Enrolled, An Act,
NAMING THE BRIDGE ON UNITED STATES HIGHWAY 43 THAT SPANS THE
B.N. RAILROAD BETWEEN SPORTS PLEX ROAD AND BELL GRAYSON ROAD
IN MARENGO COUNTY AS THE FRED ARMSTEAD, SR. MEMORIAL BRIDGE.
WHEREAS, it is with the highest accolade that this
body honors Fred Armstead, Sr. by requesting the Department
of Transportation designate the bridge on United States
Highway 43 that spans the B.N. Railroad between Sports Plex
Road and Bell Grayson Road in the City of Demopolis, Marengo
County, Alabama, as the Fred Armstead Memorial Bridge; and
WHEREAS, Fred Armstead was a lifelong public servant;
he was the first Black police officer in Demopolis and the
first Black Marengo County Commissioner for District 1,
which he served honorably for 36 years; he served for over
30 years on the Alabama Tombigbee Regional Commission
Executive Committee; he also served on the boards of The
University of Alabama at Birmingham School of Medicine,
Dallas County HeadStart, DCH Regional Hospital, and many
others; he was widely recognized for his leadership and
dedication to supporting the Alabama Black Belt; and
WHEREAS, the bridge located on U.S. Highway 43 is a
vital piece of public infrastructure that connects
communities, supports commerce, and ensures safe travel;
designating the bridge in his memory venerates the life,
service, and lasting contributions of Fred Armstead, Sr.,

whose commitment to community and public well-being leaves a
meaningful and enduring impact on the city and its
residents; now therefore,
BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
HOUSES THEREOF CONCURRING, That the Department of
Transportation is encouraged to coordinate with local
governing officials to consider designating the bridge on
United States Highway 43 that spans the B.N. Railroad
between Sports Plex Road and Bell Grayson Road in the City
of Demopolis, Marengo County, Alabama, as the Fred Armstead,
Sr. Memorial Bridge and to erect appropriate signs or
markers, consistent with applicable requirements and laws,
in recognition of this designation.
