SOCIAL SERVICES AND MENTAL HEALTH GRANT PROGRAM1.6FOR VICTIMS OF OPERATION METRO SURGE.1.7Subdivision 1. Grant program established. The commissioner of human services shall1.8establish a social services and mental health grant program for organizations that:1.9(1) serve and support victims of the federal Department of Homeland Security Operation1.10Metro Surge in seeking or maintaining legal or citizenship status to legally obtain or retain1.11employment in any field or industry; or1.12(2) provide specialized services and supports, including mental health services, to victims1.13of Operation Metro Surge.1.14Subd. 2. Eligible grantees. (a) The commissioner shall select grantees as provided in1.15this subdivision.1.16(b) Eligible applicants for a grant under this section must demonstrate the qualifications,1.17legal or other expertise, cultural competency, and experience in working with individuals1.18who have experienced trauma necessary to perform the activities required under subdivision1.194 statewide or in a geographic region of the state.1.20(c) Eligible applicants seeking to provide services include governmental units, federally1.21recognized Tribal Nations, nonprofit organizations as defined under section 501(c)(3) ofSection 1. 103/02/26 REVISOR DTT/EE 26-074242.1 the Internal Revenue Code, for-profit organizations, and legal services organizations2.2 specializing in obtaining employment visas.2.3 (d) The commissioner shall prioritize organizations that serve populations in areas of2.4 the state most impacted by the federal Department of Homeland Security Operation Metro2.5 Surge or for whom existing legal services, social services, and mental health services during2.6 the legal process or while seeking qualified legal assistance are unavailable or insufficient.2.7 Subd. 3. Allowable uses of grant money. Organizations receiving grant money under2.8 this section must provide one or more of the following:2.9 (1) social services designed to help eligible populations meet their immediate basic needs2.10 during the process of seeking or maintaining legal status and legal authorization for2.11 employment, including but not limited to accessing housing, food, employment or2.12 employment training, education, course fees, community orientation, transportation, child2.13 care, and medical care. Social services may also include navigation services to address2.14 ongoing needs once immediate basic needs have been met; or2.15 (2) mental health services.2.16 Subd. 4. Reporting. Grant recipients under this section must collect and report to the2.17 commissioner information on program participation and program outcomes. The2.18 commissioner shall determine the form and timing of reports.2.19 Sec. 2. APPROPRIATION; SOCIAL SERVICES AND MENTAL HEALTH GRANT2.20 PROGRAM FOR VICTIMS OF OPERATION METRO SURGE.2.21 $....... in fiscal year 2027 is appropriated from the general fund to the commissioner of2.22 human services for the social services and mental health grant program for victims of the2.23 federal Department of Homeland Security Operation Metro Surge. This is a onetime2.24 appropriation and is available until June 30, 2029.Sec. 2. 2
