MEMORIAL BRIDGE.78WHEREAS, it is with the highest accolade that this9 body honors Fred Armstead, Sr. by requesting the Department10 of Transportation designate the bridge on United States11 Highway 43 that spans the B.N. Railroad between Sports Plex12 Road and Bell Grayson Road in the City of Demopolis, Marengo13 County, Alabama, as the Fred Armstead Memorial Bridge; and14WHEREAS, Fred Armstead was a lifelong public servant;15 he was the first Black police officer in Demopolis and the16 first Black Marengo County Commissioner for District 1,17 which he served honorably for 36 years; he served for over18 30 years on the Alabama Tombigbee Regional Commission19 Executive Committee; he also served on the boards of The20 University of Alabama at Birmingham School of Medicine,21 Dallas County HeadStart, DCH Regional Hospital, and many22 others; he was widely recognized for his leadership and23 dedication to supporting the Alabama Black Belt; and24WHEREAS, the bridge located on U.S. Highway 43 is a25 vital piece of public infrastructure that connects26 communities, supports commerce, and ensures safe travel;27 designating the bridge in his memory venerates the life,28 service, and lasting contributions of Fred Armstead, Sr.,Page 1HJR237 Enrolled29 whose commitment to community and public well-being leaves a30 meaningful and enduring impact on the city and its31 residents; now therefore,32BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH33 HOUSES THEREOF CONCURRING, That the Department of34 Transportation is encouraged to coordinate with local35 governing officials to consider designating the bridge on36 United States Highway 43 that spans the B.N.
