4 NAMING THE BRIDGE ON UNITED STATES HIGHWAY 43 THAT SPANS THE
5 B.N. RAILROAD BETWEEN SPORTS PLEX ROAD AND BELL GRAYSON ROAD
6 IN MARENGO COUNTY AS THE FRED ARMSTEAD, SR. MEMORIAL BRIDGE.

8WHEREAS, it is with the highest accolade that this
9 body honors Fred Armstead, Sr. by requesting the Department
10 of Transportation designate the bridge on United States
11 Highway 43 that spans the B.N. Railroad between Sports Plex
12 Road and Bell Grayson Road in the City of Demopolis, Marengo
13 County, Alabama, as the Fred Armstead Memorial Bridge; and
14WHEREAS, Fred Armstead was a lifelong public servant;
15 he was the first Black police officer in Demopolis and the
16 first Black Marengo County Commissioner for District 1,
17 which he served honorably for 36 years; he served for over
18 30 years on the Alabama Tombigbee Regional Commission
19 Executive Committee; he also served on the boards of The
20 University of Alabama at Birmingham School of Medicine,
21 Dallas County HeadStart, DCH Regional Hospital, and many
22 others; he was widely recognized for his leadership and
23 dedication to supporting the Alabama Black Belt; and
24WHEREAS, the bridge located on U.S. Highway 43 is a
25 vital piece of public infrastructure that connects
26 communities, supports commerce, and ensures safe travel;
27 designating the bridge in his memory venerates the life,
28 service, and lasting contributions of Fred Armstead, Sr.,

29 whose commitment to community and public well-being leaves a
30 meaningful and enduring impact on the city and its
31 residents; now therefore,
32BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
33 HOUSES THEREOF CONCURRING, That the Department of
34 Transportation is encouraged to coordinate with local
35 governing officials to consider designating the bridge on
36 United States Highway 43 that spans the B.N. Railroad
37 between Sports Plex Road and Bell Grayson Road in the City
38 of Demopolis, Marengo County, Alabama, as the Fred Armstead,
39 Sr. Memorial Bridge and to erect appropriate signs or
40 markers, consistent with applicable requirements and laws,
41 in recognition of this designation.
