1.2relating to human services; establishing a social services and mental health grant
1.3program for victims of Operation Metro Surge; appropriating money.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5Section 1. SOCIAL SERVICES AND MENTAL HEALTH GRANT PROGRAM
1.6FOR VICTIMS OF OPERATION METRO SURGE.
1.7Subdivision 1. Grant program established. The commissioner of human services shall
1.8establish a social services and mental health grant program for organizations that:
1.9(1) serve and support victims of the federal Department of Homeland Security Operation
1.10Metro Surge in seeking or maintaining legal or citizenship status to legally obtain or retain
1.11employment in any field or industry; or
1.12(2) provide specialized services and supports, including mental health services, to victims
1.13of Operation Metro Surge.
1.14Subd. 2. Eligible grantees. (a) The commissioner shall select grantees as provided in
1.15this subdivision.
1.16(b) Eligible applicants for a grant under this section must demonstrate the qualifications,
1.17legal or other expertise, cultural competency, and experience in working with individuals
1.18who have experienced trauma necessary to perform the activities required under subdivision
1.194 statewide or in a geographic region of the state.
1.20(c) Eligible applicants seeking to provide services include governmental units, federally
1.21recognized Tribal Nations, nonprofit organizations as defined under section 501(c)(3) of

2.1  the Internal Revenue Code, for-profit organizations, and legal services organizations
2.2  specializing in obtaining employment visas.
2.3      (d) The commissioner shall prioritize organizations that serve populations in areas of
2.4  the state most impacted by the federal Department of Homeland Security Operation Metro
2.5  Surge or for whom existing legal services, social services, and mental health services during
2.6  the legal process or while seeking qualified legal assistance are unavailable or insufficient.
2.7      Subd. 3. Allowable uses of grant money. Organizations receiving grant money under
2.8  this section must provide one or more of the following:
2.9      (1) social services designed to help eligible populations meet their immediate basic needs
2.10 during the process of seeking or maintaining legal status and legal authorization for
2.11 employment, including but not limited to accessing housing, food, employment or
2.12 employment training, education, course fees, community orientation, transportation, child
2.13 care, and medical care. Social services may also include navigation services to address
2.14 ongoing needs once immediate basic needs have been met; or
2.15     (2) mental health services.
2.16     Subd. 4. Reporting. Grant recipients under this section must collect and report to the
2.17 commissioner information on program participation and program outcomes. The
2.18 commissioner shall determine the form and timing of reports.
2.19   Sec. 2. APPROPRIATION; SOCIAL SERVICES AND MENTAL HEALTH GRANT
2.20 PROGRAM FOR VICTIMS OF OPERATION METRO SURGE.
2.21     $....... in fiscal year 2027 is appropriated from the general fund to the commissioner of
2.22 human services for the social services and mental health grant program for victims of the
2.23 federal Department of Homeland Security Operation Metro Surge. This is a onetime
2.24 appropriation and is available until June 30, 2029.
