1AN ACT
2 To enact R.S. 40:2009.10.2, relative to nursing facilities; to provide for a statewide quality
3oversight initiative for nursing facilities; to provide for goals and strategies; to
4provide for the duties and responsibilities of the Louisiana Department of Health; to
5provide for reporting; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7Section 1. R.S. 40:2009.10.2 is hereby enacted to read as follows:
8§2009.10.2. Statewide quality oversight for nursing facilities; state
9requirements
10A. The Louisiana Department of Health shall develop a statewide quality
11oversight initiative for nursing facilities.
12(1) The short-term goal of the initiative shall be to stabilize performance
13of facilities by identifying gaps, deploying targeted incentives, aligning
14interventions with the most pressing quality risks, and identifying funding for
15execution of the initiative.
16(2) The long-term goal shall be to create a more robust statewide quality
17oversight system capable of supporting and driving continuous improvement
18and overall system level changes.
19(3) Stakeholders, including trade and advocacy associations, individuals
20engaged in the daily operational practice of nursing facility care, and quality
21improvement organizations, shall be identified and utilized by the department
22to build a coordinated approach centered on collaboration, education, and
23practical tools.
24B. The Louisiana Department of Health, through the office of aging and
25adult services, shall identify and develop internal subject-matter experts to
26support the statewide quality oversight initiative. The department may utilize

1such efforts as considered appropriate, including but not limited to:
2(1) Data dashboards and public-facing online tools.
3(2) Resident and family satisfaction surveys.
4(3) Staff training plans and ongoing staff training and development.
5(4) Participation in the Centers for Medicare and Medicaid Services
6Nursing Home Staffing Campaign.
7C. The department shall submit an initial report to the Senate and House
8committees on health and welfare on the status of the statewide quality
9oversight initiative on January 1, 2028, and annually on the first of January
10thereafter.
