DRINKING WATER REGIONALIZATION PLANNING AND1.7ASSISTANCE GRANTS.1.8Subdivision 1. Eligible recipients. Grants under this section must be made available to1.9counties, municipalities, and townships that seek to undertake the process outlined in1.10Minnesota Statutes, chapter 116A, to establish or expand regional drinking water systems.1.11Subd. 2. Eligible expenses. Grant funds must be used for planning activities, including1.12feasibility studies, engineering analyses, legal and financial assessments, community1.13engagement efforts, preliminary and final design work, and activities necessary for district1.14formation under Minnesota Statutes, chapter 116A, to support regional drinking water1.15infrastructure development.1.16Subd. 3. Grant administration. By November 1, 2026, the commissioner of health1.17must develop an application process and selection criteria that prioritizes projects addressing1.18aging infrastructure, water quality, affordability, or economic development.1.19Subd. 4. Grant maximum and match requirement. Grants awarded under this section1.20must not exceed $300,000 per grant recipient per year. Grant recipients must provide1.21matching funds equaling at least 25 percent of the total grant amount.Section 1. 103/09/26 REVISOR SGS/EN 26-077332.1 Subd. 5. Reporting. The commissioner must submit a report to the chairs and ranking2.2 minority members of the legislative committees with jurisdiction over water infrastructure2.3 by January 15, 2027, summarizing the grants awarded, the progress of funded projects, and2.4 recommendations for future funding to support drinking water regionalization efforts.2.5 Sec. 2. APPROPRIATION; DRINKING WATER REGIONALIZATION PLANNING2.6 AND ASSISTANCE GRANTS.2.7 $1,000,000 in fiscal year 2027 is appropriated from the general fund to the commissioner2.8 of health for grants to counties, municipalities, and townships to support efforts related to2.9 drinking water regionalization. This is a onetime appropriation and is available until June2.10 30, 2027.Sec. 2. 2
