sb405/chaptered.txt2026 Regular Session ENROLLEDACT No. 896SENATE BILL NO. 405BY SENATORS TALBOT, BASS, BOUDREAUX, EDMONDS, MCMATH, MYERS,PRICE AND WHEAT AND REPRESENTATIVES CHASSION ANDKNOX1AN ACT2 To enact R.S. 40:2009.10.2, relative to nursing facilities; to provide for a statewide quality3oversight initiative for nursing facilities; to provide for goals and strategies; to4provide for the duties and responsibilities of the Louisiana Department of Health; to5provide for reporting; and to provide for related matters.6 Be it enacted by the Legislature of Louisiana:7Section 1. R.S. 40:2009.10.2 is hereby enacted to read as follows:8§2009.10.2. Statewide quality oversight for nursing facilities; state9requirements10A. The Louisiana Department of Health shall develop a statewide quality11oversight initiative for nursing facilities.12(1) The short-term goal of the initiative shall be to stabilize performance13of facilities by identifying gaps, deploying targeted incentives, aligning14interventions with the most pressing quality risks, and identifying funding for15execution of the initiative.16(2) The long-term goal shall be to create a more robust statewide quality17oversight system capable of supporting and driving continuous improvement18and overall system level changes.19(3) Stakeholders, including trade and advocacy associations, individuals20engaged in the daily operational practice of nursing facility care, and quality21improvement organizations, shall be identified and utilized by the department22to build a coordinated approach centered on collaboration, education, and23practical tools.24B. The Louisiana Department of Health, through the office of aging and25adult services, shall identify and develop internal subject-matter experts to26support the statewide quality oversight initiative.
