scr21/comm-sub.txtSENATE COMMITTEE SUBSTITUTE FORSENATE CONCURRENT RESOLUTION NO. 21Whereas, to secure the blessings of liberty forthemselves and future generations, the founding fathers ofthe Continental Congress adopted the Declaration ofIndependence on July 4, 1776, proclaiming the thirteenAmerican colonies were free and independent from the king ofEngland’s rule; andWhereas, to commemorate this joyous event, the America250 Missouri Commission, and its forty-nine counterpartsfrom other states, will join to celebrate the two hundredfiftieth anniversary of the founding of the United States ofAmerica on July 4, 2026, with patriotic celebrations incities and small towns across the beautiful Show-Me Stateand around the country; andWhereas, comprised of a group from the private andpublic sectors, trade associations, fraternal organizations,and veterans agencies, the America 250 Missouri Commissionhas planned, promoted, and implemented a plethora of publiccelebrations to educate, engage, and celebrate thismonumental milestone; andWhereas, throughout 2026, the twenty-fourth state toenter the Union, in tandem with the America 250 MissouriCommission, will host statewide events, community projects,educational initiatives, and patriotic traditions to markthe United States of America Semiquincentennial; andWhereas, formed as a democratic republic with three co-equal branches of government and a Constitution that limitsgovernment and protects the individual rights of We thePeople, the unique American experiment has been steered by a1diverse population of descendants from every continent whowere drawn to the promise of freedom and justice for all; andWhereas, the price of freedom has been afforded by thesacrifices and selfless service of countless brave militarymen and women, who battled and perished in domesticconflicts and foreign wars with their unwavering belief inthe American way of life and will to uphold her creed ofequality; andWhereas, the United States’ primordial topography,complete with majestic mountain ranges, fertile plains,rolling hills, sprawling forests, and abundant lakes andrivers, has been home to generations of patriotic citizenswho have made their livelihoods from the land and hope topreserve its natural beauty for future Americans to enjoy;andWhereas, for two hundred fifty years, iconic Americansymbols, poetry, and songs about independence have unitedand instilled an unmatched sense of pride in all who livebetween her shores; andWhereas, centuries of struggles and triumphs haveinspired artists to create world-renowned musical genres,distinctive paintings and architecture, and expressiveliterature and fine arts, which orchestrate the notes andmelodies of the United States’ diversity, history, anduntold stories; andWhereas, the ideals and collective culture of theUnited States of America will continue to inspire and leadthe free world as the nation works toward a more perfectunion in the future:Now, Therefore Be It Resolved, that the members of theMissouri Senate of the One Hundred Third General Assembly,Second Regular Session, the House of Representatives2concurring therein, hereby encourage all Missouri citizensto engage in appropriate patriotic programs and events inobservance of Show-Me America 250 on July 4, 2026, andthroughout the year; andBe It Further Resolved that the Secretary of theMissouri Senate and the Chief Clerk of the Missouri House ofRepresentatives be instructed to prepare properly inscribedcopies of this resolution for presentation.3
