103/09/2026 Authored by Johnson, W.,The bill was read for the first time and referred to the Committee on Housing Finance and Policy1.1A bill for an act1.2relating to housing; providing criminal penalty for assaulting housing and1.3redevelopment authority employees; amending Minnesota Statutes 2024, section1.4609.2231, by adding a subdivision.1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:1.6Section 1. Minnesota Statutes 2024, section 609.2231, is amended by adding a subdivision1.7to read:1.8Subd. 12. Housing and redevelopment authority employees. (a) A person is guilty of1.9a gross misdemeanor who:1.10(1) assaults an employee or agent of a housing and redevelopment authority established1.11under chapter 469, or of an entity exercising the powers of a housing and redevelopment1.12authority under that chapter; and1.13(2) does so while the victim is engaged in the performance of official duties or because1.14of the victim's employment or affiliation with the authority or entity.1.15(b) Whoever commits assault under paragraph (a) and inflicts demonstrable bodily harm1.16is guilty of a felony and may be sentenced to imprisonment for not more than two years or1.17to payment of a fine of not more than $4,000, or both.1.18(c) For purposes of this subdivision, "employee or agent" means an individual who is1.19employed by, under contract with, or otherwise acting on behalf of a housing and1.20redevelopment authority or an entity exercising housing and redevelopment authority powers.1.21Employee or agent includes individuals acting in either a paid or volunteer capacity.1.22Employee or agent includes but is not limited to individuals engaged in property management,Section 1. 102/24/26 REVISOR MS/BH 26-071802.1 inspections, tenant services, housing programs, compliance, subsidy administration, legal2.2 representation, executive management, or policy and advisory roles.2.3 EFFECTIVE DATE. This section is effective August 1, 2026, and applies to crimes2.4 committed on or after that date.Section 1. 2
