6 Subject: Human services; congregate housing; developmental or cognitive

8 Statement of purpose of bill as introduced: This bill proposes to require the
9 Agency of Human Services to submit a report to the General Assembly
10 regarding the creation of one or more congregate homes for adults with a
11 developmental or cognitive disability. The report would identify whether there
12 is a need for congregate homes for this population, and if so, identify where the
13 need is; identify how one or more congregate homes might generate savings in
14 the health care system; identify funding sources for congregate homes; and
15 recommend how the Agency might partner with community-based
16 organizations to develop congregate homes, as needed, statewide.

19 It is hereby enacted by the General Assembly of the State of Vermont:
