SENATE CONCURRENT RESOLUTION 9

[Originating in the Committee on Natural Resources; reported March 11, 2026]
Requesting the Joint Committee on Government and Finance to study the reasons for the decline in the eastern gray fox population in West Virginia and find ways to stabilize and rebound gray fox populations.
Whereas, The eastern gray fox populations have been declining since the late 1900s to early 2000s; and
Whereas, this decline started at the eastern edge of the Mississippi River and advanced eastward with a steady pace; and
Whereas, The eastern gray fox is currently the only native canine in the mountain state of West Virginia; and
Whereas, The eastern gray fox is a very important species in the ecological balance of the eastern hardwood forest and as a forest dweller helps control many different rodent type prey species populations; and
Whereas, The gray fox is also a very significant furbearer to West Virginia trappers and before the decline of its population contributed to the highest economic return of all furbearing animals in West Virginia; and
Whereas, There is no scientific evidence to explain the decline in the eastern gray fox population in West Virginia; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to study the reasons for the decline in the eastern gray fox population in West Virginia and find ways to stabilize and rebound gray fox populations; and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2027, on its findings, conclusions, and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report, and to draft legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
